meteorologist jeff ranieri is here. jeff? >> we're finding showers that started early this afternoon. not a major storm system but with all of the rainfall that we've had, it takes a weaker system like this and the roadways are seeing ponding on highway 101 stretching from the south bay to the north bay. we're still finding isolated pocket of showers downtown and throughout highway 17 into los gatos and it continues into morgan hill. we continue to see that throughout the next hour as we zoom in closer. it's not very heavy but it's accumulating water on the roadways as we see the latest bought of wet weather. livermore coming in with some of the heaviest amount of rainfall, with a tenth of an inch. currently, we're looking at dry conditions across 680 and 580. today's highs, it was a cold rain once it started around the noontime. 45 in livermore. that's it. ten degrees off the mark for most of the inland spots. san jose is warmer at 50. my weather watcher calling that. los gatos, 49 and 48 in san francisco. all right. let's g

jeff papp is a senior analyst at oberweis asset management. jeff papp with us. welcome both to nbr. you want to start with you, does china carry more inherent risk for u.s. investors than other foreign markets? >> tom, right now china's economy is a little too hot. inflation is risinging too much, and they're raising interest rates, not very good in the short run for equities am but longer term it's goinging to remain the fastest growing economy in the world for i i think many years to come. and it inherently is no more risky than investinging in even the western developed markets. >> tom: jeff, you help run the oberweis china opportunities mutual fund which has been trying to take advantage of china. a mix of chinese stocks that raid in the u.s. and hong kong. do you agree with don's assessment and how come you don't trade anything directly in china? >> yeah, we totally agree with what don has to say. if you look at what is driving that growth right now it retail sales up almost 19% during q-4 which is exceptionally strong. we are looking for companies that will drive china growth

jeff is right. tv is going internet. what was the over the air broadcast tv business really should just become the tv business. so how do we get to an area where we can think creatively about the 300 megahertz, believe me it's a big number, of very high quality spectrum in every market but set aside for what was a very important technology in the 20th century? here's the idea that we put forward. i agree with randall that auctions have been the best method devised to allocate spectrum. what we proposed is running essentially a two-sided auction where the supply of spectrum in that auction would come from broadcasters and there are other bands that we could look at to, that we could create a supply of spectrum from this auction on a voluntary basis incent vices by getting a shared portion of the auction proceeds. we basically let the market say, look, if you think you have a better idea for use of the spectrum than what the market is willing to offer you, that's fine. if not -- and the reason why some people ask why does

jeff glor has more. be putting it mildly this morning. >> yeah, indeed, erica, good morning to you. one issue that stirred controversy here is not just the strong content but the age of the actors involved. not twenty somethings but teenagers. this morning one advertiser, taco bell, has pulled its ads from the program after a parents' group called "skins" dangerous. mtv's new drama "skins" debuted this week to big ratingses and even bigger controversy. the show, based on a similar british series, is being criticized for its portrayal of teenagers who openly dabble in sex, drugs and alcohol. the show stars teenage actors, some as young as 15. and one group says, it's the most dangerous program they've ever seen. >> they're engaging in the most reckless and irresponsible and sometimes even illegal behavior. and all of it is shown as a lifestyle. >> reporter: the parents television council has called for an investigation into the series. saying the show contains images of sexual exploitation of children and
