jeff bush, at one of the hospitals in richmond. jeff? >> reporter: here at kaiser, there has been a steady flow of patients coming in, many just came in to get checked out just in case but some are tightness of chest, difficulty breathing, coffee, watery eyes, things like that. they are taking their blood pressure and other vital signs, they will keep them for observation for a little bit to make sure they are okay. most of the patients are leaving the hospital here with face masks on and they are being instructed to go home and shelter in place. jeff bush, kron 4 news. >> live on the right hand side of the screen at the chevron refinery fire in richmond. chevron officials saying they are sorry, they will have a meeting tomorrow where they hope to have more answers for the community. tens of thousands of people effected by this with shelter in place. as jeff mentioned, people showing up at hospitals with concerns. we learned this fire is contained, which is not the same as being out. so it could still be a long night. no clear answer yet

jeff flock.i don't know how much you heard because you are getting loan all over the place again. shows you how strong this storm is. jeff: i was fascinated to hear joe's comments. i will be able to show you a little bit more by showing you while i walk. we heard this on the ground from a lot of people saying, wow, this is less than katrina. in some ways, it did not have the catastrophic winds that katrina had, but take a look at some of the damage out here. i say had like it is passed. keep in mind, it is not passed, it is not even to us yet. this is typical of the damage that we are seeing out here. not catastrophic damage, not buildings, and apart, but the kind of damage that you see up the street over there. staff knocked over, windows blown out. it will be, it will get a pretty darn good blow. it is this water situation that is the worst part. before we get away, over here to the storm drains them they are all clear. other than having a pond. the pump system is keeping up with it, so far. we

ashley: jeff, thank you.l with the other big story of course after a one when day delay the republican convention is underway with both mitt romney and paul ryan arriving earlier today. our very own rich edson is in tampa with the latest. rich? >> well they have arrived. isaac never did arrive but still republicans had to cancel yesterday. moved everything up today. the presentation we'll get today was what we expected for yesterday. as you mentioned the presidential nominee, vice-presidential nominee, they're not official yet, i guess the presumptive once are here at the convention site in tampa. ron paul making an appearance. his delegates have not been released. the way it works, some of the other challengers, if you don't have enough delegates you release them to vote for the presumptive nominee. that is what we expect later on today. that roll call vote starting at 5:20 this afternoon. that symbolic moment they go around the convention hall and cast their votes or most of them for governor mitt romney. t

how are conditions, jeff? jeff: well, they are definitely deteriorating as the hurricane center predicted, talking about this amount of rain, we're already starting to see it here. you know, it would come in in fingers or waves, now it is fairly steady, and, you know, it could dump as much as 20 inches before it is done here. and i tell you, i have had a lot of experience covering hurricanes, and i don't know that i've ever seen a track move so slowly once it makes landfall. supposed to happen tonight, and then moving tremendously slowly, not that far out of new orleans by thursday even, and we're talking tuesday today. so you see some of the traffic here along beach boulevard. this is a gulfport mississippi. this was all -- everything you see here is new, and as lance walks across the street here, i think he's not going to get run over. everything you see around this is new. this was all devastated by katrina. only a little bit of vegetation, a couple of the real old trees survived it. and so they know what i

jeff, are you there? jeff: i am dagen. i have been watching these barges you have been talking about. i was down in greenville in 1988 and i know that was a huge problem down there then. i'm wondering what is the chronic problem in greenville and have the cuts in the dredging budget, you know, led to this and caused you to be farther behind than you should be? >> well, of course the problem in greenville is the lack of water. it's obvious that the river is at historic lows, jeff, and thank you very much for being out there and giving us these reports. again, trying to get the barges loaded, because of the water, the barge has to load perhaps half of the product that they normally would transport in the river, which makes more trips up and down the river, and the cost of fuel obviously is going to be forwarded on to the farmer, so again, just trying to load those barges at very low levels that we're not currently used to, the loading process is standard for the level of the river, and now they're much lower, so that's a dif
