jeff? >> jeff: bill plante, thank you. thousands 6 environmental activists marched in washington today to protest plans for the keystone xl oil pipeline. if it gets government approval keystone would carry oil from canada to refineries in texas. the pipeline would create 20,000 jobs but opponents say that the environmental risk is too great. it is tax season and the ils is battling a rising tide of refund fraud cases caused by identity theft. a sweep last month netted 109 arrests and 189 indictments for a crime that could cost the country $21 billion over the next five years. seth doa ne has a case in point. >> reporter: in 2011 businessmen joe bianco waited patiently for a $10,000 tax refund. when he contacted the irs it said it had already been paid. >> somebody had filed with a forged w-2 from wal-mart claimed the refund got the refund, and using my name and social security number. >> in the past 12 months the irs confirmed $770,000 cases of refund fraud due to identity theft up from $2-- 250,000 cases the year before.

kron four's jeff bush shows you the damaged trail.s why nothing is being done to fix it right away. nature has a way of undoing what mankind creates. this is one of those stories. the national park service spent about six million dollars fixing up this section of the presidio coastal trail last year. but, despite the relatively mild winter, all that work sinking. signs are all over the place warning people of the danger and a fence has been erected to keep people out of the area. you can see how much erosion has happened by simply looking at the reinforced ledge. look in the middle of your screen and you'll notice the wall has sunk several feet. now take a look from this perspective and it is clear the level of disintegration here. joggers and hikers are detoured onto the roadway and, at times, have to climb over the guard rail to get there. efforts have been made to keep the slide from getting bigger. black, plastic tarps are laid out and a drain has been installed to give the water a place to go but all of that happed after the dama

think about folks like jeff growl. now, jeff was in the trucking industry for over a decade. years ago, he got laid off. lost his job as a diesel mechanic. that's a tough thing to go through even though jeff's a pretty tough guy. but he bounced back. he decided it was time for him to change careers. he decided it was time to get some new skills. he went to a.b. tech. took a class in automated machining, a few months ago, jeff got his diploma, he graduated on a wednesday. interviewed at this plant on thursday. by friday, he was working as a machine operator. where's jeff? there he is right here. now, obviously, jeff's pretty good at interviews because, you know, he just got hired like that. i hope he can give me some advice. but here's the thing. the reason jeff did all of that, obviously, a lot of it was to support himself and his family. but it wasn't just to punch a clock at a new plant or pick up a paycheck from a new company. it was to make sure that he could have a better future for his family and for his community and his country. you know, jeff said, getting my foot in

jeff? >> 13 days since our last major rain across the bay area, and for that matter, we haven't seen much of anything in 2013. satellite radar picture tonight look like a storm is coming. you can see very clear conditions across the greater bay area but we zoom out and the area i'm focusing in on is 334 miles away. that is the zone with the cold front that will eventually bring us our first rain drops again in 13 days. now let's take a look. tonight that increasing cloud cover throughout san mateo and san francisco counties and then for tomorrow morning as we zoom in, it's that area there in the north bay, napa, morin, sonoma county. anyone traveling from santa rosa down to san francisco will get those rain drops first. we are tracking not only the rain but some extremely low snow. we'll let you know who could see snow down to potentially the valley floor coming up on friday's forecast in just a few minutes. >> okay, jeff, we'll see you shortly. did you know him? did you see him? these are
