this is a young man named jeff bowman. jeff bowman is 27 years ago old.day jeff traveled down to boston so he could watch his girlfriend erin run in the boston marathon. a little before 3:00 p.m., jeff made his way to the finish line on boylston street to watch erin finish the race and then, of course, all hell broke loose. jeff bowman was right there. the bomb had been essentially placed right at his feet. just moments after the explosion, an a.p. photographer captured an image of jeff that's really graphic but turned out to be one of the most iconic images of that day, we have blurred the image a bit, but suffice to say, the image clearly shows jeff lost both of his legs in the blast. after being rushed to the hospital to undergo emergency surgery to save his life, jeff had a request when he finally woke up still under sedation from all the medication from the surgery. this is what his brother told bloomberg news, he woke up under so much drugs, he asked for a paper and pen and he wrote bag, saw the guy, looked right at me. from his hospital bed, first

can you explain, jeff, what's happening? i want to get the exact phrasing right of my understanding. that the high value designation group is the group that is now going to be able to question the suspect under the public safety exception to the miranda rights. they don't have to read the miranda rights. can you just explain that to me, what that means? >> okay. let's just start by addressing the question of is he in any physical condition to answer questions under any circumstances? his health is obviously in grave peril. so this all may be moot because he may not be capable of answering any questions with or without miranda. but assuming he is in don answer questions, the federal government has established a policy that says in certain very limited circumstances, for certain brief periods of time, there is a public safety exception to the usual requirement that suspects have to get miranda warnings. this arises in the so-called ticking bomb circumstance, when there is such an important public safety reason to protect the p

also jeff beatty. fran townsend, from your perspective, what stands out, what questions do we need now answered in the coming days? >> reporter: well, it's motivation, and the president -- the president himself said that in the white house briefing room. we want to know in the coming days what motivated these two men who had spent most of their lives in the united states. we know some about the suspect. we know that they had some relationship, if you will, or belief in an extreme form of islam. and i think that's why you heard, anderson, the president say that we shouldn't sort of assume bad motives to an entire group. i know from talking to a number of sources across the federal government they're concerned about hate crimes. and they don't want to see that happen. so this is -- they're trying to keep the american public focused on the actions of these two people. one's dead, one's in custody. we will get to the bottom of what the motivation is. to stay focused on the fact that the actions of these tw
