jeff: i don't have those answers. a lot of states use that money to fund 911 operations and technology. some states unfortunately divert these funds to other things which is a regretful practice that we are trying to combat. but even that is not enough. we don't think. to support what we need as the initial forklift to get all of the centers up to snuff. many centers suffer from funding shortages. that is across the board. they do not have enough money to hire the people that they need to order to bring in the technology that they need. funding is a problem today. and we need a solution at least to upgrade the system and become world-class and really become the leader in the world with a modern system that can complement what first responders are getting via first net and frankly that can handle the capabilities that we as citizens have today. the system today is reliable, it works, but it is mainly voice with some limited text. as consumers today we have all kinds of capabilities to be able to send multimedia content

but, jeff, does any other vote really compare to this? >> i think it's different in every respect because it is justice kennedy's seat. that's what i think we have to take this back to. that is what we are talking about here, that is why this is such a big moment, why you see those protests on capitol hill, why you see this -- such app emotional outcry. that is what -- i mean, the stakes could not be higher. it's the pivot al position on te supreme court. that's why it's such a tough position for the senators. i don't think it's akin to any of the legislative votes we discussed there. usually the senators vote the same to advance the debate as the final passage, but not necessarily. the reality is, like joe manchin i've seen him repeatedly during my time covering capitol hill, he generally votes to proceed to the final bill because he does not believe that the senate should be delaying things. so that's what that vote was this morning. usually we don't even pay attention necessarily to those votes because it's just a vote to have the vote

i think his language about jeff sessions has been especially harsh. think it also depends on woo the results of the election are. i think most people don't think that the senate will change hands, but if it does, then that might, you know, stay the president's hand because it will be harder, you know, to put someone else in position because you have to be sen at confirmed. if on the other hand republicans gain seats and have a stroinger majority, maybe the president thinks it is easier to remove jeff sessions. i think it is clear from the statements and from the attitude and the repeated back and forth between the president and jeff sessions, it is more -- not so back and forth, it is more back, not forth. but the president would prefer to have someone else in that position, and the question for him is how much fall-out can he sustain, and maybe he wants to wait and see what happens in the mid terms before making that decision. >> i suspect you're right. as recently as yesterday in the ap interview the president was making it clear he is still so angr

on that note, let's go straight to jeff at the white house. the president was watching as the vote was taking place? >> he was. he doesn't watch many procedural votes in the senate, but he was watching like all of washington and much of the country as well. watching that procedural vote. we have not heard from the president. that is interesting as well. for as loud and chaotic as things are in the halls of the senate and the halls of the senate office building, it is very quiet here today. he congratulated the senate for moving this forward, but his tone has changed from the week. earlier this week at the campaign rally in mississippi, he was mocking christine blasey ford throughout the rally in minnesota. he barely talked about judge kavanaugh. he said he hopes the senate confirms them, but he is not saying much. he wants the confirmation to happen and he plans to use this regardless of what happens. if judge kavanaugh is confirmed or not, the republicans believe this is a weapon for them. democrats believe it is as well. the president doesn'

kennedy: where is jeff sessions? >> i have talked to him. he reminds us he serves at the pleasure of the president and he says he'll do so swlongs the president will have him. the funny thing is he's getting a ton of stuff done behind the scenes very quietly the president wanted him to do when he took that position. it makes for a popular punching bag for him to go after him on twitter. but there is a big part of me that says jeff sessions says okay, i will keep my head down and do what he wants me to do. jeff sessions was a federal prosecutor, he was the alabama attorney general. he's a real law and order guy, and he's starting to crack down and give prosecutors more leeway for prosecutors to do that sort of thing and that's what the president is talking about. kennedy: it's in diametric opposition to what the president is talking about now. i think the president will get much more traction with this with both parties and could come cup with a huge win if he can take the house bill and get it passed in the senate. >> definitely not before t
