jeff. thank you. now, if you've been watching us for the last couple of hours, we've talked about the potholes and the slick roads and downed trees, causing plenty of problems. but there are a lot of businesses that are cheering on this wet weather. think about wine here. nbc's velena jones reports from the livermore from the livermore valley. after a dry january, wine makers are embracing today's rain and hope more is on the way. i'm ecstatic. actually, we really need the rain. saturated soil and rainfall is exactly what mcgrail vineyards winemaker mark clarence says is needed. after very little rainfall in the livermore valley this winter, telling us it's key to ensuring a full bodied growing season. i'm hopeful that we're going to have a good, good growing season. it's a little early to tell because we're just barely into february, but a little bit of rainfall in december. january was very dry, february starting out very nicely. even with today's rain, clarence says their soil is still on the drier

jeff mentioned the wind for the sierra. it's going to be heavy snow at times, plus wind gusts up to 70mph near the summit. winter storm warning will be in effect through about 10 a.m. on wednesday. and look at these snow totals coming down. storm number one abobout 2 to 3ft of snow above 5000ft. then watch whwhat happens here on thursday. look how these totals come down the mountain as we begin to see colder air work in 3 to 4000ft. snow levels there across the sierra by the end of the week. so a four day window of some heavy snow potential for the sierra means this same number. 69% of statewide average for the sierra snowpack may move closer to 75, or 80% of average, about a week from now. back to you. that's all good news. let's get jeff back in the conversation. now we're talking back here in the bay area. just those flooding concerns. i see some of the wind and those maps behind you now. yeah, it is going to be with us here certainly through the next 24 hours. so wind gusts here as we head through tomorrow morning. that

all right, jeff, we'll see you shortly. now, as forecasted by jeff and his team, we saw a lot of rain in a short amount of time in the north bay specifically. yeah. let's bring in our jodi hernandez. and, jodi, i know you saw that house actually floating down the russian river. that must have been mind blowing. a really crazy thing to see. jessica, it's been a wild day here in sonoma county. creeks and streets have flooded all across the county. and in forestville. as you mentioned, an entire house ended up in the river. i think it's crazy. i mean, the house went into the river. folks in forestville are in disbelief after a home ended up in the russian river this afternoon. the nonstop rain caused west side road to give way at about 1230. part of the road and a vacation home went sliding down. luckily it was a unoccupied vacation rental. we found out. so that was great news for us because we had put our water rescue crews in the river because initially we had no idea whether there was anybody in the home or not. i'm standin

okay, this is all critical information, jeff. and just to be clear, even though the rain appears to be going out of the area, it's still a concern because the rivers continue to rise just because of all the overflow water. yeah, it's what we call downstream flooding. so we get all of this, this rain, it's, you know, in the mountains, 5 to 8in even more over the past five days. so all this water is just continuing to run down and feed into these major river systems. and the river forecasting is basically continually catching up. and today was such a strong wall up here that we're getting this real time information that, again, looks like flooding here on the russian river at guerneville tomorrow, 7 a.m. crest 36.6ft. so we're looking at flooding in those locations here around forestville park resort, mirabelle trailer park and flooding at highway 116 and fern road. and let me go back to it one more time here. napa river at napa. that's the other thing that we're we're really concerned about right now. 23ft may hit that 28.91ft. an

let's bring in our chief meteorologist, jeff ranieri, as we head into the weekend. jeff. and it's shaping up perfect here. as we get into your saturday and sunday forecast, we'll show you a storm ranger scanning doppler radar. and we have cleared out. there's a little bit of moisture in the mid levels of the atmosphere around the higher elevations, but not expecting any consistent rainfall this evening. winds also a lot calmer than last night, anywhere from five to about 20mph. we did have some rain down here in morgan hill over the past hour. that has also started to move on out. so as we roll through the forecast here, what you'll see is these rain totals were off the charts. we got over 11in in angwin, berkeley hills 6.42, petaluma 5.39 and san francisco just over four and a half. and that was in seven days. so 1 to 2 months worth of rain for a good section of the bay area coming in that seven day range. so we need a break. i do have lots of clear skies coming our way this weekend, but the one thing we'll have to contend with here is some cold weather to start, some fr

thanks, jeff.ell, up next things a little up in the air for yosemite, where the park's reservation system is on hold as is on hold. the system, aimed at reducing overcrowding and traffic, was set to take effect this april, a couple of months from now. it was going to run through early fall, but the chronicle reports the park delayed it to give the trump administration time to review the proposed changes. this comes as mr. trump is considering cost cutting measures, including the elimination of hundreds or possibly thousands of jobs. they include park rangers, visitor center workers and cleaning crews, according to the national park service website. yosemite expects to share details of its new reservation system after february 26th. so what exactly is his role? today, the white house stated that elon musk is a special government employee. musk is not a volunteer, nor is he a full time employee. that means he is able to bypass some of the disclosure obligations required for full time positions. perso

this is going to wreck a lot of weekend plans, jeff. tomorrow morning you may want to kind of switch things up a little bit because things are going to, well, get certainly very wet for. so what we're tracking right now is this atmospheric river that's aimed right here at california. now, the interesting thing about all of this is hitching a ride along that atmospheric river will be two surface fronts. at times they're going to stall out and slowly move through the bay area, and that's how we'll get in on some high totals. so let's go ahead and get to the radar. right now it's just some spotty rain. nothing big here from the north bay to the south baygain getting a little bit wet, but we expect things to pick up and in a big way once we hit tomorrow morning, you can see that widespread rain from the north bay down to the south bay. so overall, with this atmospheric river, we'll see anywhere from a half to three inches of rain. we'll closely be watching the creeks and streams. not too much wind. that's a little bit of good news this week

but what are you seeing right now, jeff? well, it is very spotty in terms of this rainfall up across the north bay, but we're getting some light to moderate returns showing up right now. i do think overall, as we head through tonight, we're going to start to see it lessen up here by 1130 this evening. but we'd be in for more rain chances here as we head through tomorrow morning. that could also bring some scattered thunderstorms, and we'd hang on to that possibility through the early afternoon, especially south bay and east bay, with some thunderstorms popping up. additional rainfall totals don't look that alarming right now. we'd see trace amounts to about a quarter inch. the way things are fairing at this point, especially in the north bay, our ground is saturated. do you see any flood concerns now in the next 24 or 48 hours? well, at this point, it's really just that you still may come up on some flood waters. we have a flood advisory right now for mark west creek right near windsor. this will likely be extended into frid

for now, let's bring our chief meteorologist in jeff ranieri. it was pretty remarkable what we're seeing and thankfully no injuries. what's the timeline, though, jeff, for this next round of rain? well, this one is not going to really get here until we head into tomorrow morning. you can see it right here offshore. so i don't see any rain in the forecast through tonight. storm system is well out in the pacific. once we go into tomorrow morning. it will be a widespread rainfall here for that morning commute seven, eight and 9:00. i think by the afternoon we're into some scattered rain. we hang on to scattered rain through tomorrow evening and also into friday. so this one is just not going to last nearly as long and it's going to be moving a lot quicker. we'll get into that dry weather certainly by friday afternoon and evening. so that's why totals right now are not nearly as high. we get in on about a half to one inch south bay to san francisco, and right around an inch to maybe one and three quarters up towards guerneville. but this still could

let's get right to chief meteorologist jeff ranieri. jeff, is flooding still a concern?certainly is. we've seen so much rainfall over the past seven days that the ground is saturated. there's the system right there, hanging out across the bay area. as we get you into the storm ranger scan, you'll see winds anywhere from 15 to about 30mph. so still gusty. this main line of rain, this is now moving off towards the east, so we're beginning to see it exit the south bay right now. still a little bit of rain down there towards morgan hill and gilroy. so look at these seven day totals up to angwin over 11in santa rosa. seven and a half. so because of that, we do have this flood watch in the north bay. i just watch out. you may encounter some water on the roadways still, and those creeks, streams and rivers are still running very high and fast. but good news to report on the russian river tonight. we're out of flood stage right now. it's 27ft, and by tomorrow it starts to dip down to about 23 more. looks at this storm system and what's ahead for rain chances through next week co

. >> cnn's jeff zeleny. >> is at the white house. jeff, i wonder what this decision means and how the white house is responding. >> well, jim, it's certainly a temporary hold on this. and as fast as this administration has been flooding the zone with executive orders and actions, the judges really here in washington and across the country have been responding in kind. another ruling tonight. temporarily putting a check on these 2200 employees at usaid that were going to be placed on administrative leave tonight. now, that is on pause. a trump appointee to the federal bench here listed this ruling during a hearing this afternoon that lasted some 90 minutes or so. he said this. he said they should not put those 2200 people on administrative leave tonight. frankly, there is essentially zero harm in the government deposing this for for some short period of time as it relates to the employee employer relationship. so basically not doing away with this, but just doing a temporary pause on this, as both sides can argue, there are cases here

but i do want to ask you, jeff, the same thing, because all we can see right now is the horror.oke. you can see that we're near the mall. you can see a ross shopping center, a ross store right near the sign for it. you see how residential it is. you can see the apartment buildings, and we only have that. and the actual physical attitude of the aircraft that you can see really barreling into the ground. and i'm wondering if that arc, seeing it, knowing this plane had only recently taken off, if that alone, jeff tells you anything from an investigative point of view. >> yes it does. it opens up several possibilities. the airplane is obviously not in control, right? it does not appear to be attempting to land because it's moving much too fast, and it's coming down at a very steep angle. so it's telling me that the aircraft, there's a loss of control there. the airplane may actually even be aerodynamically stalled where there's no lift being generated off the wing, so it's more falling than it is flying. but but it could just be a spatial disorientation where the pilot doesn't know

>> jeff zeleny is out front, live at the white house for us tonight. so, jeff, is this really more of a for tat? what's behind all of this? >> well, it's definitely a for tat. there's no question about that. and president biden clearly has been on the mind of his successor quite often. we've heard it in day after day, speech after speech. president trump still referring to president biden. he did it in today's economic report. he did it in a speech yesterday. but look, this is something that the president, as he was flying down to mar-a-lago, where he's spending the weekend posted on social media out of the blue, that he decided to revoke the daily classified briefings. there is no doubt that this is just one in a series of steps. right after president trump took office, he revoked the the security clearances for several former officials. so this is a continuation of that, if you will. but there's no question, when president biden made those comments, you just played there, erica, he could not have envisioned or imagined that donald trump would be back

jeff zeleny manu raju. thank you. well, we are just over two weeks into trump's second term and elon musk's doge has been on a tear. the world's richest man seems determined to remake the federal government in his image, and he's doing it at breakneck speed. in the span of just 17 days, musk has effectively killed die in the federal government, offered buyouts to millions of federal workers, gained access and read only, according to the administration, to the treasury payment system, ousted key civil servants, effectively shuttered key federal agencies like usaid, and take aim at others, including medicare and the department of education. all of this in less time than it's taken for some of trump's cabinet picks to be confirmed, including those who head who would head some of the agencies in musk's crosshairs. and cnn is also learning this morning that just days into trump's term, musk's lieutenants at the treasury asked its acting head to shut off all payments to usaid, a move so out of line that it prompted the acti
