no other colleagues have any other comments, i would like to turn it over to our public defender jeff adache. >> good afternoon, and thank you very much for leading this effort, president breed and the co-sponsors of this bill. i first want to acknowledge the deep support of folks who are here today and not everyone is going to speak but they are here to show support. i ask everyone to stand up. thank you very much. we are here to say there should be no price tag on justice. moving to the first slide, this is from the fines and fees justice center. fines and fees hurt many americans, exacerbating poverty, diminishing trust in our court and police and trapping people in perpetual cycles of punishment. the national center on state courts has a task force on fines and fees. their principles read as follows "courts should be entirely and sufficiently funded from governmental sources to enable them to fulfill their mandate. core court functions should not be supported from revenues generated by court orders, fines, fees or surcharges. under no circumstances should judicial performance be measured
