so let's discuss with congressman jeff denham. good to have you with us.y unusual may be an understatement. first, do you have the numbers? will we see a vote? >> it is highly unusual. this is not something that either party has used. first, i introduced a rule, which is a parliamentary move to get members on record with this and really empower the speaker to bring something up. when nothing came up, we then discharged this so we've done a rule and a discharge. two technical ways to force a vote. do we have the numbers? absolutely we do. and next week, we'll be signing more democrats and republicans up. >> you'll recall, the speaker of the house had previously expressed empathy with the daca situation. to dreamers. here's what he said at a town hall last year. >> do you think that i should be deported and many families in my situation should -- >> no. first of all, i can see that you love your daughter and you're a nice person who has a future in front of you and i hope your future is here. i'll even repeat the sentiment our incoming president says, that's

joining us now is one of the congressman leading that fight, jeff denham, republican of california. so much for your time today. we know that your rallying support for that petition to force votes on various immigration proposal, how much progress have you made and when can we expect a vote? >> we've made great progress. first of all, we had a number of meetings with leadership in a house to come together on a set of principles. i thought we got very close and we are looking forward to putting that information on paper so we can have a full agreement. but we are continuing to move forward.arge petition we are now at 213 of the 218 that we need. ultimately, depending on this agreement, we will be prepared to move forward will we get back. david: if you do move forward and you get the discharge petition, do expect bipartisan support for the daca situation? >> i want to see the house work its will. the biggest challenge with immigration is that we have no timelines are deadlines. the president gave us a march 10th deadline. we are forcing a deadline of our own. i do think a bipartisan

i'm joined by republican congressman jeff denham. what happened with the 1,500 children?'s certainly a very political issue with plenty of reason for both sides to raise the political flames of a very critical issue. specifically, on the unaccompanied minors, these minors have come across the southern border. they go to similar detention camps like the pictures have been shown several times. but ultimately they end up with family or friends or relatives back in a community. as you said, often times it's with other illegal immigrants that do not want to answer a phone or do not want to report. usually these dates are one to two years before they have a trial date or before there is actually due process. >> harris: congressman denham, i want to go back to the picture because sometimes people tune in and out. that picture was posted and has been deleted by some people who call themselves journalists saying they didn't check the date that it was 2014 instead of 2018. but the significance, if we go back three or four years this was a time when our borders were so porous -- and

it is being led by jeff denham, my colleagues from california and photo respectively, what it says is house should vote on this issue. we should vote on the immigration proposals that have been knocked around for the last year and a half. we are running out of time in this legislative session. i want to fix the docket issue the daca issue. we need to fix border security. all around this country, farmers need a steady stream of agricultural labor who can come into the country and work, go back to their home countries, etc. we needed exhibitions process. and -- expeditious process. and we have this in the bill. there are other pieces on august culture that i am not -- on agriculture that i am not sold on yet, but we are saying let the house work its will. i believe if you had a reasonable bill with border security that took care of the daca situation, that dealt with things like merit-based immigration, and also dealt with and fixed the agricultural labor issue, i think you would get 300 votes in the house on that bill. there will be people on the far right who will not vote for anythin

they actually were working with moderates, jeff denham, one of the authors of the discharge petition. they didn't feel like they were close enough to let go this piece of leverage and vote for the farm bill now when the immigration base is ongoing here. host: back to the democrats' opposition to the farm bill, largely because of those snap provisions, formerly called food stamps. this issue has come up in previous farm bill debates. why was it a real bone of contention for democrats this time around? matt: well, i think the requirements, they're looking at this and there are some reports and unclear how much money they would be cutting from the snap program but frankly democrats felt there should be no cuts to the snap program. this would be implementing the work requirements, requiring someone to work 20 hours a week, an able-bodied adult work 20 hours a week and training program and the democrats thought this was trying to balance the budget after republicans, you know, increased the deficit here with tax cuts and with the spending of the omnibus. they felt this was sort of balancin
