jeff flock has the latest from the csx rail yard in philadelphia. jeff?eporter: liz, i come to you tonight from the csx rail yard here in philadelphia. the dispute here, by the way can you imagine all of this coming to a screeching halt? that could happen on friday, the problem here appears not to be money as much as it is working conditions. take a look at the presidential emergency board proposal for a settlement of this. money doesn't seem to be a problem because they're offering 24% pay increases over the course of five years, retroactive to when the last contract started. they would be cash bonuses paid out to workers and most of the, we believe now initially five of the 13 unions that represent rail workers approved of this. we think even more have approved of it now. over the past six years 29% of the workforce on the railroads has been laid off. 45,000 of them over the course of the past six years. that has left those remaining working a lot of overtime, working a lot of extra hours. they want to change. if it doesn't change and there is a strike,
