jeff flock following it from philadelphia.ething that we expected but not expecting this bad. >> this is one of those report cards, neil, that if you brought this one to your italian father when you were a kid, he would spank you. take a look at the numbers. it's not pretty. math and reading. fourth graders and eighth graders tested. in no instance in any state in the union was there an improvement. all the scores were down. 2019 compared to now. if you drill down a little further, for example, eighth graders, math, it was 34% proficient. a third of students proficient in math in 2019. it's now down to below 30%. a lot of people blame the pandemic lockdowns and the length of them. the education secretary today responding to that. miguel cardona. >> this is not a red and bluish you. we know what to do. day one, i said let's get our schools open right away. >> unfortunately that didn't happen, particularly in high poverty areas. 22 weeks of lost learning in high poverty areas, low poverty areas just 13 weeks. they tended to do b

jeff flock takes a look at all of this from philadelphia. hey, jeff.pretty. if i brought this report card home back in the day i think i might have gotten a good whipping. as you point out across the board both reading and math scores, fourth graders andth graders, this is what called national assessment of educational progress, the nation's report card they call it, yeah, not one single state in the union recorded an increase in progress in either math or in reading. if you look at math specifically, the proficiency level, we were kind of bad as the governor pointed out there, we were kind of bad to start with. in 2019 proficiency level was 34%. now down to 29% proficiency in math. you talked to governor bush before the report. fox news had him this morning. he didn't pull any punches either time. listen? >> we have to be able to invest in communities in this country historically we turned a blind eye to. if we don't do that once again those same individual who are supposed to be driving the economic engine won't have the skills. reporter: yeah, that

[laughter] >> reporter: that is the pennsylvania turnpike back there, liz. they're widening it at the moment. of course, that takes a lot of asphalt. you know, we're trying to get off oil and gasoline in our cars, but even if i you've got an electric car, you're driving on oil because that's asphalt. take a look at the average barrel of crude oil. about 70% of it is distilled into gasoline, diesel, heating oil. but the remaining 30% is a whole bunch of different things including asphalt. right now we are spending about $110 billion on new roads, this is part of the infrastructure bill, new roads, repaving and, you know, we've got a lot of bad roads in this country. 173,000, by the white house's own admission, in poor condition right now. 173,000 miles of roads and a bunch of bridges. and, you know, when the price of oil goes up, the price of asphalt goes up, and

jeff flock live in philadelphia. what is the reaction to fetterman where you are?s go beyond the issues but fracking is a huge issue in this campaign and in the state. i am at philadelphia gasworks. you see a gas holding tank. huge employer in this state. gas, natural gas alone, 72 million, 72,000 jobs in pennsylvania. when it comes to production, pennsylvania second to texas in natural gas production. both candidates support fracking now as a debate but they have shifted their positions. most notably fetterman. we dug up at 2018 interview in which he was clearly an anti-fracking component. we can play that for you in addition to his response in the debate the other night. >> i support fracking and i do support fracking. i don't support fracking at all and i never have. i signed the no fossil fuels money could. >> reporter: doctor vi dr. oz cited breathing problems, rashes, headaches and other health related issues around fracking sites. he said there shouldn't be any fracking until they were proper health studies done. it strikes me, when a ceo gets new informatio

jeff flock live in philadelphia with that story, jeff.nal assessment of educational progress, david. the only problem, there was no progress between 2019 and now, pre-pandemic and now. in fact just things got worse both for math and for reading. first to math, 8th grade math scores, look at the numbers. we didn't start off in a good place. in 2019 only a third of eighth graders were proficient in math. now it is only 30%. it is not just math, but math and reading. in every state in the country there was no improvement in any way in math or reading progress. no states improved. only got worse. we talked to jeb bush be the former governor of florida today on fox. he said what can i say? it's bad. >> it's a disaster. i guess it should be expected if you spend two years out of the classroom in many cases, we had a problem before and it has gotten a lot worse. so this should be a call to arms. reporter: david, if you take a look this report didn't specifically address the lockdowns but if you look at them, the report says in high poverty areas

many other things you might not think of like the actual asphalt you drive your car on every day, jeff flock live with a road work crew in wayne, pennsylvania. what are you seeing there, jeff? >> right along the pennsylvania turnpike, sandra, perhaps you see it, road crew working to widen the road a little bit. when you think about oil, you think about gas prices and think about diesel and home heating oil. well, asphalt is part of it, too. take a look at the average barrel of crude oil. there is jet fuel in there, a lot of products that come out of oil. right now in terms of asphalt, we have 173,000 miles of bad road in the u.s. the white house has said. it's in poor condition. and 94% of the roads these days are paved with asphalt. that comes from oil. so when the price of oil goes up, so does the price of asphalt, which means in the infrastructure bill we are now spending 110,000, $110 billion to upgrade the roads. in fact, today on capitol hill they are announcing 60 billion of where that's going, what states that's going to. well, the problem is, when the price rises for asphalt fewer b
