leon: jeff goldberg has the top story. why did this take so long? jeff: good question, leon. this happened november 16, but the principal at glasgow middle school only became known recently. the police said earlier today when the attack happened on campus, the bus driver was not on board. the search warrant details a 12-year-old girl at the hands of two 12-year-old male classmates, both charged with sexual battery. come as the girl was walking to the back of the bus, one of the boys slept are on the buttocks, then continue to grab her inappropriately for 10 to 12 minutes. both boys held her down and straddled her even though she yelled "stop." one held her feet down while the second one try to force her head into his crotch. >> i'm disturbed this happened. witness told her mother, who told the school officials. tonight, the school principal sent a letter saying that an investigation began immediately after the assault was reported, adding, "as soon as the allegations were made, the students were removed and remain removed from all classes and also had bus privileges revoked."

northern virginia bureau chief jeff goldberg live in alexandria with a look at what is being done to prevent that situation since we have a heads up here. jeff: we do. by this point after the blizzard, we have seen the big mountains of snow all over the place. what happens is a lot of the pounds of snow come here in front of the storm drains. a lot of them are low-lying. if you have too much snow in front of the storm drain, rain could hit it and lead to flooding or so-called ponding. all over alexandria today we did see storm drains. they were cleared out. the city doing a lot of work to make sure they are clear. but of course with as many storm drains as there are in alexandria in d.c. all over the place, some are inevitable covered from the show. the cities made a lot of efforts to plow the snow to the sides and keep them away from the storm drains but sometimes the snow gets piled up in front of the storm drain. as they continue to do their work, they are asking for residents around the city as the rain continues to approach, they are asking for people all over town to pitch in an

northern virginia chief jeff goldberg is live at gravelly point tonight. coast guard saying? jeff: we have seen the oil booms out here all week. they believe all signs point to dominion resources for the oil spill. but not specifically naming dominion as the responsible party. the coast guard holding a news conference this af northeast washington. revealing its findings following the oil spill that was discovered ten days ago in the potomac river. it was concentrated here at gravelly point and roaches run. across g.w. parkway. january 24, dominion tower experienced an oil spill at the substation in crystal city where 13.5,000 gallons spilled. 795% was cleaned up. the coast guard saying today all the oil samples tested can be traced directly to the dominion substation at crystal city and the storm drain near the substation that flow to roaches run and eventually in the potomac river. the petroleum could be mineral oil. that the same oil spilled on the january 24 spill at the substation. >> we have not named a we want to make sure the facts are accurate. >>

northern virginia bureau chief jeff goldberg is along the potomac in arlington. so, jeff, any idea what it was? jeff: a lot of questions what it was. i am getting word in the newsroom that the waterways are reopened. that is good news. if you look at the orange boon. we are by reagan airport, gravelly point and roaches run if you know the area. the boon contain the spill. you can see the thin layer of some sort of petroleum that is on the river. if we look further in this way at one of the entry points to the river, we have seen officials that have been different departments that have been here on the river all day collecting information. obviously this situation has been a source of concern. now it has drawn a major response, park police, alexandria fire and d.c. department of energy and environment all on scene all day. d.c. noticed rainbow type sheen. it's snow melt off particles from the big blizzard. the sheen has been spotted as far south as eight miles south of alexandria. the question is if it's in any way connected to the spill we are looking at here. off
