jeff immelt and i were talking about it. we have two solar panel manufacturers. ge has a big one in colorado. we have a couple of them in mississippi. we make dynamic glass windows. what is dynamic glass, i would have guessed? you know how you can buy glasses that when you go in the sun they turn into dark glasses? well, you can make windows for office buildings out of that, except you can design them and control them so that if it is like it is today, 30 degrees and sunny, you can keep them clear to take in the heat but if it is like it is usually in mississippi, sunny and 95, they can be darkened simply by the way you set the glass. you can save 10, 11, 12% of the energy bill. we make petroleum out of wood. obviously, it is a petroleum substitute. it is not regular petroleum, the we make a motor fuel out of wood that fedex has an agreement with to put in their trucks. the refined the gasoline that can be dropped in to your gas tank to be used with regular gasoline. in fact, one of our agreements with the country is we would not -- company is we would not give t

jeff immelt said we would bring back some of the jobs, but not all the jobs, and obama is going to wisconsin saying we will build an econo based and manufacturing jobs but he is figing a 50-year trend. manufacturing has fallen as a share of the economy. >> here is what i liked about the reporting josh boak did. he looked sec filings. he talked about creating the 11,000 manufacturing jobs since 2009. he said if you look to the annual filing, g general electric trimmed 34,000 employees. intel was another example. president obama talked about 1000 new employees, the use city have lost 5000 jobs. it is a nett loss -- you say they have lost 5000 jobs. it is a net loss. >> b that is right. turn it around with speeches or tax breaks is a tough sell. >> that is why we need somhing wi -- that is much more fundamental. we have a trade deficit with china. if we turn that around, we did 3 million manufacturing jobs. that is not all the jobs we have lost. the problem is half of the jobs we have lost have been to better technology. the other half have beenee to lousy trade policies. fix that, in you get a

-- the president's council on job competitiveness, because i actually worked very closely with jeff immelt, ken skmult and otherwise. and it's not to say that everything in this budget is consistent with everything they recommended, but the focus on education, first and foremost for that group. the focus on infrastructure, top of the list. an infrastructure bank, which we proposed in this budget for $10 billion is something the jobs council recommends. ft. has worked very closely with this jobs council and adopted many of his regulations. >> okay, thank you. reclaiming my time. thank you, i appreciate you addressing that. we're going to have to agree to disagree. i think it's just version 2.0 of a failed stimulus program. my question, i didn't see anything in the budget having to do with program integrity. in other words, i'll ask this question of every -- in every hearing that i go to with respect to this budget. what is it that prevents future solyndras? what is it that prevents the administration from picking winners and losers? what is it that will make the american hard-working taxpay

when jeff immelt talked about double the internships and connect those to scholarships and incentives, that's the kind of stuff -- and even how our media, social media we got to be thinking and be very intentional about how we make this appealing and attractive to, you know -- we're a culture -- to a certain extent even the toughest neighbors are a culture of athletes. kids are reagan us magazine and "people" magazine and, you know, they're not -- they don't believe. they don't push themselves like they could. take that off the record. [laughter] >> part of that is our job as a trade association or as manufacturers making sure that young people have the opportunity -- >> of course. >> to see what happens in a manufacturing facility. when i visit manufacturers around the country, you probably all three of you have probably experienced the same thing. the workforce that is there oftentimes has been there 15, 20, 25 years because they love what they do. they are working with their hands. they're innovating, they're creating new methods and new ways of doing things. >> they're competing.

and also in the last year i was asked to join the president's jobs council chaired by jeff immelt andhair the subcommittee focused on high growth companies. we came out with our report, i think it was in september or october, met with the president. and this was a bipartisan group. really, the president, to his credit, said let's get some folks together that really understand what's going on here and divide it into a number of different tasks, and i was focused particularly on entrepreneurship. and what we did instead of reinventing the wheel, we said, look, a lot of smart people have been working on this for a bunch of years, why don't we take the great ideas that are out there, gather them together, prioritize them, figure out which ones can have the most impact and recommend those. and that's what we did. and many of of the things we recommended then are things that eric and kevin and others have been leading in the house for some time. but the good news here, and i think there's not a lot of good news these days in washington around people coming together and, you know, solving pr
