jeff james is the chief building inspector for the county of fresno and spent the last 17 years workingor public agencies as a plans examiner and building official and holds a bachelor's degree in architect and you are a master's degree in eek logical design and certified plan inspector and building official and jeff is a director with the california department of building officials so welcome to the panelists so i'm going to just throw out an open ended question and whoever would like to lean in and answer the question feel free so kind of two fold. what are some of the challenges you face to improve compliance with accessibility regulations, and how might this new checklist might improve your efforts? go ahead randy. >> sure. i am in a small jurisdiction -- first of all i want to thank the commission for inviting me. i'm humbled and i am surrounded by people who are much more knowledgeable than i am and i hope i can share something today, and one of those things is my appreciation for the checklist. in my

>> this is jeff james. i will offer my -- i see most of this as far as accessibility and stuff you fall into two groups. those that have and those that will have. at some point in your life you're going to be able to access a public space and it's important. >> yeah i was thinking about this. the old phrase "where there is a will there is a way" . if people understood and not necessarily the job of the building department. if people understood it's more than the code and it's basic civil rights and it's the right thing to do they might take it more seriously than a building code thing and this is probably related but a lot of the problems that i see in accessibility don't start at the first inspection with the building inspector. it goes back to the architects who don't design with dimensional tolerance, and if every building department will tell all of the architects to go to the access board's website and look at the study that they had david balace do about three years ago on dimensional tolerances and r
