and representative jeff miller, a republican congressman from florida and chairman of the house veteransairs committee. gentlemen, we welcome you both. congressman miller to you first, how did you arrive at these numbers? i asked because the last time its congressional budget office took a look at what congress was proposing, they came back with an estimate much higher than what you had thought. >> well, it was. and a lot of that money was dealing with a choice portion of the bill. we feel like cbo was wildly off on their estimate. we asked them to reestimate. the number came down a little more. we still think that it's not going to cost as much as they estimate. so we are willing to look in a $10 billion number to start with. >> woodruff: senator sanders, it does appear that this amount of money is less than what you originally proposed. as i understand it, over three years, what makes you believe it's going to do its job, that it's going to make the difference that you think needs to be made? >> well, i absolutely don't think it's enough money to do the job. but i think it's a very, ve

today, senator sanders and congressman jeff miller announced that they have reached some sort of deale proposed $17 billion legislation contains many of the same provisions that were passed by both houses of congress six weeks ago. including a provision to allow veterans who live far from a va facility, or can't get a timely appointment at their local one, to two to a private doctor for care instead. the legislation would also let the va hire more medical personnel. so why didn't this happen six weeks ago when the senate passed their bill with 93 votes and everybody said it could two to the president's desk basically in this form? who knows. six weeks' delay for the sake of six weeks' delay. tom tarantino, chief policy officer of iraq and afghanistan veterans of america, he said today about the deal, "it's about time they're doing their jobs. still, though, you don't get a medal for doing your job." and to be clear, that job is nowhere near done yet. congressman jeff miller says he expects members of the conference committee to sign off on this legislation tonight. but if that happens

it was bernie sanders and jeff miller that shook hands this morning on this deal, and afterwards sandersded the agreement. >> when veterans get into the va system, they feel pretty good about the quality of care they are getting. the problem we're having with access we're going to deal with it right now short-term. longer term, i hope the va will have the doctors, nurses, and the culture to make sure that every eligible veteran in this country gets timely and quality health care when he or she needs it. >> reporter: on that last point, we have heard many people saying the culture needs to be ripped out by the roots. there is a provision in this bill that would make it easier to get rid of senior management for incompetence and dishonesty as they put it. >> what is the next step? >> well, congress is leaving. they will be gone all of august, and september 8th is their target return date. so they are trying to get it done. $12 billion is dubbed, quote unquote, emergency sending. that's going to add to the debt. how is that going to fly with house republicans, they are likely to be very dan
