we turn to jeff paul outside in cocoa beach, california. would think you were enjoying the labor day vacation. >> reporter: it was sunny and hot. and there is a bit after breeze. it is a little bit more windy than we anticipated. certainly more windy than yesterday. people listening to those warnings. you can tell by the crowd at the beach. there were a few locals out there. one man was out there surfing. listing to what he had to say. my 20 years living at the beach, we are all prepared at my house. we have a general rarer to. we didn't board or anything. reporter: more and more people boarded up their homes, their shops, their businesses. some of the businesses because the storm is moving so slow, they have their windows board up but spray painting on the windows and walls saying we are still open. it's open, it's board up, but they don't know when this thing will be moving through or the track of it. local officials are worried about people preparing. but tough go into the stores you will notice a lot of items missing. they are doing the

fox's jeff paul is live in cocoa beach, florida, tonight with an update on conditions there. we were experiencing some of those heavy downpours. so far tonight it has mostly been just windy. we have our anemometer out here. we've been trying to keep track of just the change in the win. a little earlier it was around 10-12, those costs now at times can be up to 20 miles per hour and when you think about that, every once in a while we will have one of the strong gusts come up, only 20 miles per hour can almost knock you off your feet and you think about what the people are going through right now in the bahamas. winds at one point -- sustained at 180 miles per hour. i think a lot of the people here in this area watching the radar, seeing some of the horrific audios coming in from the bahamas, feeling the winds that they have her here and just trying to put themselves in their shoes. they feel not only fortunate that they are in a situation where they can get away, unlike the people in the bahamas who were on the island but also just to take note to just how serious this storm i

jeff paul is in cocoa beach. jeff? >> reporter: despite this low lying area of cocoa beach being under mandatory evacuation order, this pier is attracting people for totally different reasons than it's normally accustomed to. this camera trying to capture the big strong waves that are coming in. and further to the right of the screen, you can see lot of people out here almost think this is a normal beach day. you see family playing with the ball. folks digging sand castles. lot of this goes back to the storm moving so slowly. it's been inching now just a little bit more north, getting closer to this area. you have businesses boarded up. many of them boarded up days ago. people are getting stir crazy. some say they just want to get this over with. >> so annoying. i'm really upset because my husband's out of work. so everything settles down. the entire county is shut off. that's very frustrating. >> reporter: now, what is uncertain is how the hurricane could impact cocoa beach and other coastal communities in central flo

fox team coverage, jeff paul, all standing by for us. let's start with chief meteorologist rick reichmuth tracking the slow-moving monster tomorrow from the weather center. >> slowed down to about 5 miles-an-hour forward projection. this is that slowdown that we have been saying is going to happen. because of that, we've got a storm that's over here across the northwestern bahamas around the abaco islands. that means it is barely moving. it is like being in the middle of ef 4, ef 5 tornado for hours and hours. we know the damage those tornadoes can do. that's the kind of damage we will see here. continue to pull off towards the west. you see the winds in the 20s along the eastern seaboard. there's these bands, showers that will begin to move in overnight out across the coast of florida. this is a look at the last three hours of the storm, this incredibly well-defined eye continues to pull towards the west. these are all places the islands here that have been underneath the eye of the storm and continue to do that. these are live lightnin

jeff paul reporting live from cocoa beach. rricane might be stalled right now over the bahamas, but we are still feeling a big change in weather here in cocoa beach, just from those outer bands of this massive storm. one minute it will be hot and sunny, perfect conditions for a day out here on the beach, the next they will a huge gust of wind and all this rain will start coming down. but one thing is constant, people are coming out here to see exactly what the storm is doing to their coastal community of cocoa beach. we are seeing a lot of people taking pictures, a guy who's been out there probably for a while kite surfing, taking advantage of the wind and we even saw one surfer out here a little early or right into these waves, was able to swim out there and catch a few of the waves. we asked him what he's doing it and he said it's not normally like this, the waves are normally this powerful. but he says he knows his limits and he knows when to call it quits. >> surfers always look forward to hurricanes but we would like them

jeff paul, thank you, jeff. melissa: joining us on the phone is mayor dana outlaw from new burn, north carolina. can you give us an update on your community and what's going on there? >> we're really rebounding. we have about 400 customers out of 17,000 without power now. we had about 14,000 without power. eastern north carolina was about 120,000 total. duke energy had as many as 700,000 to be out of power, so somebody earlier said the heart of that was we have been so busy the city council and new bern, wilmington, and the mayor just got off the phone with them in wilmington, we are forming an alliance so that we all help each other because mutual aid and reciprocity amongst the resources we all have, we are all so much stronger when we all work together on this. melissa: you talked about in the past some of the lessons that you learned after florence. i know some of your concerns were the returning of the flooding, falling trees and lack of flood insurance. what's the latest on those issues? >> well the main i

jeff paul is in cocoa beach, florida, at the moment and he joins us live. > yeah, hurricane dorian starting to slightly move past the state of florida and move on to other coastal communities along georgia and the carolinas but we are still very much feeling the outer bands of this storm as it moves along, the wind gusts are very strong in the beach right now at least near the water probably not the safest place to surf out there, very rough and powerful. people away from where we are at a nearby beach, there have to be a water rescue when a woman was trying to check out the waves got pulled in. but this area as the storm moves on, very much fortunate compared to what is happening right now in the bahamas, that's where at least seven people were killed when the storm swept through that area they expect that number to only rise as search and recovery efforts continue their on those islands in the ocean. avril homes out there just leveled, the pictures really just incredible to see, stowe so sad to see those images. long, long, long road of recovery for that a

jeff paul standing by in cocoa beach, florida. first we go to chief meteorologist rick reichmuth x he's in the weather center. >> reporter: yeah, 220 mile-an-hour winds, that's wind gusts. we've got sustained winds at 185 miles an hour from this storm. and one thing to notice as of the last advisory that happened at 2:00, an intermediate advisory, the pressure was at 911 millibars. that tells us the storm continues to strengthen. we're not seeing it weaken at all. and this interacting here now over the abaco islands, making kind of a direct landfall on marsh harbour. now it's moving back past that, and the back side of the eye wall is there. a little bit of a northwesterly jog, is that maybe that influence where it starts to move a little bit towards the northwest? hard to say, maybe just a bit of a wobble which you see these storms do. we know it's going to pull towards the northwest, and we are forecasting that it will make this jog off towards the northwest and a little more towards the north eventually, big impacts of where th

let's get to fox news correspondent jeff paul in cocoa beach florida with how things are. w are things today, jeff? reporter: connell, first time for several days we've been out here in cocoa beach we're starting to feel outer bands of hurricane dorian. it started to rain a few minutes ago. the wind picked up. if you look at the cocoa beach pier, the waves are powerful, getting bigger only seems by the minute. if you look to the right of here, if you were out here a hour ago, normal beach day. people were checking out the waves. it has been cleared out. we the police don't want anyone on the beach. we're on a walkway, able to bring the broadcast from where we are. if you take a drive throughout town, you notice people are listening to the warnings. they have for several days. homes are boarded up. shutters are in front of businesses. this has been going on for days and days. if you talk to anybody here in town lived through other hurricanes, they're getting sort of a little frustrated. they just want the storm to come through, to bring whatever it is going to bring. >> so a

correspondent jeff paul is writing along with the lead u.s.cy coordinating relief efforts. >> from corporations like delta flying over supplies, to ordinary folks who are pitching in, the help was coming from all over, including the u.s. government. we got a firsthand look at those very efforts flying out of the air reserve base and homestead with usaid. administrator mark green and his team brought us along as we toured some of the hardest hit spots in the bahamas. he compared what he saw in places like abaco to a bomb going off. and that's why the u.s. is providing $2.8 million in aid. once on the ground, they are handing things out like food, water containers, shelter items and hygiene kits. this private airfield now a makeshift base as the search and rescue efforts continue. this place set up in about 24 hours, likely to double in size. you see personnel from all sorts of different jurisdictions and countries. they tell us the most difficult thing right now is just how bass to the landscape is, how desolate. the only way they can bring in

weather center, kristin fisher monitoring the white house response, but we start with correspondent jeff paule in cocoa beach marta. jeff. >> yeah, shannon, we are in a mandatory evacuation zone, because this is a very low lying area. it's a barrier island and up and down the coast most of the barrier islands are very low lying and they are all in a mandatory evacuation zone because we are only about 100 yards away from the ocean and when the storm starts getting closer and closer, the big concern is the storm surge -- we are about 15 feet above sea level, but it doesn't take much to have all that water come rushing through and we are right pushed up against many stores, shops, businesses, hotels, and even residences. that's why when you drive through town, it is very quiet right now. you see a lot of homes that are boarded up. businesses with their hurricane shutters on some of those business owners and shop owners we spoke with today say this has been sort of a frustrating ordeal. it's labor day weekend, cocoa beach, you expect a lot of people out here, some of the last summer trips, they a

leland: with that, we move 90 miles south of steve to cocoa beach florida where we find our own jeff paul. a little more wind than last team. >> jeff: yeah, the winds have picked ups, the anamometer, or wind game, some people call it, 20 to 25 miles per hour. every once in a while, you will see the wind gust pick up and throw you off balance as you're standing there. not too much rain, but people in the low-leeing areas, it is giving them great perspective about what could be heading their way. the video, incredible rescues under way right now from the coast guard, out with choppers, trying to get people who are at risks or injured to safety. as they watch these emimagines and look at the radar, cat 5 or cat 3, it is massive and it is making them think twice about writing these storms off. >> we were fortunate enough to leave, but they can't, stuck on an island. we just wish them the best and pray for them. >> that is one of the things, the people here have an escape route. they won't close the causeways, they will only check them after for structural integrity. many have the hurricane sh

reporter: jeff paul live for us in cocoa beach, florida. stay tuned for coverage of the monster storm that's hurricane dorian. we rejoin fox news sunday already in progress. chris: what are the special challenges of keeping up with this storm as its speed and direction keeps change. >> we have been dealing with uncertainty pretty much the entire time with dorian. lit stall out, cat 5, 260-mile-an-hour wind surge. this has been a long duration storm and it hasn't even touched florida or the east coast. so don't dismiss this storm. we are not out of it. life-threatening dangerous storm. water, wind. it's coming your way. take the time to prepare you and your family. chris: we keep looking at that diagram where it clears the bahamas and takes a sharp right turn. even if it doesn't hit the mainland of florida, the east coast, but stays off the shore there, what potential damage to florida, especially in terms of storm surge? >> it's one of the things we worry about most of. the majority of -- 90% of all weather-related deaths come from water, f

we bring jeff paul. he has been reporting from cocoa beach. as it makes that turn, if it hugs the coast as rick says it might come about the low-lying area that would be affected. >> very low-lying. that's a big part of the reason this area is under a hurricane warning as the conditions out here continue to change ever so slightly. much windier today, the waves out there in the ocean, little bit bigger and higher. fewer people out there but certainly still some folks out there trying to catch a little bit of sun before hurricane dorian makes its way, possibly more north toward where we are in cocoa beach and the county we are at. one of the things that was interesting, we talked to some people along the beach and said what are you doing out here, you're enjoying the sun and you should be getting ready. they said we been ready. it's moving so close that people rush to the store, got all the items they needed and now their relaxing. take a listen to how some of the people described her mood as the storm gets closer and closer to cocoa beach. >>

first, jeff paul live in cocoa beach. jeff? >> yeah, shep.s hurricane is as close as it's ever been to cocoa beach. we've seen the outer bands. very windy. you can tell. over here, you can see what it's doing to the surf off the coast near the pier. the waves are big. strong as what we've seen in recent days. as you take a will look over here, this beach is desserted. the police showed up, kicked everybody out of here. this storm is now going to start moving through the area. they don't know what it will do in terms of storm surge. that is the big concern. the storm surge could be anywhere from 3 to 5 feet in some spots along the central coast. it could be up to seven feet. just a quick drive around town, you can see that is going on in the inland as well, a lot of people have their homes boarded up, their businesses boarded up. they've had tmoaed up for days and days. some of the folks we spoke to say they want to get this thing over with, whatever the storm will bring, bring it now, shep. >> shepard: live for us. cocoa beach in brevard coun
