. ♪ >> supervisor jeff sheehy and i represent district eight, the castro, diamond heights. ♪ ♪ for menk district eight is different than other districts because of the castro, right? that is really the birth place of lgbtq civil rights movement in san francisco. it's historic for that reason. it's a great district because it's very diverse. you have booming night life in the castro, a lot of families, we have an amazing array of parks, rock climbing wall in glen canyon is super cool. it was the first facility with a rock climbing wall. the book stores are treasures, charlie's corner is unique. >> charlie's corner is a children's book store but so much more, community space where care takers and children come together over storytelling, books, it's a gathering center. i am charlotte and we are at charlie's corner on the corner of castro and 24th. the type of books we carry at charlie's corner range from prenatal to young adult, 18. we have musical books, art books, all built around children of course. history, nonfiction, we have a wonderful picture book section. >> i love going to cha

i couldn't agree more with my colleague, jeff sheehy. and this is something that you and i have been arguing about for quite some time, jeff. i'm actually looking into legislating around this point because i don't think it is an either or proposition. i think we have to start being honest about what we need to solve our street homelessness crisis in this city. if we just keep sort of working around the edges and adding a couple of beds here and there and having individual supervisors fight to get a navigation center in her district and solve the problem in her neighborhood only, we are going to continue to have san francis franciscoians get fed up. before mayor lee passed away, he made a pledge to add a thousand new beds to the system. is that what is in your budget >> we need to see that kind of investment from the mayor's office. i see jim in the crowd. i have talked to the chamber of commissioners and the golden gate restoration. they want to help but they want to see a dpifrns in the street. if -- difference in the street. if we are j

thank you, supervisor jeff shee sheehy. i'm am not doing this work for recognition. however, i am doing this work for sisters and brothers and my ancestors in their struggle for black and trans empowerment. i'm doing this to get my people out of prison and into stable housing and well-paying jobs in supportive communities. we can all agree that supporting our community means investing in our community and people's health and well-being and self-determination. we know that increased investment in policies, especially in places like compton's district can lead to increased criminalization and trauma, even imprisonment for some of our most marginalized community members. if we are committed to supporting and transforming the compton's district, we have to do it in a way that increases job training, not jail time, especially for formerly incarcerated and trans women coming in or out of prison. and as many of you know, i'm working on a new project, a cafe reentry program that will serve as job training program for formerly incarcerated trans women and community space in t

unfortunately, jeff had to step out. supervisor sheehy, to you question about youth being on the streets in terms of assessment for placement, i want to make sure we are clear all families are assessed use a universal assessment tool. all adults and youth have separate assessment processes and are therefore prioritized based within their sub population. we are not prioritizing cross population. your concern for competing with an older adult for a bed is distinct systems with distinct categories. the second point i wanted to make around length of time in the navigation centers. just to point out and i know jeff didn't get to all the slides. but on slide 25 you will see only 8% of people exiting homelessness exit because their time was up. when we are talking about length of stay and the duration which people are able to stay in navigati navigation centers or shelters, it is a conversation about the housing units on the back end. the more quickly we can move people out of shelters, the faster the better for the individual and we can serve m

sheehy and cohen. are you speaking on this one? jeff, director of the department of homelessness, i welcome you to the mic. the floor is yours. i don't need to tell you or member of the public, we're in the midst of a humanitarian crisis on our streets in san francisco. we currently have approximately 7500 people experiencing homelessness on any given night, 4300 or 58% of the homeless population in san francisco is literally unsheltered. the other -- the remaining population is in the shelters or other locations or other institutions, but we have 58% of the population living on the streets, so it's one of the highest percentages of unsheltered homeless in the united states. and often times, we'll hear people don't want to come into shelter and i would say that is untrue. our shelters are generally full on any given night with the vacancy rate of less than 4%, generally caused by people who aren't able to make it for the reservations. we also have a consistently every a thousand people waiting on the list. i want to point out that last
