jeff zeleny has more from the trail in south carolina. >> reporter: so elizabeth warren answering one the major questions facing her campaign, can she raise the money? she answered, yes, $19.1 million over the last three months. that is something that certainly puts her ahead of the past three candidates. her contribution is an average of $28. 80% of these contributors are new contributors. that means they can give again and again and again. she is certainly making good on her gamble to swear off high dollar fundraisers and only do small dollar contributions, leading into some of bernie sander's support. eric swallow is saying farewell to the presidential campaign. he was not likely to make that debate stage at the end of this month in detroit. he's saying he'll be running for re-election to the house, not running for president. so certainly a fluid july for this big crowded 2020 presidential race. >>> president trump still considering an executive order to force a citizenship question onto the 2020 census. he's expected to take some kind of action this week even if he fails. sources

. >> jeff, we know you will monitor that and let us know if there's anything that we need to be dipping into. thank you. >>> this just in, democratic presidential candidate elizabeth warren has released the details of her plan for immigration reform. in it she pledges to reverse a series of trump administration policies. some examples, decriminalizing the crossing of u.s. borders without authorization, separating law enforcement from immigration enforcement and authorizing the depp of justice to review allegations of abuse of detained migrants. warren ruled out this plan for addressing the latino civil rights organization in milwaukee. >>> and mayor pete buttigieg is releasing an ambitious plan in his effort to court african-american voters. after a recent cnn poll shows his support among black voters at 0%. he calls this the douglass plan, named after frederick douglass. this includes free college tuition for low-income families. there's an investment in black colleges and universities as well as related institutions. on criminal justice reform, he would eliminate prison time for federal convictions for drug possession and reduce sentences for other federal drug offense
