jeff. reporter: yeah, sometimes, trish you know the president has criticized companies that move production overseas. i don't think he's going to criticize harley though because in addition to the steel and aluminum tariffs which has driven up the cost of the raw materials, now this european retaliatory tariff. take a look what they've done in europe increasing the tariff on bikes made in the u.s. shipped to europe and sold in europe from 6% to 31%. that's about a 400% increase in the tariff. it's jacked the price of a bike in europe up well over $2,000 and harley says they just can't sell bribes at that kind of cost , so they're going to move production away from the plants in the u.s. and i think you know , there are four different plants in the u.s. a cup in wisconsin and one in york, pennsylvania and another in kansas city. instead of making them there they make them overseas in places like well india, thailand and australia. you know, europe has been a growing market for harley as folks here in the u.s. actually in the first quarter of this year, sales in the u.s. declining by about 12

jeff? reporter: yeah, the idea behind the president's trade policy certainly to create american jobs, in this case it may be that it costs american jobs. that's cause of a retaliatory tariff from the eu on motorcycle s. take a look at how much its increased from 6% which is no small tariff to start with but now increase by 25% up to 31%. that adds more than $2,000 to the cost of a harley-davidson bike made here in the u.s. and shipped to be sold in europe and the company says they just cannot possibly pass that along to consumers and have them decide they're going to make that purchase. you know, the europe has been a growing market for harley. if you look here in the u.s. , sales q1 down double-digits in the u.s. but in europe, sales up almost 7% in q1. it's a developing market and, you know, that market was being served by american workers at harley-davidson plants here in the u.s.. there are four harley plants in the u.s. , two in wisconsin, the home of harley-davidson and then one in kansas city and another in york, pennsylvania and now, it appears those jobs will be transferred somewhere

yeah. macro factors, jeff, do you see loan growth coming shouldn't we have to in an economy this strong? signs of it picking up again, but commercially, there was strong growth year over year, catching up there, but investors concerned about a flattening curve as long as loan growths show up, concerned about trade wars, so you see the more international capital focused market banks taking that on the chin more than the regional banks. a key point that came up, and as tom mentioned it, banks failing is all about liquidity liquidity coverage ratio goes a long way to remove the next financial crisis, what people should be looking at beyond just what the capital levels are, how the banks are, it's really a wash in liquidity right now. >> yeah, no, excellent point so, finally before you go, what are your picks right now for the banks? >> well, you think you'd know i was at bank of america yesterday, right very impressed with the momentum in terms of growth, bank of america has it today, and it's really, expenses are not going up revenues go up 4%, and that creates a lot of operating leverage

jeff? do you want to comment on this? >> yeah so i'm very much in the camp that there are opportunities through talking with allies and adversaries to create good game theory; right? so create better interactions with each other that even if everyone is self-interested, we will yield a better situation. now, the difficulty is that people may have desires or incentives to defect and with some of these technologies it can be very difficult to tell when they have. you mentioned regard to bio weapons and the ussr and that involves detection and supply chains and whatnot or also dual use, the proliferation of technology in the commercial and private sector doesn't help and so on. so some technologies are more amenable to this than others. for the ones that are not so amenable, the strategy shouldn't be well, that's it, we're done, that is just a negative development for humanity and we're going to have to hope we can live with it because the alternative is that we right? i say no we still have an agency here and we can try to address
