jefferson. secretary of treasury, alexander hamilton.retary of war, henry knox and the attorney general who did not have a department at the time, but was basically the government's lawyer who was edmond randolph. >> when did they first meet and why? >> the secretaries met as a group for the first time in april 1791. president george washington was leaving the capitol at the time, which was philadelphia. and he was going on a tour of the southern states this was the first tour he done and he was planning to be gone for a couple of months and he knew that there was a possibility that something might come up that would need an immediate response and he may not be able to give an immediate answer becauses the post took a really long time at that point. >>> so, he gave them the power to meet as a group, if an issue came up, and to then send his, their decision to him, and he would basically ratify the decision. and that happened in april 1791. >> what precedent did washington set? >> he set so many precedents as president, he established the

ultimately jefferson wants a simple federal bricktown of only a few acres. so hamilton agrees that they could have a design contest jefferson could share the committee that picks the winning design. appears that jefferson submits his own design anonymously for a little brick town and then picks it. what jefferson didn't know was even though he said here's the design when it went to washington washington said nope. we're going to pick my romanesque capital. so there you go the residence act of 1790 solidified or codified the straight compromise. the capital would be in virginia, but ten years later in the mean while in the interim. it would be in philadelphia while they have build city that would eventually be named for george washington and that's the residence act of 1790 the votes on a lot of these difficult measures fail and here you see george washington playing political chess mass when washington wanted to flip a vote you bet. he did washington's strategically picked a couple of members of congress met with them personally and flipped every single vote to get the

proclamation of neutrality and there's a number of times where madison and jefferson are bordering on disloyalty in their hatred of hamilton basically, spurring them to take sides against the administration in which jeffersoned a least was serving. >> now, party of the reason for fearing of intrigue is because actual war like actions were being taken against american shipping and stuff like that during the '90s. you characterize the 1790s one of the most unstable and fraught periods of time in american history. why don't you talk about the big unsettling issues taking place. >> well, a lot of the lack of -- there's a lack of sense of cohesion and stability. going they know that republican government has always been fragile, never boyfriend work in a country even close to the size of the united states, and so they really are concerned that any misstep could send them hurdling toward the abyss, toward monarchy or anarchy of whatever and they're really -- every single question gets scrutinized. when george washington becomes president, should i throw parties in how shy enact what should people call me? every single step seems

thomas jefferson's wife died when he was fairly young before any of the stuff we're talking about happened. hamilton's wife didn't play a major role in his politics or his life . abigail adams, was not political advisor often for good, sometimes for ill . she was more in favor of the sedition acts then he was so it wasn't always like . >> you mentioned in the book that adams tried to blame other people for the sedition acts when he waspresident . >> he just said -- the laws were passed by him. they were passed by the federalist congress.
