secretary jeh johnson was the first to have better unity of effort across the components when it comes to fulfilling the homeland security mission. all of d.h.s.'s many agencies, from customs and border protection, to the u.s. coast guard, have an important role to play when it comes to combating opioid trafficking, which makes the joint task force a particularly apt structure to address the crisis. if homeland security investigation is looking into a fentanyl distribution ring in maha, they need to talk to customs in another area. the model is to ensure this coordination is baked into the culture at the various components and that cases don't slip through the cracks. so the goal is not to add red d.h.s. the hardworking personnel d.h.s. personnel protecting our nation but to keep them all on the same page as a single unified effort. this coordination is worth it. mr. speaker, congress recognizes the value of secretary johnson's pilot when we formally authorized them in 2016. as new challenges confront the department, we must make use of this organizational structure and innovative ways

i sat down with jeh johnson, former secretary of homeland security last week who said this component of his portfolio, when secretary of homeland security was in many ways the most difficult part of it. how do you react to what president trump is saying, that he's laying some of the blame for this policy, these policies, on president obama? >> look, two things. one is, we did try and couldn't get republican cooperation to reform our immigration system. that's when president obama moved to executive action to at least provide protections for dreamers, for instance, that he could. the second point missed in these debate, how do you stop people from coming here? how do you stop that problem? you stop it by going to the root causes. last year the obama administration, his last year, put together a package in assistant for the central american countries to try to improve their security and governance and economic conditions. that's the on way over time you'll stop people from coming here. frankly, sounds like a lot of money. it is a fraction of the cost of these enforcement actions we are
