of housing and office of early care and education and especially want to thank my chief of staff, jen lowe, who worked tirelessly with developers and different departments. want to thank my co-sponsors in the legislation, supervisors ronen and kim. chair tang, i would like to invite sheila nikolopolis from the planning department to present. >> hello. san francisco planning department. i have a presentation here. so the proposed legislation that we'll talk about today was introduced by the board of supervisors by supervisor yee and heard at the planning commission november 29. it would change the planning code, dccus. we worked closely with various departments for this legislation. to provide some context, the planning department's work in support of family friendly city focuses on five broad areas. the suggested changes to the dccu program will support family friendly housing and quality childcare. childcare is important for parents who want to pursue educational improvements. and it's important for young children who learn valuable social and emotional skills in childcare. i want to give

jen lowe, supervisor yee's office who worked on my 2010 campaign. tim and supervisor safai's office, angelina and kelvin in supervisor peskin's office. i've had the honor of knowing them since they were 14, 15 years old and it great to see the next generation of youth leaders that are serving you all so well. they don't do anything for me. i'm just recognizing them. they work really hard for their bosses, but i'm super proud of them. i want to thank my campaign team. it's too countless to name owl of them, but kayla who is the audience, jeffrey, brandon, who was here earlier and spoke at public comment. to store front who led my last two campaigns. you are all part of my major family. and it is only with every campaign that i have grown and my friends and family and strength because all of you -- and really my campaign team gives me so much hope for the future. there are just amazing young leaders that are going take over san francisco. and i feel so good about the future and i feel so good departing knowing that all of you are doing this incredible

there's a lot of low hanging fruit that we are to examine before we talk about legislating breaches, platforms for breaches and the tools we rely on to secure us. i want to invite jeno talk about that. >> thank you, jillian, thanks to kato for putting on this excellent conference. the focus of my talk today is the range of challenges that law enforcement faces in accessing digital evidence separate and apart from the encryption related challenges and this report that i worked on through a co-author under the auspices of the center for strategic and international studies but the debates about encryption will continue but it was, is and is emphatically more so our view after writing this report and working on this report that encryption has taken up so much of the limelight there are a range of other challenges law enforcement faces that need to be dealt with and they can be dealt with relatively easily and need to be dealt with now. so, these challenges will continue no matter what happens with respect to encryption, no matter if there were a clear decryption mandate, there would still be other ongoing challenges that need to be dealt with. as our title low hanging
