good morning my name is jenae nelson and i'm associate director counsel at the naacp legal defense and educational fund. since our founding in 1940 by thurgood marshall we have tried to secure, protect, and in advance the rights of voters. the voting rights act and other federal statutes, targeted suppression process. in the years since the infamous 2013 supreme court decision in shelby county versus holder methods of voter suppression have metastasize across the country. by disabling section five of the voting rights act the shelby decision unleashed devastating attacks on the voting rights of language minorities. indent decision chief justice john roberts expressly invited congress to update the act to respond to these modern conditions. in the eight years since congress has failed to do so, leaving voters of color and our democracy woefully unprotected. our record tracks, monitors, and publishes a record of discriminatory voting changes in jurisdictions protected by section 5 and likely would have prevented. for example, in 2013 ldf sued texas to stop limitation of the stringent vot
