jennifer franciotti joins us to explain. this is not good news. about 750,000 homes dropped an average of 17% when it comes to price. this is not all bad news for those under water. >> they're going to see direct tax savings in their property tax bills if they were a recent purchaser or bought during the height of the market. >> for the third year in a row, residential property values have declined in maryland, with 2010 being the highest drop at an average of 22%. taking a look at the numbers by county -- anne arundel dropped by 14.5%. baltimore city, about 10%. baltimore county, 19%. carroll, 17%. harford, about 10% and in howard county, about 12%. >> assessed value really does not have anything do with sales price of a home on an open market. >> area realtors are brushing off the numbers, saying properties are being driven by demand, and that homes are still selling, especially in desired neighborhoods. >> real-estate sales definitely have been on somewhat of a decline the last couple of years, but i would say the volume and the prices are star

jennifer franciotti reporting live. >> to live. two -- thank you. two doctors are facing murder charges. dr. nicola riley is facing conspiracy to commit murder. she had been performing late term abortions in maryland. investigators say dr. steven brigham worked with her to transport patients from new jersey to elkton for the procedures. he has been charged with five counts of second-degree murder. the doctors for arrested after a search uncovered several sets of human remains. >> we're learning more about that terrible crash on the j.f.x. earlier this week that claimed the life of a boy. this is on northbound 83 near 695 on wednesday afternoon. all four passengers were taken to johns hopkins hospital where jake owen died of his injuries. so far no charges have been filed. a crash in montgomery county les two women dead. the action happened around 3:00 a.m. on thursday on university boulevard in the silver spring area appeared the car left the road and ended up in a yard. swimming were killed -- two women were killed. they just left a club shortly be

jennifer franciotti joins us live to splan how the change in policies come about. good morning, jen. >> good morning. this will take effect in january of 2012, and it's welcome news for couples who have been paying for separate healthcare plans. margaret and collete have been together for almost 20 years, but have always had to have separate healthcare plans. >> collete has had to insure herself with catastrophic health insurance, which is very expensive every year for her. and the money that she could have -- we could have been saving probably could have helped our family out quite a bit. you know, raising two kids is not cheap. >> in 2009, surrounded by family and friends, the couple married in massachusetts, and shortly after that, margaret began fighting for collete to be covered under her health insurance plan. as a baltimore county police officer, she filed a grievance with her police union, which she says the county denied. margaret then went to the labor union, but they also denied her grievance. finally it went to an arbitrator, who ruled in her favor. >>

i'm jennifer franciotti. the time now is 7:25. here's a look at some of our top stories for you this morning. sky team 11 was on the scene of a police-involved chase. police were pursuing a burglary suspect when the chase crossed the state line. it happened on the 21,000 block of york road. one person became trapped inside that vehicle and was treated at york hospital. another suspect ran from the scene and this morning is still missing. >> a makeshift memorial marks the spot where a parkville high school student was struck and killed by a car. 16-year-old ryan chase was walking home from school when he somehow walked into oncoming traffic. the impact hit him into oncoming traffic we are was hit by a second car, and he was pronounced dead at the scene. >> if he was my child, i would not know what to do. >> that accident is under investigation. once complete, baltimore county police will determine whether or not any charges will be filed. meanwhile, carroll county police are searching for a fourth person in connection with an armed
