"the new york times" reporting this morning that president obama will call for a new minimum tax rate for millionaires and will dub the proposal the buffett rule in reference to billionaire warren buffett who has advocated that the superrich should pay their fair share taxes. what are the prospects among republicans? what sort of plan is realistic in the midst of this election cycle. here with us for two live interviews, the republican leader of the senate, mitch mcconnell, and former president of the united states, bill clinton. leader mcconnell, let me start with you and ask you whether this president's plan on a millionaires' tax rate is something t

jennifer granholm, look.getting poorer in america, they feel worse off than they did several years ago. and washington's not working. pretty tough to run a re-election campaign in those conditions. >> well, i happened to write a book about this, where i ran in the state that had the highest unemployment rate in the country, very difficult because the economy was changing in michigan, and yet it's all about a choice, and i won by the largest number of votes ever cast for governor. so he can do this. it's got to be a clear contract. but here's what i think is critical in what bill clinton says, he's got to put stuff out there that works. and if nation's economy has changed because of the loss of the traditional middle-class jobs. it's not the same old solutions that will work anymore. we need to make sure what he's doing in this jobs act is tying everything to jobs in america. what the republicans have done is saying we should just have tax cuts. but what are businesses doing with that extra money? global busin

you know, jennifer granholm did run a brilliant re-election campaign. and she ran a brilliant re-election campaign because she gave people a choice. she made the choice clear. i think the president right now, the only hope he has of getting any legislation is to put a lot of pressure on these republicans. maybe they'll come to their senses and understand the country's going to figure out their game. and then to go into 2012 and present the people with that choice. >> okay. let's talk about the current thing. the president's going into a very difficult november/december. all the focus on the republican side, the battle between perry and romney. but he's got a debt reduction thing to deal wi with, the supe committee. could he puncture their strategy, saying, okay, you're in bed with the rich, is he trying to pressure them maybe to come back and say, okay, we'll deal. >> at least his game, his strategic theory, his theory of how you negotiate is a really solid one. he's tried the the other stuff. he's not pre compromising. and that's a very good thing. the
