jennifer rogers. jennifer, first, on this executive privilege claim and where it stands, i mean, at this point, meadows has written a book describing situations with the president, including his health. he's gone on fox news, he's answered questions there, some, and he's handed over 6,000 pages of documents including text messages and so on. where does his executive privilege claim stand in light of all that? >> well, the interesting thing, jim, is that this will all factor in to the harm that the holder of the prim lvilege woul suffer if this information gets out in the form of testimony or documents. it is not meadows' privilege to wave, it is trump's, if it exists at all. claim is still weak. the fact that meadows has disclosed information, partial information doesn't necessarily answer the question. >> okay. now he's suing. perhaps taking a page out of trump's book on this, playbook on this. does that lawsuit against the committee have any merit, legally? >> so i took a look at it and it is -- i don't think that it does on the merits. i think he's trying to do two things with it. avoid criminal contempt and delay, delay, delay. so in those senses i think it is a winner. but the substantive senses of does he have a legal claim on stopping this subpoena toer have rise verizon, those things legally i think are not legitimate. >> so this is not a court case here, right. but the committee is building this like a court case to some degree, deposing witnesses, getting documents. you assume they make some sort of argument about wrongdoing on that day. based on what they have, the folks willing to speak to the committee, those who are not, trying to drag out the clock, also documents like the ones we're learning and the extent of the documents like the ones we're learning that meadows has already handed over, in your view, will they have enough to build a credible case? >> well, it is obviously hard to say. there is a lot of information that they're trying to get that they don't have yet. but just the fact of what has become public, the number of people they're speaking to, the fact that from people like meadows they did get at least partial information, and what all of that information as we know so far suggests, it seems to me they're going to be able to put together a pretty compelling case that folks in the white house were trying to overturn the election results, that they were instrumental in the rally on january 6th, that they didn't stop the violence, and that looks pretty bad for them. i think we will see a good amount of evidence pointing to that result. >> to what end, though, i imagine is part of the question. invariably trump will claim it is fake, right? even if you have -- you read the documents at that point, and claim it is political, what is the ultimate outcome here? it is a report, right? it would be a report alleging wrongdoing. >> so the ultimate outcome is what the committee has to do in order to do what it is doing legitimately, a legislative purpose. so what they will say is look what happened here. now we need to follow up with legislation to try to stop this sort of thing from happening again. legislation around making court cases move faster, legislation around how the electors are certified and what interference can or can't happen with that. those are the sorts of things they're looking to do to try to stop another january 6th. >> we'll see with the click ticking on that, considering midterm elections approaching. jenniferyou very much. >>> still ahead, democrats on the fence about how to handle congressman lauren boebert's hate speech. several worry that moving to strip her of her committees could play right into her hands. we'll get the pulse from progressive congressman ro khanna next. >>> and the opening bell on wall street is just moments away. futures slipping slightly after a powerful rally in u.s. stocks so far this week. the dow added more than 1100 points in three days. stocks right back near their record highs. the s&p 500 up 25% just this year. jennifer rogers. jennifer, great to have you back. how can the president's former chief of staff simultaneously claim executive privilege to prevent some cooperation with the january 6 committee but also publish a book that describes a lot of his interactions with the president, is that possible legally? >> that is a great question. the answer is it is not quite as simple as some people have made it out to be. the holder of the privilege to the extent that the privilege exists here and there are a lot of reasons why former president trump should not be able to assert executive privilege, but the privilege to the extent it exists belongs to the former president, not to harmark meado. so he can't waive it, but by speaking about these conversations in public and putting that information out there, that really diminishes the arm that former president trump can claim from this information coming out. so it is not so much a waiver, but he can't say that i'm g grievously harmed by this information and that influences the executive privilege analysis a great deal. >> so we've seen a lot of folks claim executive privilege with regards to their interactions with the president in this investigation and others. but also this new tactic of claiming the fifth amendment right to not incriminate yourself. what does that mean? does that mean they figured out kind of a way to get around things here, that they are skren winly worried about criminal exposure as well? >> it has to be a genuine worry, it has to be a good faith assertion. what you say when you invoke your fifth amendment protections is that you have a good faith belief that if you don't invoke, you may be subject to criminal charges. so that is really amazing actually that two lawyers for the former president john east man and jeffrey clark have said that because of conversations with the former president, they could be criminally charged if they disclose that information. that is really amazing. so you do have to have that good faith belief. it is not just a semi stall tactic the way that executive privilege is. >> but does it have to be good faith in this case? forgive me for being a skeptic here. given that it seems some analysts who say that the advantage of that right is that you can engage the committee, claim the fifth, and therefore prevent the possibility of contempt charges. so you win on all fronts. >> it definitely will stop doj from bringing concept charges because they know that there is the basis for a good faith belief. i mean, it is tricky here because you are not in court. when you are in court in the course of a regular proceeding, there is a judge there. and so what often happens is the parties talk to the judge about what the good faith belief is. sometimes without the prosecutors present so that the judge is convinced in the good faith belief. here there is no judge, so a little dicier than it normally would be. who is kind of making that assessment. but i think that we all know frankly from information that has become public, for example the conversation that was recorded with former president trump and the georgia secretary of state that there is a basis for criminal liability here for these folks who were advocating an overthrow of the government. i don't think in a anyone is really questioning that they do have a possibility of charges here.think in a anyone is really questioning that they do have a possibility of charges here. >> the deposition was post opposed with michael flynn, they want him to testify about a meeting where they discussed election lies, possibly delaying the certification. and flynn still says that he is engaging with the investigation. you are either cooperating, right, engaging, does that just mean answering their phone calls? jennifer rogers. jennifer, let me start with you. you called this quote a good day for justice. um, tell us why? >> well, jim, you know, this was a long, hard road for these victims. and until today, no one has gone to prison for this. you know, there was a ridiculous slap on the wrist down in florida for jeffrey epstein a number of years ago but he died by suicide in prison, so he will never be held responsible for this. so, for these women, girls at the time, who came forward under oath, spoke in court with one of their abusers -- ghislaine maxwell -- right in front of them. the jury believed them. they credited their testimony. and so, today, having learned that and having learned that ghislaine maxwell will go to prison for some still-undetermined number of years, i have to think it's a good day for them and a good day for all of us. a good day for justice. >> yeah. they should be commended for their bravery and their cooperation, no question about it. and, alan, this jury deliberated for 40 hours over six days. they sent a number of notes to the judge asking to examine testimony. um, i -- i think the defense was perhaps optimistic that that was moving things in their favor. what does all of that tell you? >> certainly, this was a meticulous jury and i think each and every member wanted to get it right. and so, they essentially re-created what they felt were the significant and key moments of the trial, and so they went over it. they talked about it. look. memories aren't perfect, and so when jurors start to deliberate, sometimes they have disagreements about what was said or what was done. and so, i think what they wanted to do was make sure they got it right. they wanted testimony. they wanted all different pieces of evidence. and so, moving forward, they just want to be sure they were on the same page and they were for five of the six counts. >> and, jenniferways, this trial was about jeffrey epstein as the primary abuser. that being said, there was evidence of maxwell being present during the abuse. the defense tried to, you know, make her out to be a placeholder for jeffrey epstein during this trial and so on. what stood out to you, though, as the most critical piece of evidence that really sealed her fate? >> i think, jim, you know, it's hard to pick one piece of evidence. there were four victims who testified and the counts kind of broke down along those lines. certain counts were tied to certain victims, and they found guilty as to five of those six counts, so they believed all of these women. i think the critical thing here is the consistency in what they told the jurors. you know, it wasn't as if these four women are telling four completely different stories and it doesn't sound like they went through the same thing. in fact, what they said was remarkably consistent in the way that ghislaine maxwell approached them, dealt with them,

led numerous research studies on housing and development. i'll pass it to you. >> thank you, peggy. good afternoon, everyone. i'm really pleased to provide an over view of the work 2021 report for the congress. the 2021 report is the 18th in a multidecade series, documenting and analyzing critical housing problems facing low income renter families. over the years it documents the scarcity. the authors of this year's report, who work with me in the policy development division at heard and i'd like to tax a moment to expregsz my appreciation as well as years of working on the housing needs report. the 2021 report and all previous work space housing needs report can be found at heard users.org. the worst case needs report analyzes data from the american housing survey or ahs. it's conducted by the census bureau and been collected since 1973 and every two years since 1984. it's a housing-unit based survey that provide information on the difficult homes in neighborhood and the characteristics of the people who live in the homes. the data are typically ready for release nine to 12 months after they feel work is complete. and heard requires additional time to analyze the results. the 2021 needs report is based on 2019 ahs data. this is a key contextual factor because the data for the report were collected before the start of the covid-19 pandemic. worse case needs household are renter households who don't receive housing assistance, who have incomes at or below 50% of the area medium income and for either paying more than 50% of their household on rent are living in severely inadequate housing or experiencing both of these problems. in 2019, previous years, 95% of households with workplace needs, only had worse case needs because they were paying more than one-half of their income for rent. people experiencing homelessness are not included. people experiencing homelessness clearly have great needs for houses but not counted in the great american housesing survey. only housing units and the households that live in them. over the past 20 years. in 2019, 7.77 million renter households experience worse case housing needs. worse case needs increase by 50,000 households between 2017 and 2019. which is an insignificant increase. it's generally declined since 2011, when they peeked at 8.48 million households. there's still about 2 million households with worse case needs in 2019, than in the early 2000s rb when there was more affordable housing available. of the 7.77 million households with worse case needs, about three-quarters are extremely lee income, meaning at or below the area median income. i'd like to note that the charts have been reformatted and in some cases, modified for this presentation. but they're in the 2021 report. at the bottom of the slide, you'll see a note in blue identifying the relevant exhibits in the report. this exhibit shows the results of our analysis of the relevant influence of the factor's rising change between 2017 and 2019. starting from the left-hand side, we see an increase in work space needs of households attributed to new households, the result of population growth. shift in 10 year and reduce needs by about 45,000 households. the growth lagged. in the third column, you can see changes in renter household income have work space needs by about 20,000. worse case also increased by an estimated 135,000 because housing assistance became scarcer, relative to the expanding numbers of low-income renters. in other words, it got wider. now, counteracting all of the factors, pushing work place needs up reduced competition for affordable units. the increase in rental housing reduced work space needs by 218,000, which reduced the net increase to just 50,000. this shows across different racial and ethnic groups. about 3.6 million of the 7.77 million households were non-hispanic white households. about 1.9 million were hispanic, followed by 9.6 and 420,000 non-hispanic asian households. other races and ethnicities totalled 210,000 households. on this slide, the blue bars show the orange bars show the share of all households in each group that experienced worse case in 2019. so, you can see from the chart that the rates of which households experience needs vary by race and ethnicity. native hawaiian and pacific islanders have the highest case of work place needs. 13% of all households. next highest were asian households and hispanic households. nonhispanic households had a relatively low amount of needs among renters at 36%. this reflects the high rate of housing assistance among low-income black renters. if you look at the orange bar, you'll see the rate among all black households is 10%, more than twice that for white households and this reflects that a much higherroom low income and rent housing. this chart illustrates housing assistance in preventing households from experiencing worse-case needs. central cities are shown by purple bubble and nonmetro areas by green bubble. larger bubbles represent a larger national share of worse case needs households. across regions in metro locations, housing assistance is correlated with worse case needs. locations in the upper left quadrant of the chart, such as nonmetro areas have higher than average levels of housing assistance and work space needs and by contrast, in the lower right quadrant, suburban areas in the south have lower rates of housing assistance, leading to higher rates of worse case needs. so, we noted earlier 95% of households with worse case needs in 2019 had worse case needs only because they had severe rent burden. given that they're largely an affordability problem, access is critical for addressing the problem. over the past 20 years, the unmet needs for decent space and affordable housing says you need out space growth and the affordability of government to facilitate house progduction. this results in a housing supply mismatch, which is severe for extremely low-income renters. it's exacerbated because they occupy many of the units for extremely low income renters. on the chart, the orange line shows the number of housing units available for every number of low-income households and those available for every 100 extremely low income household. in 2019, there were only 62 units affordable and available per 100 very low income renters. the supply of housing was even more constrained for extremely low income renters with only 40 units available for every 100 households. extremely low income renters did not benefit much from the modest growth of housing supply in 2017 and 2019. so, this report contain as special adendm on the potential effects of the covid-19 pandemic on worse case needs. you'll recall the data in the report from 2019. so, collected by the pandemic. as we all know, the pandemic caused an economic recession and negative shocks to many's household income. at the same time, federal policy involved significant household subsidies and eviction moratorium for the most negative effects. it's not clear how the pandemic might effect worse case needs, as documented in the 2021 ahs. note that the 2021 data collection took place this past spring and summer and is now wrapping up. so, the adendm to the report discusses the major federal relief law that could effect rent payments this year, such as the cares act, the covid-19 relief bill and the american rescue plan. the adendm also analyzes data on rental payments and eviction collected during the pandemic through the house survey. and then the adendms include, with an exercise where we try to estimate the effects of federal relief on work space needs for a hypothetical household. i know this is incredibly dense but i encourage you to look at it. and it might effect the measurement of worse case needs. this examines the impact of a hypothetical family of four with two minimum wage workers who lost their job during the pandemic. so, like other major surveys, generally counts prepacked money income. it doesn't count post pack income, nonrecurring income or benefits, such as food assistance. the values shown in brackets, represent income sources not captured by the ahs. the first numeric column of the table presents data for the family after the pandemic and they loses employment but receives federal pandemic benefits. the enhanced uninsurance benefits have the potential to leave the family better off in terms of pretax income. but post tax income would not change a great deal. the households estimating cost burden would fall below the 50% threshold and trigger the worse case needs. they would no longer count as having worse case needs because the unemployment benefits exceeded their pretax incomes as minimum wage workers. on an after-tax basis, the family's tax burden would not change much between the scenarios and continue to qualify as moderate housing costs. this is by no means definitive and it contain as lot of assumptions. it does illustrate how it can be complicated to predict how the pandemic and federal response can effect work space needs as captured in the american housing survey. what is clear from our 2021 worse case needs report, as peggy mentioned, is even before the pandemic hit in 2019, this country had a large and persistent housing affordability problem that disproportionately effected low-income households and households of color. this needs solutions, such as extending rental assistance, preserving the existing assisted housing -- oh, the existing assisted and affordable housing stock and reducing barriers to the production of new affordable housing. we appreciate your interest in this year's housing needs report and i'm greatly looking forward to the panel's discussion. i'll present ben winter, who will moderate the discussion. ben winter rejoined hud as deputy assistant secretary in the office of policy development and research. ben over jennifer rogers and criminal defense attorney joey jackson. great to so both of you. we just watched that video together. jennifer, looking at that video released by police, what are your initial thoughts on this investigation and how this is playing out? >> well, jessica, obviously we've heard there are going to be multiple investigations going on. my initial thoughts, of course, without knowing all of the facts yet without having seen all of the evidence that they are still in the process of getting is that unlikely we'll see criminal charges here. criminal negligence effectively involuntary manslaughter in california is pretty hard to prove, so i just don't see from what we've seen so far will be the recklessness factor that i think is missing but, of course, we'll see lawsuits and i'm sure ultimately some sort of large settlement here because, again, it's hard to tell exactly what happened. there's more to be learned, but the notion of responding to an active shooter but the shooter didn't have a gun, you know. had they gone in more slowly, had they seen that he didn't have a weapon, have you to think that there was a possibility that they could have resolved this without gunfire at all. >> sure. joey, what about you? you're a criminal defense attorney. do you see criminal charges coming up in this? >> so, jessica, good to be with you and jenniferm in accord with jennifer on that issue. i don't see criminality, but i'm very concerned with respect to what occurred. now, obviously it's easy to play monday morning quarterback. the police are in that situation. they have to assess it based upon the blood they saw at the time, based upon the call that informed their judgment with respect to whether there was an active shooter. they are in a very difficult situation and based, of course, on the person who was there attacking people with the lock and just acting in a way that puts others in danger. having said that, what i want to know is in assessing this could this life, right, with regard to both lives, right, particularly the one, the 14-year-old who was shot in her chest getting a dress, right, could that life have been saved? did there need to be the shooting? was anyone in immediate fear of death or serious bodily injury at the time of the shooting? could this de-escalation tactics have been used? were there other reasonable al

>> reporter: kim, scientists say that the new variant is predictable but less severe. they have data, south africa just entered the fourth wave of its covid pandemic, so far, cases of 2 million of covid pandemic, and death around 90,000. however, the important thing to take away from here is the quadrupling of cases in four days. that's extraordinary. a positivity rate of 24.3%. it's still early days to figure out the number of hospitalizations related to omicron variant because still, like i say, early days. cases are up, hospitalizations are up. and in one small of area, in the province of gauteng, some of those admitted in the hospital are under 2 years old. they're also seeing in south africa, somewhere already vaccinated are getting reinfected. but the infections are less severe. and omicron cases less severe. but they're going to need time to get through that. however it does appear here in gauteng province where johannesburg is, there are more cases reported here than anywhere else. that is why the world health organization is sending a third team to this province, they're going to help with surveillance. they're going to help with contact tracing. and they're going to make sure they're helping authorities here deal with this situation. >> yeah. to do that, they'll have to get more people vaccinated. but the vaccination problem in south africa is very different from, kenya, where you're normally based and they have a vaccine shortage. johannesburg, they have vaccine, but the problem is hesitancy. is there a plan to push people to get vaccinated? >> reporter: that's what authorities say they hope will encourage them to get vaccinated. there's criticism of travel bans to south africa. and white house press secretary jen psaki saying south africa turned down some vaccines from the u.s. because they hadn't put enough in arms here. in the country, south africa has the highest vaccination rate than any other part of the country. but there are hesitancy from people who say they told to us get two vaccines, and now another one. what is it eight and nine shots. they're feeling that hesitancy from people who already were reluctant to get vaccinated because they feel this might be a cycle that keeping recurring to no end that will give them something to worry about with health experts to help explain it to people why it's important for them to get that protection. because even the early days they say the vaccines are likely effective against the omicron variant. >> an important message there. thanks so much for your reporting. larry madowo in johannesburg, appreciate it. earlier, i spoke with icu and emergency room physician dr. andre campbell with the omicron variant and whether it's a huge problem here. >> we hope not. so, let's talk about what's going on in south africa. remember, there's only 5% of people vaccinated on the african continent. 36% of people in south africa vaccinated. here, we have varying rates. some states are in 40%, some above 60. but the national average is 60% vaccinated, that's not boosted. so that means if you are not definitely vaccinated two shots and boosted, then you need to get your booster. so only 20% of people here are boosted. so that means because it's spreading rapidly in south africa, there's a chance that the same thing may happen here. but so far with collecting information, it's too early to tell. the first cases that have come in the united states have been people who are vaccinated. and they're having fairly mild cases of being able to stay home. not like right now. right now, as of today, we have 51,000 people in the hospital with delta in the united states. we have 13,000 in the icu. we have about 120,000 cases, this is all delta. right now, this country is on fire with delta. everybody is worried about omicron. the problem is there's a lot more mutations. instead of having 20, it has 30. and that's why they're worried that the vaccinations might not work but so far they seem to be holding up. and the people who have to worry, of 20% of people, 60 million people are not vaccinated in the united states. those people, if omicron goes through those people in the united states, it's going to be a problem. >> i just want to follow up on something you said about most of the cases being relatively mild. south african doctors have reported that as well, similar to what we're hearing from the european health officials about the cases there. but is there a danger, the discussion around the perception of milder symptoms could sort of lure us into a false sense of security here? >> i think that is -- that can be the case. but i think everybody's on guard. within one week or so, ten days, we've really come a long way, just trying to understand things. so, right now, we'd say it's too early. we can't be complacent. and we have to be on guard to really watch out for it. so if this thing is picking up -- so they went from a couple cases to several hundred -- almost 1,000 cases in south africa in a shorter -- remember, most of those people are unvaccinated. so it may be different there than here. we must not be complacent. the masking, the handwashing, making sure you're boosted. three shots total, you need to do that. >> quickly before we go on the booster. administration is telling everyone they should get vaccinated and the booster. this is a question i'm sure you're asked all the time, should people wait, you know, just a little longer for the vaccine companies to see if the vaccines work against omicron. and if they don't, wait for the new follow-up? jennifer, for both of them. for jennifer crumbley and james crumbley, the father -- >> as was promised by their lawyers. shimon, if we could just recap as well more of those details from that press conference. i monitored it as did you in person. the conversation between the mother in this case and the alleged shooter, it was extraordinary in terms of what led up to all this. >> reporter: yeah, really extraordinary. there was several text messages that the prosecutors and investigators now have. on monday, the day before the shooting, when he was in class a teacher reported to the school and to the parents that he was researching looking at ammunition, bullets on his cell phone. they alerted the school administration. the school then went and alerted the parents. the prosecutor said that they have a text message that the mother sent to their son saying "lol i'm not mad at what happened, you just have to be better -- you just have to be better at not getting caught." so that was one of the text messages. then on the day of the shooting they talk about -- she talked about another text message where after they get word and they hear that there's this shooting at the school there's a text message that she sends to her son saying something to the effect of "don't do it." so obviously, really just incredible and chilling information just for her to have that presence of mind and to say things the way she did to her son was really, really disturbing and frightening to listen to the prosecutor lay all this information out and to think that a mother would do something like that or think the way she was thinking certainly was very, very chilling and striking. >> yeah. and the prosecutor then laid out the fact that the father immediately apparently went home and went to look for the gun. there is the issue of that backpack. right, shimon? >> reporter: yeah. >> that he had a backpack with him. and the prosecutor, karen mcdonald, made clear that she alleges they have every reason to believe that while he was going through that meeting with his parents and school officials, right there with him was that backpack. the gun was in there. and that she believed the parents should have assumed that he could actually have that weapon on him. and yet they let him go back to class. >> reporter: that's right. and yet they were in the room, right? they come to the school for a meeting with the administration. they never tell anyone at the school there's this concern because you know, they bought this weapon for him according to the prosecutor. they never say okay, let's look in your bag or let's look and see if the weapon -- if the gun is at home before we come there. like certain steps were not taken. and that's all part of why the prosecutor announced these charges, these charges of involuntary manslaughter against them. the fact his parents did nothing to try and secure the weapon. the fact that she says that obviously they say that they know their son went to a gun range with one of the parents. so all of this was what led them to ultimately decide where they felt that the parents didn't do enough to protect really the students, right? but also the kid from getting his hands on that gun. >> and shimon, we're going to pause there for one second. i want to welcome our viewers who are just joining us here with the breaking news into cnn that james and jenniferhe alleged school shooter in oxford county, michigan. they were charged, will be charged, are yet to be arraigned in connection with that shooting and they have been on the run for several hours. the breaking news in to us here at cnn that police now say in detroit that they have located the parents and that they now have them in custody. joining me again here is shimon prokupecz. he has been on the scene several days now but in the last few hours as police were mounting a significant search in that detroit area. and shimon, if um, just bring us right up to date with what's going on right now. as you understand it, police do have the parents in custody now, right? >> reporter: they have the parents in custody. they were apprehended a short time ago after a car was discovered, the car that police had been searching for was discovered on detroit -- in detroit's east side. about 40 minutes or so from oakland, where we've been the last few days. the car was discovered by someone in the nei

microchip their cats by the time their pets are 20 weeks old, or risk incurring a £500 fine. it's aimed at ensuring that the cats can be returned home if they stray or are stolen. fiona lamdin reports. seven—year—old scarab went missing in truro just days after his owner moved house. scarab just completely disappeared, so i was quite concerned, and i was really worried for him because, yeah, it was nearly a whole year. if it was not for the microchip, i would never have got him home. but 11 months later, the pair were reunited, as luckily he had been microchipped as a kitten. with the microchip they found out i was his owner and got him home to me. i burst into tears when i got the call, ijust couldn't believe it. he was so thrilled to come home, he wouldn't leave me alone for 2h hours, he was constantly rubbing his face on me and fussing at me. now there are plans in the coming year to get all pet cats chipped. it is going to be mandatory that all owners chip their cats once they are 20 weeks of age. we really, really welcome the idea. we get a lot of stray or injured cats that are brought in by members of the public. about half the time they are chipped, which means we can reunite them really quickly with their owners. and for those who don't, they could face a fine. if you are checked by an authorised person and found not to have a microchip, then you will be given 21 days to rectify that, and we would strongly advise for all the good reasons, you know, getting your animal microchipped and we know the average cost of that is about £17, well worth doing, otherwise, after 21 days, it procedes to become a criminal offence. so, what does the procedure which costs about £20 involve? it is really simple, theyjust come in and we can do it in a consultation. it isjust an injection underneath the scruff of their neck. it is done really quickly and often doesn't cause them any discomfort at all and it is over very, very quickly. each chip has a unique serial number which will link to a pet database there are thought to be 10.8 million cats in the uk, and while scarab and jane had a happy reunion, for the other 2.8 million who are currently unchipped, the ending is not always a happy one. it was a wet start for tourists in saint mark's square in venice that was flooded on saturday morning after high tides swept through the city. the one—metre high tide left the square submerged. but you can see, that did not stop many going for a stroll. the high tide, though, was not enough to activate the mose flood barriers, which were it's moving southwards. the wintry mix continues for a while across south—eastern scotland, northern england — some snow mainly over the hills. some of that wetter weather moves further south across england. further west, it should be clearer with a few showers. but enough of a wind blowing to keep temperatures generally above freezing. into tomorrow, an improvement from many parts of the country, but we've got some wet weather to begin with across parts of england and wales. it does become drier in most areas. across western parts of england and wales, we get some sunshine coming through. the best of the sunshine for scotland and northern ireland away from the south—east of scotland. the winds won't be as strong either, so it's going to feel more pleasant. temperatures a degree or two higher than today. i'm going to move quickly onto tuesday and into wednesday. we've got another deep area of low pressure heading our way. that could bring some damaging winds. at the moment, that's most likely across western areas. good afternoon. gps in england have been told they can defer some of the services they provide to patients, in order to allow doctors to deliver covid booster jabs instead. routine health checks for the over—75s and minor surgery could be affected. the move by nhs england comes as the government launched a new campaign urging all unvaccinated pregnant women to come forward and receive theirjab. megan paterson reports. more than 90 million covid booster jabs or third doses have been given in the uk so far. as the roll—out continues, demand on gp surgeries grows. we were doing over 30,000 booster vaccinations in september. we get about 800 people come in as walk—ins in addition to people coming as appointments. to meet the growth in uptake, new measures mean gps across england will now be allowed to defer some of the services they provide to patients, like routine health checks for the over 75s, to allow doctors to focus on covid boosterjabs. we are struggling to meet the increased demand, of day—to—day work, our own backlog and also the backlog from the hospitals, but at the same time, we do understand the importance of trying to vaccinate the population. but there is concern from some patient groups. they warn the measure will disadvantage older people and lead to early warning signs of illness being missed. this is a clear case of age discrimination. it's another example of when people reach a certain age, their health is not valued as much as the health of younger people and it feeds into this narrative of care homes not being protected. the british medical association insists all patients will still receive the care they need. these measures aim to relieve pressure on gps and increase the capacity of the vaccination programme, keeping people well and out of hospital beds. it comes as the government starts a new campaign encouraging expectant mums to take the jab. 98% of pregnant women seriously ill in hospital with covid are unvaccinated. one in five women need to be delivered preterm. one in five babies need to go to the neonatal unit. so it's really clear that covid—19 infection has got serious implications for the woman and the baby. but we now have evermore data to say the vaccines are safe in pregnancy and are very strongly recommended by everyone. as all nations push to encourage jab and booster uptake, nicola sturgeon added her arm to the fully dosed total. another case of the 0micron variant has been discovered in scotland today, once again renewing the significance of vaccination programmes across the country. megan paterson, bbc news. the government's latest coronavirus figures for the uk show there were 42,8118 new infections recorded in the latest 24—hour period. however in scotland, the authorities are investigating the figures there as the case numbers are lower than expected. on average, 45,104 cases were reported per day in the last week. there were 127 deaths, that's of people who died within 28 days of a positive test, which means the average number of deaths over the past seven days was 118. and more than 19.8 million people have received their boosterjab. people in around 9,000 homes are facing a second weekend without power in parts of scotland and northern england, following storm arwen. those affected are now bracing themselves for almost freezing temperatures forecast in some areas over the next 24 hours. meanwhile the energy regulator, 0fgem, says the cap on the maximum amount of compensation customers people can claim from
