now today's white house briefing with jen. announces that the investigation of navalny concluded that officers of the russian federal security service and new sanctions would be placed against russia in consultation with the european union and spoke about the johnson and johnson and measuring. this is just under an hour. jen: hi, everyone. hello. ok. quite a few things at the top. lots of news happening here at the white house. today in our covid teams' weekly meeting with the governors, we announced states, tribes and territories increase doses. 8.6 million when we came into office. states are receiving 2.8 of the johnson and johnson vaccine and receiving 18 million doses. president biden will deliver remarks on the stats tuesday of our covid-19 response and announce unprecedented historic steps to largest merck and johnson and johnson are coming together to expand production. and increase its finished capacity. this will be a partnership to expand that. the u.s. government will facilitate this partnership in several key ways

jen: yes. reporter: why do away with the trip to baltimore? jen: he will look ways to work forward to continue to expedite vaccine supply and distribution to the american people. reporter: is there any risk -- there was a report over the weekend about [indiscernible] is there any risk that vaccine production could be slowed if the u.s. had some, i guess, problem with merck being the supplier for j&j? jen: i will say he will take an audit of the national stockpile. and that was covered in the story, i believe, you're referencing. our covid team has not conveyed to me any concern about the timeline or pace of vaccine production. reporter: and your team announced a new c.d.c. recommendation. travel guidance, i wonder if the white house has any involvement in preparing those? what do you say to americans who wonder, if i've been vaccinated, why can't i get on a plane? jen: i would encourage them to ask the c.d.c. that question. they are the ones who put together those guidelines. we were not involv

jen: which ones? reporter: for instance, admiral giroir said you're following 99% of the playbook they created on vaccines. he said the prior administration deserves more credit here for at least getting the ball rolling on these. jen: i don't think anyone deserves credit when half a million people in the country have died from this pandemic. so what our focus is on and what the president's focus is on when he came into office just over a month ago ensuring we have enough vaccines. we are going to have them now. we had enough vaccinator and we had enough vaccine locations to get this pandemic under control. there's no question, and all data points to the fact there were not enough of any of those things when he took office. we are open-eyed about the challenge. we continue to live under. and that's why he's been focused every single day in doing everything possible to get the pandemic under control. but those were -- those were shortages in all those areas which prevented us from moving forward on get

jen: we simply disagree. not just me or the president but the head of our equity task force and our health and medical team for a couple of reasons. one, it's critical toler the program is beyond teachers -- critical to remember the program is beyond teachers. it includes bus workers, janitorial workers, child care workers, a work force that is incredibly diverse. getting kids back to school is one of the most equitable steps we can take. because what we've seen statistically is that black and latino students are disproportionately experiencing learning loss for a variety of reasons. internet interconnectivity, parents who are disproportionately front line workers, and this compounds the damaging effects of policies that already lead students of color with lower quality resources. so our view is actually that this step is one that is meant to help communities of color, help students who are already being disproportionately disadvantaged by schools being closed. reporter: following up on this. you said again t

reporter: thanks, jen. tomorrow the chief of staff tweeted there will still be a celebration in terms of the of this bill signing, congressional leaders would be attending. can you tell us who will be there and if any republicans who, none of whom vote in order bill, would be invited. jen: the celebration tomorrow will be a bipartisan -- i mean, a bicameral, excuse me, event but it will not be bipartisan. it will include leadership and we are still finalizing the list of attendees. but we hope to get that to you. reporter: can you walk us through as part of the help is here tour, the decisions behind the locations for the travel next week, in particular the president's two stops, why pennsylvania and why georgia? jen: this is just the beginning of the president and the first lady's and the vice president's and the second gentleman's travel and they will of course do some travel in addition to next week. but it was important to the president to visit not just blue states but also red states, purple states. y

jen: we'll see. i promise you that the president would love to spend even more time calling foreign leaders. there's just a lot of force on his schedule. i expect he'll do many more foreign leader calls in the coming weeks and would have discussion was many leaders in south america. i don't have any prediction for you who or when. reporter: acknowledged either people were having a lot of trouble getting vaccines, problems with the state portals. is there any discussion at this point with setting up some sort of nationwide portals for people to get the vaccine appointments? jen: there was an announcement we made last week about vaccine finder. it's available in about a half dozen states at this point in time. but what we are working to do is take a number of steps to ensure people have access to more easily figure out when they can get a vaccine and when they are eligible. in part because as you know everybody doesn't know how to figure that out online or have access to the internet. it's in the pilot

jen: first. the oval office remains open to bipartisan work and i expect he will continue to work with and reach out to democrats, of course, but also republicans about ways to work together. and he's had a number of bipartisan meetings, even in the last few weeks. a couple on infrastructure, on cancer, he feels there is a path forward. we are not going to allow bipartisanship to be defined by one's zip code. many of the republicans who voted against this are outliers and are against the grain of what people in their own districts supported. they may be getting questions about that once relief goes out, once schools are able to upgrade facilities and benefit from these checks. he remains open and hopeful about the opportunity for bipartisan work moving forward. reporter: why has the white house not said where this delegation went this weekend? press sec. psaki: i can confirm that the delegation went to, the c.b.p. facility in texas. reporter: details on the relief. there doesn't seem transparency

jen: yes. reporter: what does the white house say -- hiking the corporate tax rate to 20% will be a drag on growth? jen: we have not seen evidence from economists on that. but if they have proposals for investing in the nation's infrastructure, rebuilding our old -- our roads and railways and putting americans back to her, we are happy to hear it. reporter: on the vaccine, there was the idea of a vaccine task force that is primarily spearheaded by the private sector. what is the president's position on whence the vaccine is more readily available, businesses should be able to tell employees who don't want to get the vaccine for whatever reason that they cannot come back to the workplace or that airlines could reject people from getting on a plane if they have decided not to get a vaccine? jen: we are going to provide guidance, just as we have through the cdc. there is an inter-looking at verification and that will touch many agencies as verification is an issue that will potentially touch many

jen: ok. a recent report highlighted the fact there is a great zeal of classification when dealing with space defenses and the activities you'd be doing as a space force. you have spoken about the need to make it easier to talk to the public about what you do. so how do you manage the need to make it easier to tell the public what you're doing so they understand what the space force is doing while dealing with highly classified nature of your operation? general raymond: so the main mission of the united states space force is to deter conflict from beginning or extending into space. i'm convinced that if you want to change the deterrence calculus, if you will, of an adversary, you have to be able to communicate. if you have everything classified, that really erodes your ability to deter conflict. we want space to remain peaceful. we want it to remain a safe haven for all to operate in, to provide that foundation for all of our instruments and national power and we're convinced that you have to
