. >> governor jerry brown's plans to address prison overcrowding goes into effect as thousands begin arriving at county jails. all nine counties will be affected. but some counties will be impacted more. monte francis is at san francisco hall of justice with that story. >> reporter: good evening. here in san francisco there is not an overcrowding problem so we're told there is enough room for the inmates who began arriving today. as many as 700 prison inmates are expected to come to facilities in san francisco county to serve out time by the end of the year. and we understand that about 30 of those inmates arrived today. under the governor's plan the transfers happening in response to a court order and deal with the massive overcrowding in state prisons and it's supposed to involve so-called lower level offenders, so in theory that would mean no violent criminals or sex offenders. we spoke to the supervisor who chairs the board's public safety committee. he says the space and resources are here in san francisco to accommodate these inmates but he says the real long term issue is abou

. >>> overnight we learned about several laws that governor jerry brown has signed or vetoed. live to tell us about one new law. >> reporter: this is landmark legislation. it basically bans minors from using tanning beds. it will be a welcome news for the american cancer society. starting january 1 anyone under the age of 18 will have to resort to a spray tan to get the sun kissed glow. it allowed those between 14 and 18 to use the beds with parental consent. the bill's sponsor says the ultraviolent emitting rays are lethally dangerous. that's what governor jerry brown wants from state employees. but some workers say they're already making a sacrifice, just by working for the state government many the first place. >> reporter: to close california's pension gap, governor jerry brown called for state employees to pay more and work longer, as much as 12 years longer before retiring. >> i tried to do something that's legal, that will save a lot of money going forward and i think is fair. >> reporter: brown wants public employees who now often pay little or nothing toward their pension to begin paying at least half the cost. >> that is the most immediate and the biggest change that will make our pension plans more solvent. >> reporter: but at state office billings, workers insisted they were helping the budget by working for less than they would in private industry. she is an attorney for the state. attorneys make good money in the private sector. >> a lot more than i do. >> reporter: she says her salary of just over $100,000 a year is less than half what she could make in private
