we'll hear from governor jerry brown later in the program. and to help analyze it all, we're joined in studio by carla marinucci, "san francisco chronic chronicle" senior political reporter." debra saunders, "san francisco chronicle" conservative columnist. scott shafer, host of the "california report" joining us from washington, d.c. scott, let's start with you. you've been talking to our california lawmakers this week on the push for immigration reform. is there progress on comprehensive reform, and what are you hearing from our congressional officials? >> well, it seems like the stars are aligning for immigration reform. something significant to happen in this session. no legislation yet, of course, but there is a lot of conversations that are happening. i spoke this week with south bay democrat who's on a subcommittee taking up this issue as part of the judiciary committee. i asked her what's happening and how likely is it that we're going to get something done on immigration reform? here's what she had to say. >> there's got to be some w

this was a vintage jerry brown speech. i think really what you saw here was a little bit of the governor running a victory lap. proposition 30 passed. temporary taxes passed. the budget looks a lot better. i think this was the governor's chance to pivot, to pivot to talking about what makes california great, how we get them back on track. don't worry, we're getting there. so i took this as a real optimistic speech with a lot of details, a lot of brown history facts. and really a message i think not only to the legislature but to the public of, like, i'm watching it. we're going to be careful, but we're going to move forward. >> and, john, you mentioned he was very quirky in his speech. clearly the governor is enjoying his popularity right now and quoted everyone from philosophers and poets. let's take a listen. >> i'm sorry, say again? >> the most diverse, creative and longest standing mass migration in the history of the world. that's california, and we are sons and daughters. this special destiny never ends. it slows. it

jerry brown did a little. proposes doing is paying back almost all of that debt that california borrowed from itself. what jerry brown isn't talking quite so much about is the huge unfunded pension liability and retiree healthcare liability that the state has amassed. last year jerry brown and the legislature did a little--did quite a bit to address this problem for the future. but there is still an immediate problem that needs to be addressed. jerry brown has acknowledged this, and i think plans to figure out something to do, but with democratic governor, democratic controlled state legislature, it's unclear how strong he'll be or how aggressive he'll be, i should say, on that front. >> john: vauhini varra glad to have you. >> thanks for having me. >> john: i'm joined again by the correspondent for the daily bees, michael tomasky and political reporter for politico michael izenstadt who has a great piece. why can't the federal government balance it's budget when several states have found ways to accomplish th

jerry brown's budget does not show that. mainly because he's repaying loans from other pots of state money that were used to balance the general fund more slowly than the analysts anticipated and he also anticipates collecting considerably more money from the elimination of the redevelopment agencies we did a couple years ago than the lae contemplated. we'll see how that pans out. >> we have to be careful we're not doing the old every silver lining has a cloud approach here. >> that's true. >> think about it. only three or four years ago, california's budget deficit was $27 billion. >> that's right. >> today it's essentially zero. more or less. and it's going to have surpluses according to the projections over the next three or four years. that is an amazing turnaround. and it seems to me that the main challenge for brown right now is that the democrats in his own party are not going to want to spend this newfound surplus on paying down some of the other debt the state has. the so-called wall of debt. the $30 billion brown t

rebuild. >> after governor jerry brown announced the plan protesters gathered at city hall. this is one of six rallies held on behalf of help and human services. they demanded they restore cuts to children, seniors and disabled. coming up, one of the big winners in the state budget appears to be public education. what school districts are telling us. >>> a 5-foot long kaman that was used to guard marijuana died today. the kaman is a cousin of an alligator and vets say it was under neurished and in poor health -- neurished and in poor health. the owner said he had it since 1996. he is facing animal abuse charges and possession and sale of drugs. he did not entered a plea. bail is $20,000. >>> a student at a southern california high school was injured when a classmate opened fire. this happened at taft high school inch kern county. parents rushed to the school as word of the shooting spread. officials say a male student walked into a science classroom and shot a 16-year-old boy. witnesses say he tried to shoot another classmate but missed. a teacher managed to talk the shooter

last week, california governor jerry brown proclaimed his state's huge budget deficit had disappeared. but some politicians in the golden state are skeptical. newshour correspondent spencer michels sat down with brown in san francisco. hiseport is a co-production th our colleagues at kqed-san francisco, and begins with some background on the fiscal troubles and the budget fix. >> reporter: california's sorry financial state and cuts made to health and welfare programs have prompted nearly nonstop demonstrations at the state capital in recent times. those protests got going four years ago when california and its then governor republican arnold schwarzenegger faced a staggering budget deficit of $42 billion. the recession, built-in spending, a large population in need of state services like health and welfare, a limit on property taxes, plus republican legislators' refusal to raise taxes created a dilemma in the world's ninth largest economy. with budget cuts coming like clock work, the state's college and university systems declined in offerings and in reputation. schools suffered cutb

governor jerry brown delivered a speech that left lawmakers smiling. the governor said california has done the impossible and now it time to make sure the state stays on track. in his 30-minute state of the state address, governor brown laid out his ideas for the second part of the term including the water delivery system and investing in high speed rail and investing with china. he pledged to use money raised by proposition 30 wisely. that means living within our means. the governor says we will no longer spend money we do not have. >> the budget is balanced, but great risk and uncertainty lies ahead. the federal government and courts are changing the economy and could cost us billions and drive a hole in the budget. the ultimate cost of expending our health care system under the affordable care act is unknown. ignoring such evunknowns is fol. that is how we plunged into a decades of deficits. >> reporter: the governor summed things up by saying california is back. the budget is balanced and the state is on the move. the governor's address is garnerin
