members of the public present, someone, our friend, jerry dratler, we need to commit do to keeping ourepartment accountable to the city. we are here to serve, to make sure that when projects come before us and folks building them need our help that we are here to serve, and we need to do it in an equitable, fair, even way, consistent and transparent. one of the things i want to put on record in public. i have been obsessed about the permit tracking system for the last -- actually 15 years. who is counting? i am still committed to making sure that the point of it, which is equitable, transparent delivery of service and maintenance of data so that not only those doing the work but those in our city who want access to it can find it and know what is happening here. we need to be trusted by our city. i think we are getting there. it is one of the reasons i have been committed to that. i want to thank you. i want to thank the commissioners for serving. this is sometimes not an exciting commission, but it is so important the things we do here. i value having been here. i feel honored to have

my name is jerry dratler. the affordable housing presentation didn't include a financial metric on bond expenditures. the presentation reminds me of the annual performance review process, when an employee would tell me what they did without reference to their performance objectives for the year. i'd like to thank member larkin for clarifying that my questions were intended to be a general requirement and part of a standardized bond presentation format, that is overdue. it is my hope this year will be the year of the standardized cgoboc bond presentation format. and lastly a public perception survey is a great example of what cgoboc may do and not what cgoboc shall do. can we allocate more resource to shall do requirements. thank you. >> thank you, mr. dratler. great. >> clerk: item number 7, presentation from the city services auditor, regarding the 2016 public health and safety bond expenditures audit and possible action by the committee in response to such presentation. >> good morning. chair chu, members of

>> my name is jerry dratler. on tuesday, i sent a package to this commission. i have handed out the same and before and after pictures. in my public comment, i hope to correct some of the factual errors in the d.r. package. the first error? the third unit was not illegal. rm-1 zoning allows for three units. plan check letter number one states the revised plans showed three units on the property with independent access kitchens, bedrooms, and baths. why is the planning department saying the third unit was illegal? error number two. removal of a third unit -- excuse me, removal of the legal third unit was not permitted under permit. you have a copy of the original permit. that's not the case. the permit application prepared by the original architect does not include removal of the unit of housing. the planning department discretionary review analysis commenting that the permit allowed for the removal of the unauthorized dwelling unit is doubly inaccurate. the removal was illegal, and the unit of housing removed was totally illegal. the architect's claim that cfco

my name is jerry dratler.lion and converted the two equal-sized units into a single-family home. the developer admits to 13 building code violations. the department of inspection role in this project is shocking and requires explanation. why were 13 illegal acts not discovered in 26 separate inspections? why did one of the most senior building inspectors at d.b.i. sign off on three certificates of completion on the very same day for the very same building showing the building to have zero, one, and two basements. i commend the planning commission's 18 july decision to restore the three units. the decision is fair and consistent with the commission's policy to require bad actors to put the building back the way it was. the proposal to pay $250,000 in lieu of creating three units of needed housing -- >> thank you. >> -- is ridiculous. >> next speaker, please. >> good evening, commissioners. i ask you to stand by your july decision and i oppose the request of these builders. their behavior has set a poor example
