jerry willis right beside me with more. y, first and foremost for people who don't know what is a childcare tax credit? >> it's not childcare, it's an additional child tax credit. most people don't even know about this thing because it's really welfare. it's a means of getting money into the hands of low-income americans really aimed at people who are working but don't make a lot of money. unfortunately though it's getting into the hands of illegal immigrants and that has a lot of people in washington mad. deirdre: let me just ask you one people fill out the paperwork don't they have for example the social security number? >> no maam, there are no social security numbers not even the filers themselves. they put on a taxpayer identity number which mysteriously the irs allows for this tax credit. just to remind you a tax credit that's reducing your tax burden dollar per dollar. if you have no tax burden you are getting a check in the mail. there are people who got checks for $10,000 because they file for multiple years and ask

jerry willis has a live closer look. >> reporter: that's right, jon.ront runners are are having trouble with demographic groups. ladies and donald trump, a huge part. cruz at 46 percent. and trump at 27 percent and kasich at 21 percent. gop republican women in wisconsin giving cruz the nod here. and now on the other side of the aisle, hillary clinton having a hard time with people under 45. look at this, sanders scores 69 percent to clinton's 22 percent. cake here. that is a 47 point difference and very, very large and look at the kind of deep following that cruz has in wisconsin. i want to break it down for you. among those who definitely vote, he is leading over 11 points over donald trump. and very conservative, he leads by 36 points over trump. and 61 versus 25. i have to tell you, kasich is an also ran in this white evangelicals, cruz dominated 49- versus the 28. you can see the wisconsin folks that have their own ideas. and one interesting point, the former governor of wisconsin would take 44 percent of the republicans and that is 20 points ahead

joining us now, jerry willis to explain . jerry, how did this thing happen?id no one notice or did they? >> people are starting to notice and why? it's adding up to big dollars. i'm going to give you results of the gao study. they've been looking into this, the department of homeland security is the worst culprit in this period between the years of 2011 and 2015, 116 employees were on paid administrative leave. they were being investigated for criminal and administrative misconduct. the cost, 19.8 million of your taxpayer dollars. let me give you an actual example of a case where this happened. one federal law enforcement officer was put on leave so that they could investigate charges of criminal and administrative misconduct. this one on work three years and in those three years they say that employee was paid $455,000 in salary and benefits. it's a huge problem, it appears to be growing. sometimes these folks on leave and then can't find any reason to terminate them and they come back to work. an example, someone who's had $344,000 over three years came bac
