jesse gary is live in oak township, chester county. what's happening there this morning, jesse? >> reporter: oh, good morning to you. yeah, we're down in elk township on thunderhill road. and we're down here investigating lightning strikes on some property. now, we have not seen that. what we have seen is the heavy rain that you talked about. downpours as we made our way down philadelphia south on to 382 and hopefully back on to the baltimore pike. so there's periods of heavy rain as we made our way south and southeast. then also you're going to run into fog. you turn a corner and hit a fog bank. you want to make sure with the low beams, you run into the fog, you definitely want to be using the low beams. a lot of pooling of water on the roadways and debris strewn about because of the winds that would be blowing overnight. strong gusty winds have knocked over trash cans and sent the trash cans and also the garbage into the roadways in some cases. so watch out for that. we have made our way back, and we have not seen power outages as reported. it looks like the power was out, bac

nbc 10's jesse gary is live on scene.last half hour you mentioned a neighbor tried to rescue some of the victims what do we know about that? >> that neighbor was literally within feet of the person who was trapped inside who was ultimately killed but the intense heat from the flames kept that neighbor at bay. ultimately, the flames were so severe, they caused the structure to collapse. investigators with the state attorney general's office are doing their investigation right now. once that is complete, the medical examiner will remove the body. let's take a look at the video. the flames started around 10:30 last night at tracy said at a single family home here on bird street. there was heavy smoke and fire when crews first arrived on scene. a neighbor said he thought it was an explosion. he thought it was a big rig truck crashing off the i-95 overpass nearby. >> came outside, tried to go in the front. there was so much rubble, i ran around the back and tried to pull the man out. couldn't get him out. >> you could see him?

jesse? >> reporter: that session is scheduled for 10:00 this morning and all morning long we've been talking about contingency plans in case there is a strike. we have not talked about new jersey until right now. i checked in with noyrnlg d.o.t. officials. they say it's a small percentage of their commuters that get on in trenton and ride the rail into center city philadelphia. but 60,000 passengers every day do ride the system. a work stop age would force those folks into their vehicle. the last time trains along the 280 miles of track between center city and the suburbs, last time they stopped was 1983. the contract expired months ago. septa on the verge of the same wage hike it negotiated with other workers. the two unions that represent those workers say that will not work because it's not the same total compensation package. a lot of animosity on both sides. all at a time when there is major construction, major bridge closure in delaware, now you could see more vehicles on the roadways.

nbc 10's jesse gary is live at police headquarters in camden. tell us all about this. >> reporter: to the state of new jersey, this actually was in two counties, gloucester and camden, new jersey. a victim preceded this. that victim is here. we'll show you how the chase ended. this is exclusive video from skyforce 10 last night as the two suspects exited an suv with their hands in the air and surrendered to police here in camden. police say around 10:30 last night in westville, in gloucester, the pair was involved in a shooting of a man in his stomach in the 700 block of broadway. an officer spotted this suv leaving the scene and that led to a high-speed chase through parts of gloucester and camden counties. the suv zigzagged through traffic on side streets before crashing near 10th street in camden. the gloucester county prosecutor's office is the lead investigator in this investigation. the arrest actually happened in camden. trying to get more information, we're working on that. an update in 30 minutes. live in camden, jesse gary, nbc 10 news
