nbc 10's jesse gary is live at chester police headquarters in delaware county. jesse, last half hour you mentioned how dangerous motorcycle patrol can be for police. tell us more about it. >> reporter: i did some digging over the past half hour and found traffic-related deaths the second largest reason of death for police officers. and there's been an increase the last two years. yesterday's crash was not at fatality, but it left the lead accident investigator for chester pd hospitalized. the officer is a 12-year veteran who was riding near 4th and ward streets around 3:15 in the afternoon. he was headed back here to headquarters on east 7th when he was hit head on by the suspected hit and run driver. the impact from the crash sent the officer flying 30 feet from his motorcycle. he was left writhing in pain on the pavement. the commissioner here says he understands the risks. >> i rode a motorcycle in the department. i rode one in my private life. people just don't look. i've had similar incidents officer hoffman had. and it's just a matter of your ability to avo

jesse gary is live at the scene this morning with more on the clean-up. jesse?a clean up it is once the clean up is done, crews have to get to the root of the problem. in this case it sits at the bottom of this watery crater a pipe that's 120 years old failed flooding this area. the result has crews working with shovels and with heavy equipment removing mud from west hunting park avenue. the mess is left after a 48-inch water transmission main ruptured. 15 million gallons of water flooded the area. this is the second time in three months a transmission main has failed in this area. >> there's redundancy built into the system where once one main is turned off like this the other maintenance will pick up the remaining need, and feed the homes. >> so everybody should have service. >> everyone has full service. proper pressure back in all the homes. >> reporter: back live here in north philadelphia. transmission mains break for different reasons, not just during the cold winter months as we have seen. this is the second main in this area to fail. the two remaining a

nbc 10's jesse gary is live in center city. give us a sense of what it was like last night and what concert-goers have to look forward to later today. >> for some people the night has not ended. we are still seeing stragglers leaving the festival area. singing, kind of still in the mood for music after the first night of live entertainment out here on the parkway. let's look at our video. the first act went up at 2:00 in the afternoon, the real excitement and buzz didn't kick in until darkness descended. the two-day event features 30 acts. tickets cost close to $200. we found many people choosing to skip the high ticket price and take a see the outside the fenced off area, enjoying the show for free. >> i actually have the best seats out here on the benjamin franklin parkway. i can see everything right from here. >> you didn't have to pay 100 bucks. >> actually it was 175. >> wow. >> there are some people out here trying to sell it for 100. i wouldn't take those tickets if i were you. >> the vast majority of people did go insid

nbc 10's jesse gary has been at the scene all morning where crews are working to fix the damage. how much progress have you seen? >> over the course of the morning we have seen measurable progress made. where i was standing earlier this morning was all covered in mud all along the street. now it is for the most part completely cleared. crews are using hoses. they had some brushes out earlier to remove the last bits of mud and water at the intersection of hunting park and westmoreland. now they're working their way south. they are hoping to complete this task by early this afternoon and then reopen the street. the mess is the result of a 48-inch water transmission main rupturing around 8:00 last night in north philadelphia. 15 million gallons of water flooded the area and caused low water pressure for a time. a similar break back in june flooded a nearby shopping plaza parking lot. the emergency event also prompted the fire department to use boats to rescues stranded shoppers. two broken transmission mains out of four in this area is not a problem. >> our system is built to handle

jesse gary is there live.l us in on what's happened in the past half hour. >> reporter: we have moved our position to get you a look at ground zero. this is where it all happened. this huge zinc hole next to a u-haul facility here on westmoreland and huntington park area. the 48-inch water transmission main is not as far down as the one that broke back in june. we talked about that in the last half hour that was about 25 feet below the surface this is not as far down but there's a great deal of water that has flooded that area. now they are looking at trying to make repairs to this problem. let's hear from water department spokesman john di giulio. >> come monday we expect to be able to begin assessment of the break and, you know, at least begin excavation to get access to the main to see what kind of repairs we have to make. >> right now you have it shut off but haven't done repairs? >> correct. repair also take some time. it's a large main. 48 inches is a large transportation main. they're not easy repairs t

that's where jesse gary is right now. what is happening now? >> reporter: crews are using front end loaders and shovels to remove mounds of mud still sitting on hunting park avenue so the roadway can be reopened to traffic. you can see the mud off in the distance. that mud extends up to where i'm standing. not quite as thick here but you get the idea. mud all along the roadway. that mud was made when millions of gallons of water, estimated 15 million gallons, began flowing from a 48-inch water transmission main near the old tastykake factory in north philadelphia. the roadway underneath the railroad overpass was flooded and impassable and at a certain point started to buckle down. water department officials had stated low pressure had been reported in the area. >> were some low pressure issues. we didn't turn anyone's water off, when you have a main of this size break, sometimes pressure goes down. >> reporter: john di giulio says full pressure and service was restored late last night without having to interrupt service. if all of this looks fa

jesse gary jones us live on the scene. ll us exactly what happened, jesse. >> reporter: vai, right now police are blocking off falls road because of live power lines we mentioned. that's a transformer attached. it's been knocked down, just to the right of that off into the brush, you can see there's a green pickup truck. investigators say that pickup truck came down or east on falls road. if you know the area, this is a steep hill that leads underneath the schuylkill overpass. it came down that hill and apparently without braking went right off the road into the pole, into the transformer and into the trees. the driver had to be cut out of the vehicle by philadelphia fire department with first responders. he was just placed on a stretcher and taken away to a hospital either to lankenau or presbyterian. the roadway is blocked because the wires are still live. it will remain blocked until they can "a" turn off the power to the lines and "b," get the equipment to repair that so traffic can get through. live in wynnefield heigh

nbc 10's jesse gary is live on presidential boulevard where a truck crashed and took out some power liens. you have exclusive video, jesse? >> reporter: i have exclusive video, first, vai, the power crews just arrived on scene, peco. they need to de-energize the lines before they can move them to the side and also before officers can get inside the vehicle and do an in-depth investigation to try and figure out how this vehicle wound up where you see it right now. we have the video. let's take a look at it. investigators say this vehicle was traveling east on falls road, coming down -- if you're familiar with the area, a steep hill, coming down the hill. they just told me that the driver claims another vehicle coming the opposite direction crossed over the double yellow line, forcing him to veer hard to his right which led him to crash. police say there are no other vehicles in the area when they arrived. they're not sure if that actually happened. they're also checking to see if both speed and alcohol are factors in this crash. the victim's been transported to a local hospital. he had to

nbc 10's jesse gary is following this story live from the digital operations center.asure has the university taken? >> vai, i just spoke to people it will university officials. they say the police department is increasing patrols around the southern border of the university. specifically jefferson street. they also say they sent out a tweet urging their followers to show caution is, spread the word and report any suspicious activity to school officials. minutes before midnight, philadelphia police officers say the victim in this case used an emergency alert system to contact them. she told them she was walking home from the library about 45 minutes prior in the 1400 block of carlisle street. the suspect attacked her from behind armed with a small handgun with a silver handle. she says he hit her with the gun, pushed her up against the wall in a construction area then sexually assaulted and robbed her. the crime is having a chilling impact on students and residents in the area. >> definitely had my boyfriend walk me from my house to his house because not trying to walk

jesse gary joins us live with what you need to know, whether you are going to see the crowds are trying to avoid the area. >> reporter: this is the stage of the 22nd street entrance to the festival area, and this is one of the reasons why driving in the area is not a good idea. the stage sitting in the middle of the ben franklin parkway on 22nd street, and the parkway is blocked and the cross streets are blocked all the way down to 21st street. yesterday this area, especially two blocks down at 20th street was a sea of slow-moving vehicles and the philadelphia police rerouted traffic to help the slow-speed commute and backups blamed on construction and the setup for the made in america festival, and beyonce will take the stage tonight, and there will be 30 performers on five stages that range from the rocky steps all the way down to 21st street. it should attract another 21,000 attendees. >> it's successful and people in the city embraced it, which is a great thing, the hotel and bars and restaurants are full. >> reporter: city officials say there will be multiple layers of security, bo

nbc 10's jesse gary is live along the parkway. you're finding more than a celebration of a three-day weekend. >> reporter: that's right. we all love the three-day weekend that comes with labor day, but how many pause to think about the significance of the holiday. a couple concert crew members did just that. they unfurled this american flag as a salute to the workers who labor day in and day out to make this republic great. it is displayed inside the made in america grounds. scott russell, the man on the right, he says the flag has s t sentimental meaning since it was placed on his father's coughing. this is actually his burial flag. i took it out in memory of him and all the membfallen members this nation. >>> that flag will fly in front of roughly 70,000 concert-goers. part of the proceeds of the event go to the united way. the closing act starts at 9:30 tonight. after that, the cleanup and deconstruction of all of this will begin. city officials and concert promoters would like to have all of this removed by wednesday night. on

jesse gary joins us live along the parkway, and you got it covered whether you are going to the concerts or trying to avoid the crowds, right? >> reporter: as the morning moves along we have seen a lot more activity out here on the parkway, and you can see in the background, people are setting up the tents on the left hand side and on the right we have the stage and sound technicians doing the checks and making sure all the audio is right because you don't want a problem once the show starts, and finishing touches and put into place through the week. this is video we shot a few minutes ago to show some of the work going on around us for the two-day event. the stages start at the arts museum and go all the way down to 21st street, and that's an extension of one more block, an added block that officials say should add another 10,000 attendees to the event. and all the activity could entice joggers to wrap up activity early and make a return trip for leazer. >> there's a lot of different bands performing, and we don't live too far so i am sure we will hear it. >> you might stop by? >> if we

nbc 10's jesse gary joins us outside the courthouse. walk us through the charges. >> reporter: tracy, we're talking about jury selection for the contractor in this case. griffin campbell. the selection will begin at the justice center. let's look at our video, on june 5, 2013, campbell was the contractor who hired performing the demolition next to the shop on 22nd and market street. over the summer the 44-year-old pleaded guilty in his trial, he admitted that he knew the demolition should have been done hand by hand, bricks by brick and not with an excavator. that machinery weakened the building next to the salvation army which caused it to collapse. in return for the plea he will testify against campbell in the case that starts here today. at the criminal justice center. more about this coming up in the next hour. live outside the criminal justice center, jesse gary, "nbc 10 news." >>> we have new information on a gas leak in northeast philadelphia, sky force 10 flew over the scene at the apartment complex on grant avenue and blue gras

nbc 10's jesse gary is live in fairmount. tell us about the parking restrictions that begin today. >> reporter: signs like this one have been up for several days warning residents who live in the area the convenience of modern life here in philadelphia will take a hit, and that starts this evening at 6:00. this is the first security zone where parking restrictions will start to be enforced, and area vehicles must move out of the area, and the city had several garages where you can park for free or there's free parking down by the sports complex, but the first phase of the mass migration of vehicles starts today. >> such a mess of undertaking, and i guess they have to start as soon as they possibly can and get everybody ready to go. >> exceptions to the temporary rules are people that purchased an exemption placard. if you have one stuck in the window of your car you can leave it there until thursday of this week, then you have to move it out ahead of the pope's arrival on the weekend. >> thank you, jesse. if you are still loo

jesse gary is live in newark with a look at how the campus community is reacting. tell us more. >> reporter: tracy, social media is blowing up with noose about the hate crime and students we've spoken to say they are shocked that an old symbol from days of the kkk is being used. >> it's crazy. you never think that's going to happen on your campus. it goes to show that crazy people are everywhere, you know what i mean. it's really sad, crazy. >> reporter: the crime took place outside mitchell hall, an auditorium in the middle of campus. three nooses found hanging from a tree limb. this is the same site where black lives matter members gathered to protest a monday appearance by conservative commentator and writer katie pavlich. university officials say it's a coincidence but too early to say the crime is linked to monday's appearance. campus police removed the nooses and have begun an investigation, aided by video. >> there are cameras all over so what we're doing is just looking at -- taking all of this surveillance tape from the cameras and analyzing that footage.

jesse gary is live there on the school's campus. jelsy, this has a lot of people concerned because where those were found is the exact spot where a black lives matter rally took place a day earlier. right? >> reporter: that's right. and in response to this the same group that was targeted is planning another rally today right behind me right outside mitchell hall later today. two nooses originally were reported but now we learned it's actually three. just heard that from the president's office, found from a tree limb. it's the same place where black lives matter members gathered to protest a monday appearance by conservative commentator and writer katy paplich. characterizing the incident as a hate crime. in response to the hanging nooses black lives matter released a statement saying paplich addressed in an insensitive matter and as students our visibility is holding this institution accountable to not allow groups that target students of color and advocate systematic forms of oppression. the university president also weighing in,

jesse gary, "nbc 10 news." >> the papal mass was a moment philadelphia will never forget.d hundreds of thousands of people waited for hours to celebrate with francis, but said it was well worth it. the holy father's message focused on the importance of the family. while the mass was filled with peace there were some tense moments ahead on the parkway. take a listen. they were chants "move that tent." a big tent went up blocking the view of spectators. the tent prevented them from getting a good look at the who lay father. the crews immediately sprang into action to prevent the situation from escalating. from my understanding a lot of people tweeted about it and that's how they got word it was blocking the view. the tent came down before the mass, providing a clear line of sight to pope francis. in case you haven't picked it up. the front page of "the philadelphia inquirer." it reads "an epic show of faith." the photo showed pope francis with the people before yesterday's historic mass. >> 6:40, we know a lot of people are going to be coming into the city for work and a lot
