nbc 10's jesse gary has been at the scene all morning where crews are working to fix the damage. how much progress have you seen? >> over the course of the morning we have seen measurable progress made. where i was standing earlier this morning was all covered in mud all along the street. now it is for the most part completely cleared. crews are using hoses. they had some brushes out earlier to remove the last bits of mud and water at the intersection of hunting park and westmoreland. now they're working their way south. they are hoping to complete this task by early this afternoon and then reopen the street. the mess is the result of a 48-inch water transmission main rupturing around 8:00 last night in north philadelphia. 15 million gallons of water flooded the area and caused low water pressure for a time. a similar break back in june flooded a nearby shopping plaza parking lot. the emergency event also prompted the fire department to use boats to rescues stranded shoppers. two broken transmission mains out of four in this area is not a problem. >> our system is built to handle

nbc 10's jesse gary is live in fairmount. tell us about the parking restrictions that begin today. >> reporter: signs like this one have been up for several days warning residents who live in the area the convenience of modern life here in philadelphia will take a hit, and that starts this evening at 6:00. this is the first security zone where parking restrictions will start to be enforced, and area vehicles must move out of the area, and the city had several garages where you can park for free or there's free parking down by the sports complex, but the first phase of the mass migration of vehicles starts today. >> such a mess of undertaking, and i guess they have to start as soon as they possibly can and get everybody ready to go. >> exceptions to the temporary rules are people that purchased an exemption placard. if you have one stuck in the window of your car you can leave it there until thursday of this week, then you have to move it out ahead of the pope's arrival on the weekend. >> thank you, jesse. if you are still loo

jesse gary is live in newark with a look at how the campus community is reacting. tell us more. >> reporter: tracy, social media is blowing up with noose about the hate crime and students we've spoken to say they are shocked that an old symbol from days of the kkk is being used. >> it's crazy. you never think that's going to happen on your campus. it goes to show that crazy people are everywhere, you know what i mean. it's really sad, crazy. >> reporter: the crime took place outside mitchell hall, an auditorium in the middle of campus. three nooses found hanging from a tree limb. this is the same site where black lives matter members gathered to protest a monday appearance by conservative commentator and writer katie pavlich. university officials say it's a coincidence but too early to say the crime is linked to monday's appearance. campus police removed the nooses and have begun an investigation, aided by video. >> there are cameras all over so what we're doing is just looking at -- taking all of this surveillance tape from the cameras and analyzing that footage.
