i want to go straight to jessica dean, on capitol hill for us live. we've been watching this vote play out. i want to read you a text message i just got from a house democratic lawmaker that just says, let's go! many "o"s one after the other. i think something just transpired. what is going on? >> there was a lot of let's go and cheering, because they crossed the threshold to 218. that means the bill has passed, and it's headed to president biden's desk for his signature. you see the vote count, and republicans are helping out democrats there so far with 11 votes that they have contributed to this. we've also seen some democratic defe defections. so far, that's six votes, six democrats who voted against that. but they've offset each other. and the bottom line here, phil, and you know this as well as anybody, this has been months and months and months in the making. democrats have hemmed, hawed, pushed, and pulled. now tonight, roughly 11:20 p.m. on a friday, the third time's the charm, right? they've passed the bipartisan infrastructure bill, and it w

. >>> let's go to jessica dean on capitol hill. key leaders were in and out of speaker pelosi's office all day seemingly trying to shore up a final deal. does a vote tonight still appear likely with pelosi and the progressive caucus now locking horns. >> it's really hard to see a path forward. here's where it stands right now, jake. democratic leadership has come out with their plan. what they would like to do is to do a vote on the infrastructure bill and then a vote on what's called the rule for the build back better act. that's essentially a procedural vote to move forward on it. the problem with that is progressives have long said we're not voting on the infrastructure bill before we vote on build back better. they are connected. and it is no surprise that progressives are now pushing back on that saying they will not support this infrastructure bill if they are not voting on build back better. what's holding up build back better where there's a handful of moderates that want a score from the cbo on how much this would cost. th

jessica dean on capitol hill. jessica, the vote, there is a procedural vote happening right now, but this vote is going to happen this morning, do they have the votes? is it going to pass? >> reporter: it is expected to pass. the vote is expected to happen this morning. of course, as you all mentioned, there was quite the hang-up overnight as house minority leader kevin mccarthy taking his privilege of unlimited time to speak and going for eight hours and 32 minutes. here we are now, the final votes, i'm watching them with one eye here, on this republican motion to send it back to the committee, that is expected to fail. and then they will move on to voting for the build back better act, which as i mentioned is expected to pass. and this has been weeks and weeks of negotiations. you remember a deal was struck with a handful of moderates who committed to voting for it after they got that cbo score back. and they now are committed to voting for it. they do have the votes. we do expect it to pass and then it will go o

cnn's jessica dean is live on capitol hill with the breaking news following this morning. the speaker just took questions from reporters, jessica. what is she saying about the path forward? >> reporter: well, kate, obviously she's very excited and very positive but also acknowledging that the senate is likely to send back a bill that is different than what passed out of the house today. now, originally, her strategy had been nothing's -- we're not passing anything in house that can't pass the senate, but that became untenable as they needed support of moderates and progressives in the democratic party in the house to get on board with both the infrastructure bill that's now law and then also build back better, which is what they just voted on. so now it does head to the senate, where, remember, they need to get all 50 democratic senators on board. this is a very specific process they're using to pass this. so there's a lot of procedural hurdles they have to face and get through, but they also more than anything need to get on the same page. at this point, senator joe manchi

cnn's jessica dean is on capitol hill. >> reporter: chris ttine and laura, house democrats say today is the day. they anticipate two votes, one on the build back better act, the other on that bipartisan infrastructure bill that has been sitting there waiting for the house to pass it for months now as they worked out this broader spending package of the build back better act. there were negotiations for hours on thursday as house democratic leadership scrambled to resolve the remaining issues. one of the key issues that got resolved late on thursday night were state and local tax deductions. they managed to find their way on that. two out stand being issues, they have to put the final touches on, immigration and five moderate democrats who want to get a score from the congressional budget office on the numbers and what this will cost, what the build back better act will actually cost from that cbo score. but the bottom line is house leaders expect when they convene at 8:00 this morning there will be two votes, one on the build back better act which will then go over to the senate wher

. >>> cnn's jessica dean has more on what to expected to with that vote. >> reporter: laura, the houseentatives set to vote on a resolution to censure congressman paul gosar and strip him from both committees on which he serves. this, of course, following the video that he published and then later took down, but never a poll apologized for. we are looking for an afternoon voet on thi vote to censure him and strip him of those committees. it is of note censuring a congress person is. it is the most severe punishment. it is largely symbolic. the last time this happened was back in 2010 with congressman charlie rangel over multiple ethics motions. marjorie taylor greene was stripped from her committees, she was not censured. it underscores the gravity of the situation. what is unique about a censure situation, congressman gosar will be required to stand in the well of the house and listen as this resolution is read. we know that there will be an hour of debate divided evenly on both sides and they will proceed and vote. it is required that gosar is there. now, he could not show up and the

jessica dean who covers capitol hill for us. i want to come to you about the what's next. the vice president alluded to it. a couple of others did. the president kept it mostly focused on the big victory that he is having as we speak. but the "it" i'm referring to is the fact the other half of his agenda, the social safety net and climate provisions that are in the next bill, which is being negotiated only among democrats. that is still hanging out there. how does that play into what you are seeing, and as you answer that, i did notice, i don't know if you did, rob portman, the republican senator who is retiring from ohio, he said that they made a point during the negotiations to septearate this from the democrat-only social safety net bill. it wasn't lost on probably a lot of people but he made a point of saying that as he was praising everybody for getting this done. >> exactly. because while this, as you just laid out is a big win for bipartisanship and for seeing democrats and republicans come together, this next piece of it, this second half of the biden agenda is dec

i want to turn now to cnn's jessica dean on capitol hill. >> reporter: well, don, after months and monthsns the bottom line is the bipartisan infrastructure bill is now headed to president biden's desk for his signature. so half of his major legislative agenda has been accomplished, and it is headed to the president's desk. house democrats voting that through joined by 13 house republicans, which was more than really frankly was expected. we did see six house democrats really holdout progressives vote against this bill but in the end it was enough to send it to president biden's desk. now, it was a long and winding road to get here. we started out this morning and there were supposed to be quick votes on this and people were supposed to get out of town, and it certainly went on and on and on. what was at issue is that a handful of moderate democrats were holding out. they wanted a cbo score on the build back better act and didn't want to vote for it until they could get that. in the meantime the congressional black caucus came up with an idea to go ahead and vote on the bipartisan infrast

in san francisco, jessica dean ran on a platform of not pursuing petty theft and not pursuing qualitye das were funded by george soros and eric holder's organization to bring in more liberal prosecutors. are you seeing a ground swell, are people starting to turn not just on these policies and perhaps on these prosecutors but maybe even on the democrat party? >> oh, absolutely. what we're seeing right now is we're seeing a recall of chesapa dean. we're seeing a recall of school board members that's on the ballot in a special election. modern democrats have joined with republicans to pursue a republican agenda of law and a order, better schools and in some cases lower taxes. so absolutely. and i have to tell you, rachel, i've been involved in san francisco republican politics for 15 years. i've run against nancy pelosi, i'm running against nancy pelosi now. i have never seen an appetite for republican candidates for an alternative to failed democrat leadership in san francisco like i'm seeing now. keep in mind, the last republican elected to the board of supervisors was in 1973 in san f
