as cbs 2's jessica moore reports, the city may resort to a ticket blitz to help the budget. >>reporter: a paterson parking authority officer slaps a ticket on a car parked in a yellow zone, a scene that residents say is becoming all too common. >> sometimes you park fo or something, and when you come out, you have a ticket. >>reporter: the proposed ticketing blitz is part of the plan to supplement the newly- proposed city budget, and the people of paterson say it isn't right. >> this is wrong. they put themselves in the budget, so why should we pay and help them out? >>reporter: do you feel like citizens are being punished? >> i do. >> every ticket they get they get money for it. that's what they do. that's what they want. >>reporter: is it fair? >> no, it's not fair, but we the proposed budget includes putting $3 million back into city coffers by issuing 30,000 traffic tickets per year. that's roughly 80 per day, and people say officers are already going to great lengths to reach those numbers. >> we're getting tickets for everything now, everything. you could be walking do
