this is jfk international in new york city.is has a ripple effect all over the country because so many planes depart from here. a male passenger is already onboard a flight that is on its way right now from new york city to san francisco. that man reportedly left a bag of some sort in the business class area of terminal 8. when people noticed there was just a random bag left, of course they called the bomb squad. so the bomb squad is en route to investigate that abandoned luggage. scott brenner is on the phone with us. what more do you know about this incident? >> reporter: i probably don't know much more than you do. we do lose bags in terminals, it's not a rarity. but because it's new york, there is a super sensitivity up there. i think there was probably more than just a misplaced bag here that we are not aware of. this is a big deal when the tsa asks for a terminal to be locked down. they evacuate the terminal then they require everybody to be spree screened. that's a time-consuming enterprise and it costs the airlines a lo

joseph morris used to run security at jfk airport. >> we can have the best technology. you can have the best processes and plans, but again it comes down to the human factor and human error. >> reporter: once on board, niobi seated himself comfortably in a premium seat. he was ultimately confronted by a flight attendant. after seeing the invalid documents, the crew nototied authorities from the cockpit. law enforcement met the plane, talked to noibi, but amazingly, let him go. until yesterday, a full five days later, when he was picked up at the los angeles airport, trying to pull the same stunt on a delta flight. the fbi swooped in. noibi was carrying at least ten other boarding passes in various names. >> and now it's almost ten years since september 11th, and the most basic element of security has been breached. it's inexcusable. >> reporter: officials believe they have no reason to believe noibi is a terrorist. but there is no doubt, they say, he has exposed some major flaws in the system. >> so, lisa, what difference will this make in airline security right now? >>

we're also concerned about what is happening at some of our nation's airports like jfk. investigate reports show that at least a quarter mile of the perimeter fence is down leaving a gaping hole of security along the main runway. this is four years behind schedule we're concerned about what happened at the dallas love field. it has been damaged almost 20 times in four years. pilots were unsure what to do when a pickup truck crash to a fence and drove onto the tarmac in 2010. what the pilots as the tower of what the protocol was. the airport control tower said to hold position. we are concerned what is happening at lax and the 8 miles of fence there. we will have spent nearly $500 million on ait machines, the whole body imaging machines by the year we get to 2013. there are gaps in that security that don't work. i happen to believe there is a smarter way to do this that is more secure and less invasive and we will hear testimony today talking about the k-9 units of what they are able to do. we're also concerned that these ait machines have not found some of the weapons th
