and jill, i'm glad to see at least you're talking about some good things as well as the bad. can we expect just this week? >> reporter: well, let's get the bad news out of way. today we have housing starts. starts collapsed following the housing bubble. they have been moving sideways for about two years. some ups and downs when the home buyers tax credit was out. tomorrow we are going to get existing home sales. they are expected to tick up a touch from the previous month although the slow pace of new mortgage applications does suggest that home sales are probably going to be fairly weak through the summer. and economists expect home prices to drop 2.4% nationally for all of 2011. now, of course, in the bay area, things are a little bit better but still, pretty bleak on the housing outlook. >> the good news was that the prices are down? is that the good news? [ laughter ] >> reporter: no. i'll give you better -- yes, so prices are down. >> just waiting for it, jill. joining me now, for discussion of truth and myth, george will, michael eric dyson of georgetown, jillepore, who is author of "whites of their eyes" and richard stengel. editor in chief of "time" magazine. thank you for being here. let me start with you, george. how do you explain the ubiquity as a living piece of debate? >> american politics has a retrospective cast. all of our arguments get litigated through these documents. did jefferson have the power to make the louisiana purchase. james madison, the successor, the architect vote toad an internal improvements bill. they thought that went beened yo the powers of the federal government down to today. when the most novel new development, the tea party movement is named after something that happened in 1773. there's a retrospective cast built into our politic, what happened today, a large number of american, this one included. believed that the somewhat promiscuous expansion of government power in recent year, raises questions about whether we still have a government of limited, dell gated and enow ra tiv powers. >> you say last year,

their explain, jill schlesinger, editor at large for cbsmoneywatch.com and we head the president lastight and the speaker. where are they this morning? >> reporter: well, right now, we have the competing deficit reduction plans. we have the boehner plan, the republican plan, which would cut the deficit by $3 trillion over the next ten years. it would make $1.2 trillion in discretionary cuts and raise the debt ceiling in two phases, one this year, one next year. the other plan, harry reid's plan, would reduce the deficit by 2.7 trillions, make the same amount in cuts but would immediately raise the debit ceiling. that's a big difference between the two plans. the timing of the debt ceiling. president obama supports the reid plan and i just want to remind you, we have two other plans on the back burner. number one, we have that plan b by mitch mcconnell. in that plan, congress grants president obama the authority to raise the debt ceiling in three stages. and if all else fails, there is a break the glass plan. the president could invoke an obscure provision in the 14th amendment. that w

the august 2 number, that is the real one right now. >> and we saw the numbers, jill. dow way down this morning. is that because this hasn't happened yet, they haven't reached a deal? is that what is going on? >> yes, as a matter of fact, remember that mr. boehner only announced after the market closed on friday that he and president obama had broken off their talks and that meant when asian markets opened up last night we saw them down about .7% and stocks down about 1% this month and this is around uncertainty. investors can't stand uncertainty, remember. and point out, if we blow through the debt ceiling that means the government will spend less money and that has an impact on the economy overall and that is making investors a little freaked out this morning, could there be a second recession? >> let's lope not. let's hope they figure this thing out. and quickly. joan schlesinger, editor at large, cbs money watch it come. jill, thanks. >> the average price for gasoline, it went up 9 cents in the past two weeks. the lundberg surveys says regular unleaded is going for

here's jill schlesinger editor at large of cbsmoneywatch.com. what can we expect if nothing happens by august 2? >> reporter: it brings up a funky situation. i know that we have talked about default a lot but the reality is i don't think there's going to be a real default. what i think is going to happen is interest on the debt will have the highest priority. bondholders will be paid. from there, what's likely to happen is the government won't default on its obligations but will delay some of them. so may mean seniors may have to wait for social security checks and the government will shut down nonessential service like national parks, museums, and probably furlough some nonessential government employees, as well. >> we have seen the stock market continuing to rise. why is it that people seem not nervous about this? i mean, this is huge. >> right. it seems like a head scratcher but here's the situation. when i talk to traders every day they say they fully expect the politicians to reach a deal or not debt ceiling so markets have been trading on
