jill wagner is at the new york stock exchange with that and more. good morning, jill. >> good morn, anne marie. asian stocked were mixed. hong kong's hang seng gained a quarter percent. here on wall street investors are watching as the crisis in iraq push for prices in crude oil houle. the dow gained almost 15 points thursday. the nasdaq fell 3.5. and standard & poor's rose 2%. >>> amazon jumped into is the smartphone wars. following the introduction, amazon's stocks fell more than 7% thursday. >>> a new survey looks at obamacare. 70% rate their coverage as excellent or good, but the survey by the kaiser family foundation found that 40% say it is difficult to afford their monthly premiums. >>> and harley-davidson is heading for new territory. the newest harley-davidson motorcycle will be electric. so it has an electric wine instead of a chopper's roar but the new bike will go from 0 to 60 in less than four seconds. hardly davidson will officially roll it out on monday. >> going green is pretty cool but i always thought it was pretty cool for obvious

jill, how do we address this? how do we address the low-performing schools and make sure every student gets an equal education? >> to a certain degree, this conversation is debate about bad teachers. it is actually pulling people away from the real issues in education. granted, we need strong teachers in the schools, but the real issues are the poverty in these communities, trauma in these communities, things like that. christopher was talking about it earlier. he's seen a handful out of 200 in his ten years as principal. we're talking about a relatively small number. if we're talking about effectively changing the lives of these children in these schools, it goes so much more beyond just firing the handful of bad teachers. it is training teachers to address the needs of these kids. there are great teachers who still need the training to address the trauma and the grief and the other factors in the lives of these kids. the issue with this is it is really pushing the limelight on one factor of public education, but

so out of the chute, what's number one, jill? >> reporter: numero uno, not running the numbers.portant to understand how much home you can afford to buy and whether home ownership might preclude you from addressing other important financial issues in your life, like maybe paying down debt? another mistake, failing to account for upkeep. good rule of thumb? include 1% of your purchase price as an annual budget amount for repair and maintenance. and as much as people complain about realtors, i think it's a mistake not to work with one. it's really tough to go through the home buying process alone. most important quality in brokers, honesty, experience, good connections with other agents, and referrals from buyers like you. oh, and remember, most agents represent the seller, not the buyer. >> jill, what about the mortgage process? >> reporter: oh, brother. well, i think one huge mistake is that people are not addressing credi report errors before they start. annualcreditreport.com, get a free report and clear upper. >> reporter: another mistake is waiting too long to get preamoved.

wagner joins us from the new york stock exchange, jill, hearing gm will announce plans to compensate the victims every those bad ignition switches. what kind of compensation are we expecting here? >> good morning, ceo marry bar says there won't be any cap on payments so eligible victims can take the money instead of suing the company. don't have any dollar amounts at this point. the company does say they there were at least 54 crashes, and more than 13 dents caused by those faulty switches. but, lawyers, say, more than 100 people died and hundreds more were injured. now, this funds will be handled by kenneth fine berg, administered the money given to the victims of the 9/11 terrorist attacks. ukee, erika? >> i heard growing ankle fresh facebook users about an experiment that manipulated facebook posts, what do you know about that? facebook revealed about 700,000 users for one week in 2012. researchers changed the numb of positive or negative posts people saw, part of experiment to see if-ee motions can be spread on social media. they found that, yes, can be contagious, but growing an
