jill: i think there are couple of things to keep in mind.all, with the restrictions announced last year, those happened without key signoff on some major u.s. allies including japan and the netherlands. manufacturers in those countries are still allowed to sell equipment to chinese chipmakers. the other thing is this is within the context of just a few weeks ago, bloomberg broke down the latest huawei phone and showed they were able to create advanced chip technology or use advanced chip technology i think the u.s. didn't think they would get access to. all of that informs the context of why we are expecting to see these new chip restrictions. a lot of it comes down to putting on new export controls that may restrict the ability of overseas manufacturers to sell to certain chinese companies on a u.s. list unless they get specific approvals to do so. the other part i think is also just restricting the ability of some firms to gain access to technologies that would be artificial intelligence. that's what the u.s. is looking to do. we will have

so jill, good morning to you. how did the economy do this summer?izzling summer for the economy. gross domestic product which tallies the value of goods and services that are sold in the u.s., it increased by an annualized pace of 4.9% in the third quarter. that is more than two times the 2.1% in the second quarter. and also 2.2% in the first quarter. now who is the hero over these past three months? consumers. consumers' spending really did propel third quarter growth. and that happened despite high interest rates. >> well, earlier this year, economists were also universal in their belief that we would tip into a recession this year. so how did they get it so wrong? >> reporter: you know, part of the economists' job is to look back in history to see what happened when similar events occur. when you look back in the past and you see the fed raised interest rates so quickly. it has generally led to a meaningful economic slowdown and by the way often a recession. this time, that has not been the case. and it may be due to a quirk of covid actually. be

and jill and i just visited maui in the wake of that historic fire there -- excuse me, i have a bit of a cold -- and we met firefighters who performed breathtaking acts of heroism while their own homes stood at risk and some burned to the ground. this is national fire prevention week, and the one thing we can to make your jobs safer is to prevent the fires in the first place. so, we launched a national initiative offering federal grants to help local governments adopt the most up-to-date building codes to make structures more resilient to extreme weather events like wildfires and hurricanes. it makes a difference. in january of last year, a fire tore through affordable housing units in philadelphia, killing 12 people -- many of whom were children -- in large part because the smoke detectors didn't work. in the wake of this tragedy, i signed a bill that requires affordable housing units to have reliable, tamper-resistant smoke alarms. just four days after that philadelphia fire i just referenced, another fire took place, costing 17 lives in bronx -- in the bronx because the building mad
