foreign affairs correspondent jill dougherty is live in washington this morning. aders actually figure out a plan? i know there were a lot of meetings, but a plan to get the global economy back on track? >> i don't think that you can say that they did really at all. some generalities, maybe a direction, you know the word stovepiping, that's what's the problem in europe. different countries doing their own thing. they are talking about some type of integ race and it would include a coordinated banking union and something like we have in the united states, the fdic that guarantees the money you have in the bank to a certain extent. here's how president obama explained all of this. >> what i've encouraged them to do is to lay out a framework for where they want to go in increasing european integration and resolving the financial pressures that are on sovereign countries, even if they can't achieve all of it in one fell swoop, i think if people have a sense of where they are going, that can provide confidence and break the fever. >> and that was really one of the thing

. >> so let's bring in foreign affairs correspondent jill dougherty. what else did he say?ront of the u.n. today. any new plan in the works since the assad regime hasn't complied with any of the six-point peace plan to this point? >> there was an expectation that he would come out with some type of another plan, maybe a contact, a meeting, a conference, something, but he wasn't very specific. i mean, you would have to say all he said was the world has to work together. the strongest comments came from bonkimoon saying it is going from the tipping point to the breaking point. the question is what do you do about it? so that brings you then to hillary clinton who at this point is the furtherest forward on what should be done. she is saying regardless of what happens, everyone has to agree that syrian president bashar al-assad has to go, that there can be no peace if he is still there and she is urging everyone to plan very specifically for the next steps. otherwise i think the message that she is giving and the u.s. believes is that if people don't get on board now everything

joining me is cnn's foreign affairs correspondent jill dougherty as we watch these continuing live picturesm what could have been a very different scene had the former prime minister won. the question is, how does the administration take this? we haven't heard from them yet. >> not yet. there's likely, we believe, to be some type of statement coming from the white house. but i think you'd have to say, if it had been shafiq who was the former prime minister, you would have had probably a much more guarded reaction. after all, right before that election, the military had -- had taken over again. they had dissolved the parliament. they had taken things back into their hands. if shafiq had won, you would have been going down that direction of the military still controls things. where did democracy go? so with morsi, the voice of the people is there. so it's easier for the administration to say, democracy continues, we hope. of course, they're not going to jump on a band wagon -- >> isn't that the big question now? isn't the big question, does democracy continue? will the military cede control t

let's bring in jill dougherty.orsi is an american-educated engineer who vows to stand for democracy but he is also a conservative islamist. does the white house have any concerns? >> well shl, in a way, yes. the muslim brotherhood is an islamic organization. they have been meeting with the muslim brotherhood for quite a long time. if you look at what the incoming president, president-elect morsi, said in his speech, it tracks very much what the united states was hoping to hear. let me read the top of that statement coming from the president secretary, jay carney. he said that the united states congratulates dr. mohamed morsi on his victory and in egypt's presidential election and we congratulate the egyptian people for this milestone in their transition to democracy. we look forward to working together with president-elect morsi and the government he forms on the basis of mutual respect to advance the many shared interests between egypt and the united states. obviously, congratulations. they didn't hang back. they

jill dougherty joining from us the state accident. jill, what's the deal? ships in question?s for assad's military? sit exaggeration? >> well, i think we have to go with the newest information that we have. the ship that was carrying helicopters has now -- we understand, returned -- it is on its way to returning to its base and one of the reasons is that the insurance was on that ship carrying refurbished helicopters supposedly back to syria was pulled by the company. the insurance company because they said themé nature of that trip back to syria with helicopters dictated that they simply stopped the insurance. so -- they are headed back. remember we were talking about two other ships that supposedly were carrying weapons and we are going to be on their with you to syria. the -- spokesperson important the black sea fleet which is where those ships would have been going says -- tells cnn all ships from the black sea fleet are located within the ports where they are based. and specifically on one of those ships, he says that it went out for a plan important it is going to be b

right now between the obama administration and the russian ou foreign affairs correspondent, jill dougherty taking a closer look at this friction. jill, what are you seeing? >> wolf, one of t big fights right now between russia and the united states is over lis. a russian official tells cnn that moscow hasn't sold helicopters to syria for years. that they're simply refurbishing them. but the state department is saying whether they're old or they're new, they still kill people. the obama administration insists that russia is providing military assistance to syria that's being used against civilians and it wants moscow to suspend all cooperation. but secretary of state hillary clinton said thursday despite the tough rhetoric between the two countries, the u.s. is still hoping to work with russia to stop the violence in syria. >> we don't see eye-to-eye on all of the issues, but our discussions continue. and president obama will see president putin during the g-20 in mexico. >> clinton accuses moscow of continuing to supply helicopters that the assad regime is using to fire on its own people.
