mayor jim kenney put pen to paper in city hall signing the controversial bill into law. the one and a half per -- one and a half cent per ounce tax on sugary and diet drinks is scheduled to take effect january 1st. it will raise more than $90 million a year most of which will go to pre-k programs and restoring community and rec centers but there is still the question of implementation and collection of this tax.
