erica hill. >> and i'm jim sciutto. a spate that is ome normal in this country after california was rocked by three mass shootings in three days. here is what we know. on saturday, 11 people were killed in monterey park. overnight one person was killed. seb others injured in oakland and that happened just hours after a gunman opened fire killing at least seven people at two separate locations, this shooting, the third one in half moon bay. this is something we see more and more. you hear the headlines from us. it is hard to communicate and i'm sure it is hard for you to hear. >> we have some video that we want to share with you, of part of what happened in half moon bay yesterday afternoon, the sheriff's video here. so this is the arrest of the 67-year-old suspect in the two shootings in half moon bay. a handgun was found in his vehicle. as for a motive, still no word at it hour. but all of this unfolding as we have also learned that an 11th person has died after initially surviving that mass shooting at the dance hall

erica hill. >> and i'm jim sciutto. we're watching capitol hill as at any moment lawmakers will hold a ceremony on the house steps there to mark the second anniversary of the january 6 insurrection. and then a few hours later president biden will honor 12 people at the white house including police officers injured in the capitol attack. we'll take to you both events live. >>> also just a few moments from now, house republicans set to hold a conference call as the standoff over who will be house speaker continues. this, of course, after kevin mccarthy failed to get the votes needed after three days and 11 rounds of votes. mccarthy allies continuing to negotiate with the hardliner holdouts. the situation fluid but mccarthy remains confident this morning. >> we're going to get it done. >> let's go straight to correspondent manu raju live there on capitol hill. so, this meeting, just about 15 minutes from now as i understand it, it is about to begin. where do the negotiations stand going into that meeting, manu? >> reporter

>> reporter: well, jim and erica, certainly disturbing similarities between that recent mass shootingn monterey park and the one here in half-moon bay. this one that happened yesterday happened over two different scenes, about a quick five-minute drive from each other. that first scene happened around 2:22 in that first 911 call came in just before 2:30. deputies were responding to reports of a shooting with multiple victims and when they arrived they found four bodies, including a fifth person that was critically injured. then a short distance away at another scene they found an additional three bodies. about two hours, just over two hours after that first 911 call came in a deputy discovered 67-year-old chun lee zhou in the parking lot of a police substation inside of his car. we showed that video where he was taken into custody relatively without any issues. but it is very unclear right now what exactly the motive is. authorities say that he likely acted alone and possibly worked at one of those locations, but of course this community is reeling. here is what the mayor had to say.

>> reporter: jim and erica, it appears due to court records, this is not the first time there's been zhao's past. according to a temporary restraining order, he tried to suffocate and threatened to murder another former co-worker at another job. this all happened in 2013. zhao was subjected to a temporary restraining order after a former co-worker and former roommate accused him of attacking him and threatening him, and the restraining order forbid him to be near the roommate, but also banned him and barred him from own or being able to buy a gun. that temp rather restraining order went away in july of 2013. zhao here expected in cord at 1:30 pacific time. it will be his first court appearance since being accused of murdering seven people and critically injuring another person at two separate locations in half moon bay, one of those locations where he lived and worked, the mountain mushroom farm in half moon bay. yesterday governor newsom spent time in the community, meeting with victims, meeting with the community members deeply impacted by this. and to be quite honest with you, jim

>> good morning to you, erica and jim. think there are two distinct possibilities and i will just say, as we're hypothesizing, keeping in mind this is a human being, two distinct possibilities. one is what we're hearing about, that is the impact to hamlin's chest hit right at the time that the heart rhythm caused a chaotic spiral. if you see on your screen, right at the time of the heart beat, that red line shows you the most inopportune time to get a blow to the chest that can cause a chaos. there's another distinct possibility. that possibility after i went frame by frame yesterday, there is the possibility that the blow went to his jaw and into his brain. in other words, a traumatic brain injury of sorts. here's the connection. in very small cases, very rare cases of severe enough traumatic brain injury, you can have traumatic cardiac arrest. >> when we look at all that, there's a lot of talk and rightfully so, we're talking about a 24-year-old man, a young man, one would imagine in good health given what he's doing for

and reckless. what role would the video play in a potential legal case against these officers? >> jim, good morning to you, ericaand chief. it would play a significant role. why? because the video is telling us specifically what occurred. when you're looking at any prosecutions, there are specific investigations. those investigations include a lot of things including witnesses, surveillance, else. eyewitnesss bring you to the event. they help to understand specifically what occurred. you have the eyewitness which is the video itself. i would suspect, jim, there will likely be two prosecutions here. don't want to get ahead of it. if past history is any guide with respect to these police cases, i think the state case will move forward. they'll investigate and make a determination as to whether the indictments against these officers, whether it be murder for untent, manslaughter under a reckless theater, failure to intervene, failure to act. i think certainly the department of justice has a role federally with regard to civil rights violations. we can anticipate the federal government to follow with a prosecution o

. >> jim and erica, i don't think you'll quite hear white house officials say this out loud, but i think in general it's pretty content to let this drama unfold among house republicans. imagine the supplied-day screen we'll see today, right? on the one hand, on capitol hill we have the drama and infighting unfolding among house republicans, and president biden is taking off right behind me to head to kentucky where he will be touting the bipartisan infrastructure bill he signed into law in 2021 and will be joined by republicans, including mitch mcconnell. i do want to set the scene for you a bit in terms of this bridge that he is visiting. this is the brent spence bridges that connects cincinnati, ohio and covington, kentucky. it has become a politically famous bridge. past presidents, congressional leaders have promised they want to fix this bridge, because officials say it carries basically double the traffic that it is meant to support. now, what the president gets to do today when he goes to kentucky is say, look, $2 billion from the infrastructure law will go towards upgrading that

[ no audio ] -- as they wait for the city to release videos showing police officers beating tyre nichols. the city's police chief spoke directly to this overnight. describing the video as heinous. that is the word that she used and she's pleading with residents to not react violently when they see it. we know that nichol's family has already seen the video. the family attorney said that it shows officers beating nichols, quote, like a pinata for three minutes after a traffic stop on january 7th. nichols died three days later. the five officers involved in the traffic stop have already been fired. the police chief also spoke to that overnight in that video saying that this was not just a professional failing, but also a failing of basic humanity and she said that there are additional officers also under investigation. the nichols family for their part is calling for murder charges now. and we've just learned that the district attorney
