jim crow era and today -- of course hit their target, right? of course they first and worst impact black americans and brown and indigenous americans whom they areg, but they also impact young people. of all races. they make it harder for white people to vote as well. this is why when do you most took a case -- demos took a case to the supreme court for the purging of people who had not voted into elections in a row, our lead plaintiff was a white middle-aged ohioan veteran. this is what happened. people get caught in a trap not set for them. during the jim crow era, the southern states suffered a slow death of civic life. it meant that working-class white people did not vote either in admit there was one party rule by a white segregationist elite that did not even have to compete for votes. so it did not invest in the south. it left the south lagging behind on core public investment because when you don't have a functioning democracy, you don't have public goods. you don't have a thriving economy. that is the republicans vision. they want a plantation democracy and a plantation economy. we are not going to let them have that. amy: let's talk ab

brown, asian voters would be able to have unimpeded access to the voting booth. and so one of the biggest arguments right now, especially from house democrats including house majority whip jim clyburn is that he is tying that filibuster which is what demoats feel is going to absolutely block passage of voting right reforms, they are connecting that directl to racism. and so they're trying to apply a lot of pressure to their senate democratic colleagues to try to reform the filibuster in some way in order to make sure that those voting rights protections are passed. rachel: and just to follow up to that, laura, because we heard from president joe den, he did comment on this. he said maybe open to reform on the filibuster. do you think that would amp up the pressure onhe white house to reconsider addressing this? laura: potentially. when biden said that he was open to reform, he was talking about a talking filibuster which in effect just makes it more painful for the minority to block legislation. it wouldn't actually take away that 60-vote threshold. but it was significa that he even took the step toward saying that he was open to reform. and so as -- as more house democrats

my colleague hayes brown writes in a piece, obama's recent convert to the cause after leaving office called the tactic a jimhts icon. the filibuster is an invention of the time when slave-holding senators turned it into a weapon and it was a cause picked up by those same southern states as they stymied civil rights legislation. there are people who think this was a weapon against civil rights. what's the history behind this? what is it a relic of? >> so it's absolutely the case that particularly in the middle of the 20th century and there were certainly other points before that as well including the run-up and following the civil war that the filibuster and the senate have been intimately connected to make racial progress in this country upon i think that quote from president obama from last summer as we watched the unfolding of this debate over the future of the filibuster is really important. again, if we can possibly imagine it going away, we need to think about what issue on wh democratic majority would unite behind right now to get it -- to get rid of it, and president obama -- former president obama,
