jim cantore is live at the nation's capital.ust how bad it looks there. >> reporter: it's interesting. pep ko reports 9,000 without power. dominican virginia says we have about 90,000 customers. a lot of them are well to the west. >>> the big difference, you know, we're a couple blocks from the capitol. we have a rain/sleet mixture, and we never really got into the snow. you know, we had a couple periods of snow, but that's about it. if you give the march sun any leeway, it's going to heat the asphalt, even heat the column of air, so it makes it really hard to change back over to snow once you've got to rain, especially at low elevations with no cold air coming in. that's the big thing. very tough for the spring forecast. i want to show you warrenton, this is about 45 miles off to my west. all right? it's a winter wonderland. they started snowing before the sun came up. about 4 to 6 inches on the ground. they've got about a foot once you get up about 700 feet, so just a huge difference. that's where the bulk of the power outages

weather channel's jim cantore joins me live now from washington. looks like capitol hill there, jim, what's the latest? >> it's hard to believe. there's 20 inches of snow 100 miles to my west on the ground. we've got 100,000 people in the state of virginia alone without power. that's because of the heavy wet snow and the wind, which you can see here pretty well. it's just kind of swaying these big trees around. that's really been the biggest issue. we've had bouts of rain, bouts of snow right here at the hill, but nothing that has at least hung around long enough to stick. you know, believe it or not, even in march, even on a cloudy, rainy, miserable day like this is when you're soaked to the bone like yours truly, we are getting absorption by this asphalt. we looked with a laser thermometer, 60 degrees. 60 in the asphalt, takes a heavy period of snow to cool that down. we just haven't had that here. go 25 miles to my west, five inches of snow. another 25 miles, eight to ten inches of snow on the ground. another 25 miles and there's almost two feet

let's go to weather channel's jim cantore who is in d.c. waiting for it tow come down. what's the latest? >> what a difference it makes between here and dulles. five inches on the ground here and nothing. we are 37 degrees. with any spring storm, the key to these if the cold air is not present which it wasn't in this case it's for the storm to produce the cold air. all that energy has gone to the south. for the district and we are here for the capitol hill area, we are talking about little snow. it is raining here and snowing in dulles. we will take you in chronological order. 45 miles to the west. even further. they have about to eight inches of what i call white mud on the ground. this is a heavy wet high water content snow that weights down trees and power lines. the temperatures hover there around 32 degrees. that's why the governor came out within the last hour and a half and said we have 170,000 people without power. this may grow to 200,000 people or more. thus we have a state of emergency for the state of virginia. rightly so. it will take a while to get off. of

jim cantore, thank you. >>> natalie morales, good morning to you. >> good morning, everyone. a deadly explosion at an army depot in western nevada this morning. nbc's chief pentagon correspondent has the latest. good morning. >> reporter: good morning. this is a tragic accident. u.s. military officials tell nbc news that at least seven u.s. marines were killed, at least seven others seriously wounded in that explosion during a live fire exercise at the army's hawthorne depot in western nevada. conflicting reports indicate that a 60-millimeter mortar round exploded as the marines loaded it into the firing tube. other reports indicate that the round may have exploded as the marines picked it up. four of the marines were killed instantly by the blast. three others died later of injuries. two were critically wounded and taken to a trauma center in reno, nevada. the others are being treated at a local hospital there in hawthorne, nevada. now, according to military officials, the marines killed and wounded are from the second marine division in camp lejeune on the east coast. this

jim sensenbrenner, the chairman of the subcommittee, and the gentleman from virginia, my good friend, for their support in the subcommittee. i want to acknowledge speaker john boehner and majority leader eric cantor and democratic leader nancy pelosi for their support. my district faces a serious problem of tobacco smuggling. as many as 2.8 million cigarettes were smuggled into the territory. this resulted in the loss of about $275,000 in tax revenue in the territory. mr. speaker, securing a sustainable, stable source of local revenue stream is essential and must be encouraged for the territories as it is always done for the states. mr. speaker, it was for this reason that i began to look into this important issue. i was disappointed to find that under the current law, prohibitive great -- prohibiting cigarette smuggling not all territories were included. it is illegal to ship, sale, transport or po says more than 10,000 cigarettes not bearing the stamp of the jurisdiction in which they are found. it's punishable by up to five years in prison. continue the contraband cigarette trafficking act does not apply to american samoa, the territory of guam and the northern mariana islands. historically, w
