joining us once again, retired atf special agent in charge, jim cavanau cavanaugh. m, developments this morning very somewhat unexpected given the fact that police have not been public about identifying a suspect over the past several days. but certainly they had some clues or some intel that they were working off of. what do you gather happened given where it happened, the fact that he was in a vehicle and the fact that this was an officer-involved shooting? >> well, it all happened real fast after the bomb went off at the sorting facility because it allowed the commanders to go on offense to exploit those leads, video cameras, you know, labels, names of a suspect. and then normally what we would do is put a real heavy surveillance on the person, electronic and physical. and you know, when you're dealing with a bomber are or active killer like that, when they move, you have to move with them. are they going to be deploying a device. in cases like this, we sometimes have multiple suspects under 24 hour surveillance. it is greatly manpower intensive to do this. i'm no

jim cavanaugh is a retired atf special agent in charge and an msnbc terrorism analyst, who worked both on the unabomber case and the olympic park bombing case. let me start with you, jim, because yesterday you predicted heard on our air that another explosion would take place in the next 24 hours. and then you predicted after what we saw overnight that that would not be the only package bomb that was sent. what can you tell us? what are these clues that you're seeing and what conclusion do they lead you to at least at this point in time? >> it's a big break for the agents if this second bomb was sent by the bomber. if this say bomb sent by the bomber. >> are you talking about the one they're about to detonate? >> yes. they're not actually going to detonate it. we call it a disruption. what they're going to do is disrupt it with a disrupter. they're going to pop it open. and they're going to be able to renter it safe. there's a render safe procedure. >> they just essentially disarm it? >> right. i mean, sometimes they have to be countercharged, but the preferred method is a remote disru

joining us now is jim cavanaugh, retired agent and msnbc contributor. o explain anything more to clear up the dispute between scot pedersen and what the officials have said about what he did or did not do? >> well, it does clear up the fact that deputy pedersen did not press to contact. the protocol is to press to contact, whether you believe the gunman is inside or outside. you have to do that. the president called him a coward. i think it is extreme. maybe he didn't exhibit exceptional courage, but there's a lot of gray area between those two things. nevertheless, the responsibility of law enforcement, because he's slaughtering unarmed people, is to press the contact and engage the gunman. the gunman focuses on you, you have a firearm and training. doesn't mean you have to give up your cover and concealment. what you have to do is do that. what gabe outlined, what the video shows, is deputy pedersen stay there and appeared to be on the radio. that's what the deputy described. it's the details given by the sheriff's office. >> gabe gutierrez, thank you.

i want to bring in jim cavanaugh, retired special agent in charge, retired analyst. you're digesting this news real time. what do you think? >> sounds like st. mary's deputies might have the shooter locked down somewhere in the building. they might have, you know, pressed him to a corner. they may know he's alone. that's possibly what they mean by contain. it could mean a number of things. it could mean they just have it in one building. he could be dead. the protocol is to press the contact, press the contact. so the first deputies have to press and press and press until they make contact with the shooter. and then, you know, events transpire from there. there can be a shootout. the shooter retreat to another room. then contain them. when you have a barricaded gunman alone, then you change to a static situation. you get stat there. >> press contact what? >> you press the contact. you try to engage the shooter, to stop him from active killing. and then if you can get the shooter barricaded in a room alone or even with the hostages, that's when you call for s.w.a.t. i

joining me now is nbc news investigator tom winter and law enforcement analyst jim cavanaugh. tom, south by southwest is going on in austin. any link? >> there's been no link that's been put with the south by southwest event and what's happening here. there was an explosion on march 2nd, this morning, and a third an hour ago. we know a woman in her 70s has life-threatening injuries. another woman suffered a medical emergency unrelated to the explosion, but we know that the atf, the fbi's evidence response team is there. right now they are trying to go through these explosions to try to find out anything they can from these bombs. it can lead them to whatever is doing this. >> were they bombs? describe to us what the explosions were. i'm still vague on that. >> we're all vague on it because authorities haven't released a lot of details about the type of explosives. but they are packages that were left in the morning and left by somebody who's not part of a normal mail delivery service. in other words, not fedex, not u.p.s. or the postal service. that's the commonality. and the

jim cavanaugh, two days ago you said he's going to hit again in 24 hours. he did, and now we know how things have turned out. officers are saying residents should remain vigilant because there could be more harmful packages out there. do you think that could be the case? you would think parents in austin wake up relieved, but maybe not, if there's more packages out there. >> it's a caution we have to take. and they're right to say that. but it's probably not so. but i think everybody needs to be vigilant for the next few days. the reason i say that is the tempo, the way he was operating with the bombs, i don't think he had time to, you know, produce a lot more bombs. that's not for sure, though. you have to be careful. he's likely one bomber, unless he's tied to some group. you know, you live by the bomb, you die by the bomb. oftentimes, guys like this are a one-off, the motive is power. some other motive may surface later. it may even be something like agree greed. i've had cases were they'll come back later and try to extort money after large bombs, even
