something who knows how to sell legs lakes, knows how to whip but hasn't got the chance because jim clyburn and nancy pelosi and others have been there for so long. a lot of these races that are down the ballot on the democratic side hinge on nancy pelosi's future. if she stays put, it seems that a lot of the members underneath her, hoyer and clyburn will, too. hoyer of course released a letter yesterday with 155 members supporting him. that's enough to win the race. clyburn has the support from the congressional black caucus, the most senior member of the leadership there but also has great relationships among other members in the caucus, and they are comfortable with him there. so diana really has an uphill climb there to unseat him. but then again if things shift at the top, it is my view that nancy pelosi, if she is forced out, the people who force her out aren't going to be happy with replacing her with somebody else who has been there forever, and is in their 70s, like hoyer or jim clyburn. it seems like if that happen, the caucus is primed for a real shakeup at the top. >> there is a

some tell you it's jim clyburn's time. he's a bit of a wild card. if something happens to pelosi, something happens to hoyer. kennedy, frankly, it's thought that trio of members, that troika forms a symbiotic relationship with the rest of the caucus. kennedy: or maybe a level of co dependency that is unhealthy for a party that's got a massive split down the middle. what i want to been clyburn specifically, is he more popular with the progressive wing of the party? that happens to the most vocal wing of the party, and i think you're right, i think nancy pelosi has a tougher time reining them. in nancy hates steny, she's going to turf his chances of becoming speaker, clyburn is the natural heir apparent. >> you would look at him, hakeem jeffries from new york city, ben ray lujan, the chairman of the congressional campaign committee. he announced he was going to run for assistant leader, but at the end of the day, nancy pelosi is a pretty good vote counter, and she is liberal, represents san francisco, she commanded about 85% of the vote in her re-elec

you've got jim clyburn, you know, the assistant leader trying, you know, to lay down his marker for whate wants, steny hoyer, you know, the minority whip right now. there's sort of a mess involved in that. they're going to have to sort that out and that will be part of the discussion, which of these people is best to lead the house democrats on a path that is sane and sensible for them to try to, you know, take this piece of power that they have if they, in fact, get the house, and expand that and position themselves for 2020 versus kind of throwing everything at the wall and perhaps hurting themselves. >> brian, our country hasn't always been quite this way. for the americans who spend every day kind of bummed out at our divisions, is there any scenario where our divisions don't increase, if anything, starting wednesday? >> there are -- there is a scenario if the democrats take the house, for example, and they come in with actual legislative priorities. the democrats will have a choice. they're going to come in, do they go for investigations whole hog and just try to make the white hous

some of our younger members with visions actually get a chance to replace the nancy pelosis, the jim clyburnsa republican, you hear bakari's strategy laid out there. a smart one for the democrats, from your point of view? >> look, i think they have to figure out how to walk and chew gum at the same time. they've got to have some positive, affirmative priorities, but at the same time, there needs to be some overnight and some accountability. a lot of americans voted for democrats because they wanted checks and balances. that is why there has been a blue wave. why democrats got 8.8 at last count and still counting more votes in total than republicans did, and have flipped 40 seats or something to that nature. and so they must do some accountability, because republicans have objectively failed as a check and balance in the last two years. what they can't do is look vindictive and look petty. they need to pick their battles, they need to look professional. they need to look constitutional. and they need to be effective. >> doug, just quickly, it's not like when the gop controlled the house and pu

a challenger, and no one talked about the fact that the highest-ranking black man in congress, jim clyburnlenger. now he has secured enough votes to be the number three in the house. there is a real fight right now for the house -- who is going to chair the house democratic caucus. ask there is an opportunity to elect the first black woman in leadership in the house. and i think these are the kind of conversations folks are currently having on the hill. and folks actually are -- democrats are having throughout the country about what real representation looks like. >> no question. and listen, the make-up of the new congress is full of firsts and i don't want to minimize that. but i want to ask the question, mary kathryn, to you, as well. the republican view. is it they want to have this nancy pelosi foil, as they did use in some of these midterm elections. it can be a rallying cry for some republican voters. >> look, i think its use is questionable. or its efficacy is questionable. i think there are some who think she could still be a good bogeyman for election. and in some cases that might

right now, the number three leader for the house democrats, jim clyburn of south carolina, is the highest-ranking african-american. they want somebody who is number one or two. host: this is the headline in the washington post. here is the quote. elijah cummings will become trump's worst nightmare and i hate it when i hear that. it is not about elijah cummings, it is about elijah cummings simply trying to do his job. guest: that's what mr. cummings himself says. fair enough. as i say, i want to make this point, this kind of routine oversight, the congress is supposed to look at how programs are being administered. is the money being spent wisely? fraud, and abuse? are administration officials facing ethical lapses? is our travel budget too much? these questions need to be facing ethical lapses? posed of any administration and really, the republicans, it is the first twon years of the trump administration did almost none of that. host: we have not talked about the republican leadership. they also will be a force that nancy pelosi has to reckon with as well. leader, who isy in the contest for that

so, you know, i don't think that the idea of at this point challenging steny hoyer or jim clyburn whose elections are today, and that is no question, and maybe i am breaking news, but hakeem jefferies won the election narrowly to chair the caucus, and so he is a young guy, and so he is starting to elevate those from a different crop of leaders, but it is not nancy pelosi's call to say who is going to be where because that is a product of the democratic caucus, and there are as we saw with marcia fudge, there are tools that she can use and agreements to make, but who is in leadership is not one of those things. >> we know that she is adept at exercising that, and that is one of the arguments to keep her as speaker, because she is the kind of the general that one could argue that you democrats need as you take over to figure out what the priorities are going forward. anyway. thank you so much for weigh ing in, and the conversation and i know that you have is to run. thank you, congressman. >> thank you, andrea. >> and capitol hill correspondent kasie hunt is right there in the middle of t

we know that jim clyburn and steny hoyer, the number 3 and 2 democrats in the house also here at thegenda? you have split government now between the house and the senate. and of course, president trump in the white house. that's going to make for some very difficult legislating. i think there's going to be pressure on democrats to show that they're actually getting things done. that they're not just the opposition party. will they for example cooperate with the president on flurkt bi infrastructure bill. or will there be so much pressure from liberal democrats who are angry at the president, that that's not something they want to entertain. and we have all the questions about investigations. democrats have won back subpoena power in critical committees, like oversight, government reform and the intelligence committee. they could reopen the house intelligence committee's russia investigation we know that they're interested in seeing president trump's tax returns so that's also going to be kind of a careful path to walk if they try to figure out how hard to push without overreaching. w
