joining me is democratic congressman jim himes, a member of the house intelligence committee and congressman, we do understand that there is this second whistleblower who has firsthand knowledge of the events surrounding the phone call between president trump and the leader of ukraine. what does this add to the case you're all making? >> well, good morning, john. hard to know because, of course, nobody has actually seen what this purported second whistleblower has to say. presumably that will change this week. i'm glad this individual, by the way, is going through the whistleblower process. that's what the first whistleblower did, it's the right thing to do. i've made the point to a couple of people now, i sort of get a kick out of the president's rage on twitter at adam schiff, nancy pelosi, at the democrats. as a democrat in the room i will tell you, we're like a bunch of folks in the outfield just catching constant pop flies coming from people actually in the room or in and around the president. you know, the first whistleblower certainly that was true of, the media now for weeks has been

i spoke with democratic congressman jim himes before we went on air. >> how consequential is that confirmation from him given his firsthand knowledge of so many pieces of this puzzle? >> yeah. anderson, i don't want to get into what was said behind closed doors but colonel vindman's opening statement was made available. i want to downplay the importance of the quid pro quo. quid pro quo is what the defenders of the president are saying is essential for the president to have been guilty of something. it's not. you know, people have read the transcript. we know that the president tried to pressure a foreign, new and vulnerable president to do his political dirty work. so, no quid pro quo is required. obviously, a quid pro quo makes the situation more serious, but i would also point out, anderson, that the chief of staff, mick mulvaney went before the cameras and basically admitted to a quid pro quo. the many of the witnesses, and i say this based on the opening statements made approximate public by those witnesses. many witnesses have pointed in the direction of the notion that military aid, a m

i spoke about this and more with democratic congressman and house intelligence committee member jim himescongressman, what do you make of "the washington post" reporting the idea that vladimir putin might have helped color president trump's view of ukraine? it does seem another example of something that at this point is shocking but i guess not surprisi surprising. >> yeah, i read that story and i guess i'm not surprised. i didn't happen to be in that particular moment of the temperature. i'm not at all surprised if that is true. if vladimir putin has every interest in causing our president to believe that ukraine, apparently all the things that the president believes, it's a corrupt country beyond repair, if putin can have the president thinking and the president of grhungary has its n reasons, it can drive a wedge and allow putin to succeed in controlling half of that country, retain crimea and do whatever he wants in ukraine. >> at least part of what the post is reporting comes from what george kent told congress an investigators last week, you said you weren't there for that part of i

what else do you need or do you believe that texts are enough for jim himes for connecticut to vote yes on articles of impeachment about this activity and on what basis? >> well, i don't want to, you know, we haven't seen any articles, we've seen a fact pattern here and it's not a disputed fact pattern, it's a really ugly fact pattern. there's one piece, chris, though, that we need to know more about and i think we'll learn more about next week. you had the apparent withholding of $400 million in military aid to a country under attack by the russians. you have the compromise of the particularly classified server in the white house. i don't know if that's illegal or not. it's pretty ugly because it looks like a coverup. the third thing just to answer your question here, it looks like an ambassador may have been fired because she wasn't going along with the con, and that's a piece of it that we need to know a lot more about. and, again, if this ambassador was fired because she didn't go along with what rudy giuliani wanted, number one, that's appalling in and of itself. number two, i'm ju

joining me is democratic congressman jim himes on the intelligence committee and heard ambassador taylor'sny. you were asked yesterday, congressman, if your jaw was still on the floor after hearing that and you responded, still there. what do you mean? >> well, john, it was pretty startling testimony. when the ambassador got done with his opening statement which is now public so we can talk about it under the rules, you could hear a pin drop in the room. it was some of the most detailed, specific testimony. it wasn't some of the most. it was the most detailed and specific testimony we have heard in these many depositions about the holding up of military aid. and not just military aid but a meeting in the white house. that line still resonates with me. it's in the opening statement where the ambassador says that ambassador sondland says that everything -- everything is contingent. i know we're having this long conversation about what the definition of a quid pro quo is, but there's no question from his testimony that everything in the words of ambassador sondland are contingent on the ukrai

jim himes, on the intelligence committee, he's a democrat from connecticut. very in the mix on these investigationing. he wants to hear from him. so we'll have to see, is that a separate investigation from whatever impeachment inquiry they're do specifically on ukraine or end up expanding it to include something like these allegations we're seeing here today. >> lastly, richard, back to you. circumventing official government channels, sweeping aside procedures. should this be part of articles of impeachment? >> well, what we see here is illegal conduct by, or an attempt at illegal conduct by rudy giuliani. we don't know exactly what the president's role is, but the president seems to be encouraging this. we could include this, that articles of impeachment. i have to say, there already are so many examples of corruption on the part of this president. obstruction of justice and other criminal conduct that we can investigate. there are so many examples of corruption on the part of this president. we can investigate every in the next month or two to do that. they
