jim jim. he's got a commitment that not only u.n. sanctions, european sanctions, u.s. sanctions, they will be phased out over a period of time. we have no idea how quickly. he sounds pretty pleased with what has been achieved right? >> he used the word terminated that u.s. and eu sanctions are terminated. you cannot unestimate the importance of saksnctions on the economy. years of work going back to accelerating to the obama administration to create an international, almost rare and unprecedented international group that was squeezing the iranian economy. not just our western partners but also china reducing purchases of iranian oil, really squeezing that economy. that's been the key, many believe to bringing iran to the table. you'll see in coming weeks and months the dismantling of that entire structure. that's enormous reward. i've been to iran ten times. iranian people -- if the stock market was open tomorrow they would be shooting through the roof. the iranian people the economy, has been waiting with baited breath for the chance to open up to the world. sell cars open businesses its. this has enormous economic rewards for iran and quickly. a couple other details. more details here than expected particularly with hiccups in recent days. you're looking at sensitive issues in iran's nuclear program. this is where it's believed iran had been experimenting with possible weaponization. access there is major. keeping the facility this is a once secret underground facileity discovered by the u.s. the iranians didn't announce it. that's going to stay open. it's not going to be building sentra fuses, but it's going to stay open. the key here going forward the verification how much access inspectors are going to have. a that's the worry is that iran might change its might at some point. on those big picture issues t biggest one to seerzero in on is economic reward. that's their perspective and wind fall. from the perspective of u.s. and west it's dismantling something that took years to build. with a lot of hiccups and reneging on past agreements by iran that's enormous change if this is verified. >> you're correct. if u.s. financial sanctions, european financial sanctions those imposed, if they're lifted, that's tens of billions eventually over a long period of time hundreds of billions of in revenue for the iranian economy that's going to boost that economy. that's why that is so important to iran. that's clearly why the foreign minister zarif is so pleased happy, jub lent by this deal i should say. we'll hear from the president of the united states expected to speak in the rose garden in the white house supposedly in ten minutes. we're standing by and will have live coverage. gloria borger chief political analyst. he's going to say this is a big deal to convince members of congress. that can only derail. it's going to be a historic deal as far as iran's nuclear program is concerned. the question is will he convince republicans and democrats this is a good opportunity? >> he's got a lot of skeptics he's going to have to convince. first of all, we were talking about timing. we heard him say all u.s. sanctions will be terminated. we know they would be terminated once we verify they're implementing their mission as put it. we don't know if that's between now and june 30 th or when that is. i'll tell you from talking to members on both sides of the aisle today, if there is temporary softening between now and june 30th of those sanctions, congress will try to step in forcefully. the president is up against three major stranldds of legislation. they're saying we have to have a final say in the bill. another measure says ratchet up sanctions to get a better measure. the third is they want to make sure that the president cannot do this unilaterally. that he can't use waiver authority on something this by and large, this important this consequential without the congress's approval. american public agrees by a majority and says we don't trust iran and don't trust the president to do this on his own. we need congress to approve it. >> stand by. i want to bring in jake tapper chief washington correspondent in new york today, anchor of the. stand back don't pass into legislation, don't pass any increasing sanctions against iran. let this be finalized by the end of june put it on paper and see what happens. talk a little about what's going on right now. >> first of all it's important to note there's a tremendous amount of flex going on when it comes to democratic senate leadership. the senate harry reid announcing retirement. you have menendez indicted. he's the ranking democrat on the senate foreign relations committee. he is stepping down from that. he'll be replaced by ben carton from maryland. he's more supportive of obama when it comes to iran. >> that's good news for obama because some opposition with deal with iran democratic opposition has been lessened. there are details we don't know yet. we know about a couple a hardening nuclear facilities in iran that we're told iran will transform. the one at fordo will be transformed. the one in iraq will be transferred to heavy water reactor and will not produce plutonium. we don't know how many fuses this will allow iran to have and what this will require iran to do with stock pile of uranium fuel. we don't know what this means, the idea that sanctions will be lifted as gloria is talking about. quote, one implementation is confirmed. that could mean anything. the selling president obama has to do to congress and american people we aren't sure what he is going to be trying to sell. >> he will have to sell to congress and the american people and to the israeli government saudi government. there's a lot of concern in that part of the world about what's going on. this is a major diplomatic push he's going to have to undertake. there's no doubt the stakes now are enormous. in terms of body language looks like they're very excited. we're expecting to hear from the president in five to ten minutes as he walks out of the oval office into the rose garden. he's going to start that pitch right away and going to have to be very convincing jake. >> that's right. you raise an important issue. we have heard opposition to the deal by benjamin netanyahu. there's a lot of skepticism from sunni arab countries. jordan, uae, saudi arabia. many leaders of those countries have told reporters and congressional leaders in past months that this deal potentially is naive, potentially even looking back by the way on the frame work adopted a year ago which gave the iranians two keys. one allowing them in the view of critics, allowing the iranians to continue having a nuclear program. and two, agreeing there would be some sort of deadline to whatever this deal is whether ten, 15 17 years. we have no idea. when this frame work was adopted a year ago, critics were saying we're giving away too much. as you pointed out, there's celebration among the world leaders. president obama i anticipate will be proclaiming this and talking about this as a great step forward. of course as has been said we don't know the details of what he's trying to sell. once we do the administration has been saying for months amidst this criticism how can critics criticize when they don't know what's in the deal. we're about to find out what's in the deal. >> stand by for a moment because we're standing by ourselves for the president of the united states. he's going to be walking out of the oval office down to the microphone in the rose garden. the president will be making his statement. they are releasing more details about what this deal will include. i want to go to jim. president has a major selling point underway going to be underway momentarily when he gets to the microphone. >> that sales job starts now or in a few minutes when he comes out to talk about this deal with iran and other world powers. i can tell you from talking to white house officials, they expect this sells job to be at the highest levels. you can expect to see congressional leadership at the white house in coming days to sit down with the president. he's supposed to go to ken incendiary to kentucky and utah for domestic messaging trips. this is one of the smell tests of this deal, this whole notion susan rice talked about over the last couple weeks. her ver this is intrusive all along the way. the question is once inspectors get in there, are they getting access to sensitive sites and areas they'll know whether or not the iranians are cheating. once that information gets back to washington what happens next? we're now at a process that's the starting point. this was a key jim: jim sherriff, i am a fellow in the advanced leadership initiative. when you look at the long-term challenges, social security reform, medicare reform, the debt. with the current form of government can we solve it or is it time to call a constitutional convention and do something radical to fine-tune the constitution to work better on long-term issues? eric cantor: take note of the law of unintended consequences if you call a constitutional conference. i think there will be some prospects after the election. the problem has been in washington that there are two fundamental differences that have not been bridged and it has to do with how you fund of the government and how you expand entitlement money. on the one hand, the tax question is this populist notion that you have to raise taxes on the rich. republicans say no new taxes. on the side of spending, the disproportionate cause of the deficit as we know is entitlements because of the demographics and connections with health care costs. republicans have always said, since 09, that what we would say is transition from a defined benefit plan to more of a contribution plan. beneficiaries over time take more of the risk, not governments are taxpayers doing it. of course the democrats respond and the president say that changes the nature of the safety net, we are not doing it. boom. those two things, when you have the transportation bill coming up unless you decide to fund it and incur more debt like they did with the bill last week health care reimbursement, unless they do that it will be a band-aid fix at best. i do think over time -- it has been six years since the budget was put forward. over time there has been some willingness on the part of some democrats to listen to it as has there been some republicans willing to listen to the closure of loopholes on tax issues. over time we will get there but it is frustrating and you have to be patient and i am not patient. i understand the frustration. >> up there. scott: thanks again for coming tonight and spending time with us. i am a joint masters candidate in the business goal and kennedy school and a former military officer. eric cantor: thank you for your service. scott: my question involves leadership in the private and public sector and differences you see as key to being a leader. what advice would you give based on your experience in washington to your current colleagues and on the flip side, to your former colleagues in washington based on business experience? eric cantor: probably the most obvious example of the difference so when you are a leader in congress, you are a leader of members who have basically their own bosses at home. each represents about 750,000 people. you have a sense that if they go to washington and accomplish something as a team they can go back and explain what has happened. often because of the short-term pressures and reward system that has developed, there is not as much incentive -- in fact there is a stronger draw to go off on your own. whereas in the private sector, you've got direct accountability. people do not have the incentive, in fact there is a huge disincentive not to follow with the leadership has said is the policy if you want to stay there. what would i advise my colleagues and partners about the experience i had in washington? i can go a variety of different ways with the answer to this. one of the things -- i hear so much in terms of our clients with disbelief about the lack of functionality in washington and it is almost as if i want to say, let me try to explain it to you, they are not all dysfunctional. there is just so much there a complexity that has gained so much ground and you have to be patient, don't give up. don't give up on this system. because i, having traveled a bit, i do not see any better. there is so much good about this country, do not give up. that is the advice i would give to my new partners. and for my former colleagues, i would say listen before you talk. [applause] -- [laughter] eric cantor: i have been there for 14 years and i have been out since september, i had the rhetoric down pretty good. i was an entrepreneur and a businessman and i understood what it was to be the entrepreneur that signed the note at the bank and make payroll and pay benefits. i get that. it is so easy for that rhetoric to fall off your tongue in the versus what actually happens to make things work in practice. and i probably knew this then but not as clearly as i know now. listen before you talk because you can learn something. >> i have a question. ray: my name is ray fong and i am a harvard graduate. we have heard you vividly express your distaste for president obama, however you have been a congressman since 2001. is there anything the bush administration or the republican party could have done such that they could have won the election in 2008 and barack obama would never have become president in the first place? eric cantor: i think i alluded to this before. the biggest challenge for the republican party is to be one of inclusion, not exclusion. and you will come diversity of demographics into our fold. -- and to welcome a diversity of demographics into our fold. policies have to reach a wide swath of the public and we have to be sensitive to people who do not feel they are welcome into the mainstream of the country. i think that is probably what we could have done early on. it remains more important today. >> i would like to thank congressman can tour for joining us in the form tonight. written presidential memorandum on spectrum. when i started in 1979, i came out of the marine corps after being an artillery officer and i did not know anything about spectrum. most people i met and worked with did not understand about spectrum. now everybody realizes that part of our daily lives are devices and relying on the ability to communicate and stay in touch with the family. >> monday competition that encourages middle- and high-school students to think critically about issues that affect the nation. students were asked to create their documentary based on the theme "the three branches and you," to demonstrate how policy, law, or action by one of the three branches of government has affected them or their community. cole sebastian, thomas norris, and amy gilbert from montgomery blair high school in silver spring, maryland, are one of our second prize winners. their documentary focus on the immigration of undocumented youth. announcer: 70,000 children alone, afraid, searching for hope, with no one to turn to escaping from lives of trauma and hoping to find a place to call home. announcer: carlos flores aragon is one of the 70,000. he immigrated from honduras and was eventually placed in a home. he now lives in takoma park, maryland, with his foster family. announcer: the office of refugee resettlement, or the orr, and local programs for undocumented refugee minors, or urm, are working to find housing for these 70,000 across the nation. but there are thousands more to come, and the orr does not have enough resources to process a huge number of unaccompanied minors. carlos is one of the lucky ones. but without government funding the programs that put him where he is could now clog up or even shut down. the house of representatives must be willing to allocate enough funds to these programs to keep them running. these programs are what nurture the demographic that will shape the future of the american economy. the urm program consists of local programs nationwide that work to find undocumented refugee minors homes and futures in america. the program that found carlos a home is called lutheran social services, or lss. we met with the clinical supervisor of the urm program at lss. supervisor: we recruit foster families. we train the families to work with the kids and also provide case management for any kids that are in foster care. so we basically do that, but it is a specialized type of program for unaccompanied youth from other countries. so all of those cases management services that a traditional kid in foster care would get, but knowing that there is a lot of cultural and language differences and things like that, the idea is that they are getting prepared for when they age out of the foster care system that they are ready to live independently when they turn 21. announcer: recently, through an executive order from president obama and the new budget passed in the house, funds are being allocated to stem the flow of immigrants to the country, and over 5 million immigrants will be able to gain citizenship. large sums of money are now being used to support the large number of child immigrants coming into the u.s. supervisor: well, all that money to support those kids comes kind of out of the same pool, also the office of refugee resettlement, and that is, our programs. the concern was, rather than adding funding, they would just sort of take money away from other programs, such as refugee resettlement, to support youth programs. what we would hope for is that not that they would be taking money away, but rather they would be adding money to meet the need, rather than taking money away from places where there is already a need. announcer: success in the american workforce and the american education system can be extremely difficult for urm's without programs such as lutheran social services. >> well, the value is that they are providing all the necessary social services that these children and youth need. announcer: bill ecenbarger is an attorney who often works with refugee children. bill: and they are often -- there are issues involving serious trauma. they have been oftentimes emotionally, physical abused sometimes trafficked, so they need mental health services a lot of times. lutheran social services also provide a case manager who checks in on them periodically and they work on life skills just learning to cook and clean on their own and take care of themselves, basically. they help get them job training. they often help put them in the right educational program. a lot of these youth come and they are 15, 16, 17 years old, and they have very little formal education. announcer: many americans believe that the u.s. government should not be helping any immigrants in any way. they believe that immigrants will steal american jobs and increase crime. secretary of labor of the united states thomas perez was able to explain why immigrants are so important to a prosperous economy. secretary perez: well, america is a nation of immigrants. immigrants have helped build america. immigrants are more likely to have a college degree than native-born immigrants. something like one in four workers in the health care field is an immigrant. so immigrants from the beginning of time have been a robust part of our nation's economy. and what we see in other countries who do not have the robust immigration patterns that we have -- countries like japan -- they are confronting a real workforce crisis because they are not replenishing the workforce. and one thing that immigrants do as well is they contribute to the social security trust fund. that is our system, and it relies for its success on a robust cadre of workers, and immigrants provide that labor. bill: i do notice a lot of -- that the youth who come through the urm program are much more highly motivated. they want to be a part of society. they want to work hard. they want to really attain the american dream and often are able to give back to society in a lot of useful ways. announcer: those who oppose the assimilation of immigrants claim that immigrants are un-american. but there is nothing more american. when one describes the american dream, there is no dream closer to that than the dreams of the children that come across our borders. the urm programs are essential to the success of the demographic that is most essential to the success of america. if these programs lose their funding, young immigrants will not be able to grow into the contributing [applause] christi: thank you, major. and now, what is by tradition our only toast of the evening. i first started covering barack obama in 1997. that is when he showed up at the illinois statehouse to take his seat in the illinois senate. my keen political intuition kicked in right away. i was one of the first to see it. if he worked hard and really applied himself, he could go all the way. he could one day be mayor of the city of chicago. jim acosta. jim. >> reporter: this meeting between president obama and iraqi prime minister haider al abadi comes at a critical time as the white house is touting the gains of u.s.-led coalition forces in the fight against isis. the terror group is trying to seize control of iraq's largest oil refinery. isis posted this video. we'll put it up on screen showing its fighters in this siege at the beiji oil refinery north of tikrit. the video shows militants firing weapon huge plumes of smoke and portions of that refinery on fire. wolf i can tell you from talking to a senior iraqi official that one thing that prime minister abadi said to the president during his meeting, his other meetings at the white house is that he would like to see increased air strikes on isis targets, the iraqis are pointing to the siege at beiji as a key reason of why they need to see that enhanced air power coming from the u.s.-led coalition. the president in the oechl office with prime minister abadi earlier was asked whether or not the u.s. would be providing more weapons to the iraqis namely drones apache helicopter f-16s and the president said that's why he's here. he's here to listen to the iraqi prime minister. here's what he had to say. >> i think this is why we are having this meeting to make sure that we're continually improving our coordination to make sure that iraqi security forces are in a position to succeed in our common riggs. >> reporter: now, as for that assault on the beiji oil refinery a senior iraqi official tells cnn they don't believe at this point that isis has control of that facility at this point though they do acknowledge that that attack and that siege has been taking place there. in the meantime, haider al abadi, the iraqi prime minister is not leaving empty-handed. the president announced during his oval office visit with the prime minister that the u.s. is offering $200 million in humanitarian support to the iraqis and that there have been some reports, we should mention, wolf that abadi came to washington with specific requests for those drone, for those apache helicopters. the white house denied that abadi made that specific request of the president though the senior iraqi official told me wolf that they do have a long-standing request for the u.s. to purchase that type of military hardware. they say they need it and they need it badly, wolf. >> $200 million in u.s. economic assistance to iraq. i wonder how that's going to be received up on capitol hill during these types of tight money as they say. all right, jim, thanks very much. there's one thing that congressional republicans and democrats agree on they want to supervise any final nuclear deal with iran and now looks like they'll get their way. if if there's still a deal to supervise. the latest serious complication russia russia's now moving to go ahead with the sale of sophisticated missiles to iran. let's go to our chief national security correspondent jim sciutto. jim, first of all about this senate legislation, what's the latest. >> reporter: i tell you josh earnest said the president is not particularly thrilled with the legislation but he indicated he will sign it. in fact he'll almost certainly have little choice. senate foreign relations committee unanimously approving the bill 19-0 vote. it will now go to the senate. the full senate later this month where it appears to have the support of a veto-proof majority. after months of the white house fighting to keep lawmakers out of the iran nuclear negotiations today congress forcing i

jim jumping on the phone with us. we'll get back to you as jim gets more on this breaking news that we're getting right now. >>> let's turn back to baltimore. "at this hour" more than 500 national guard members are in baltimore with hundreds more on the way to keep the riots in the city from boiling over into a second day. >> there are all kinds of questions about what happened yesterday and overnight. were the baltimore police, were city officials, not prepared for this? did they not see what happened in ferguson, missouri, and given the death of a man in their custody, did they handle this situation well and are they prepared to handle it going forward? joining us now to talk about this, the senior homeland security and law enforcement official for the state of new york in the past and you oversaw the national guard here in new york which gives you key experience as to what's going on. we've been looking at pictures, live pictures from the sky of the streets of baltimore today. just take a look at this. i wonder if you can talk to me about what we are now seeing. now you are seeing the lines of police right there forming some kind of a barrier. you see people, citizens, milling about looking peaceful. we're not seeing running. we're not seeing burning. we're not seeing the throwing of anything. what do you make of the situation now? >> so when you take it down, you have all of the violence from last night. you are making all sorts of assessments. you are bringing in resources. what's key in these situations is you have no go zones and you have areas that are frozen and you can't get into them. you have areas where protesters can conduct their activities. they're cordoned off. that's all about resourcing. national guard is coming in. that's what they're going to do. the mission is to support law enforcement. law enforcement is is the lead and there's a call out for other officers around the region and people coming in and it's to make sure that you know where everybody is, what they're doing, and this allows you to do other things like who is in the crowd? agitato agitators, we heard a lot about that. key strategy is identify thea agitators so they don't put poison over the crowd. you are stabilizing the situation. a lot of concern is when darkness falls, what happens then? >> overnight as daylight came about, there's been a lot of criticism coming at city leaders and state leaders. were they too permissive and not crackdown early enough to stop this from happening. from your perspective when you see images from last night and they bring in more assets and resources today, is that fair criticism coming at leaders? were they not prepared. >> baltimore is the eighth largest police department in the united states. obviously they had a long history of having issues with the department. there's always two sides to that issue itself. after ferguson and after what's gone on in staten island, it's a timber box. just takes one more spark. you don't know where riots will go and how fast they'll escalate but in the last couple months you might have thought there would have been more anticipation and perhaps more planning and training. the big question is what kind of community outreach was there prior to this? it's not time for that during a riot. >> you have 500 national guard on the street. they'll raise the number. you have baltimore police. they canceled leave and they're approaching tonight. do they have enough for tonight? also this, we learned there were 202 arrests overnight. does that strike you as a lot or a little? >> i don't really know the -- they weren't able to put a whole number as to how many people participated. the percentage is what's key there. it's really who they are arresting. what are folks doing? there have been seven injured officers. this is getting pretty intense overnight. so the question becomes how do they respond tonight to protect officers and protect the community, which is their main focus. everyone was concerned about burning cars or buildings. it's about protecting the residents of the city. >> that speaks to what we're seeing today. we just are getting news they shut down a mall that's about five miles to where the fires really were. it seems if there wasn't preplanning and positioning of resources, they seem to be getting more intelligence and being more pro-active today. what do you make of the fact they are shutting down a mall because of the fears and concerns that there is planned violence at this mall. >> like with any military or legal or security operation, intelligence is key. so much of the intelligence we get these days comes from social media. amazing stuff people will put out on the net like the individual who went up and assassinated two officers in new york city. he tweeted as he was driving to new york to let pigs fly. we're picking up those kind of intelligence and what we do is we now use that intelligence to lead our law enforcement and lead our security forces to try to anticipate and take away opportunities for rioting. >> we just learned as you were speaking that they postponed the baltimore orioles game scheduled to play at 7:00 tonight. they wouldn't play at 7:00 because the game could run past the curfew. is it a wise decision to say they won't play today or something like a game to move to the afternoon something that could galvanize the city into something peaceful? >> from reports i read and from my sources i have spoken to, it's so raw in baltimore right now. they need to get back to the business of living as a city, of restoring calm and restoring services. a ball game could wait in my judgment. let's go back when everyone's safety is assured. >> from sources and folks you're talking to, you saw violence last night and you have seen unfortunately this happen before in different cities and different place what do you foresee, foreshadowing tonight? do you think it could be just as bad or no way they'll stop it? >> i think what's going to happen when you see the national guard roll in, it's a very impressive sight. >> that's the point. >> it's unmistakable that here's a presence and a force. what types of things do agitators want to see in what's their agenda? is it getting in front of the camera and making a scene or there are other things. can you prevent looting? yes. can you prevent violence? perhaps not. i think what's happening now is that after the first night everyone is stepping back and they are assessing and they have tremendously more resources but more focus. a message you want to get out, tonight is the time. >> great to have you with us. let's see how they use the new resource they have on hand there. thank you so much. >>> the president spoke with his new attorney general about the violence in baltimore and also he spoke with the city's mayor. we haven't had a direct statement from the white house yet. why? what might the president say when he does speak? that's next. big day? ah, the usual. moved some new cars. hauled a bunch of steel. kept the supermarket shelves stocked. made sure everyone got their latest gadgets. what's up for the next shift?
