let's bring in chief national security correspondent jim sciutto who has been following all this. jim, you've been over there. you're in washington right now. what do you make of this? reporters are being gathered, not a lot of details leaking out. what are you hearing from your sources? >> they may surprise us with some remarkable progress, an announcement of a hard-and-fast agreement on particular issues. what i've been hearing is you'll get a very general statement here, something along the lines of a statement of goals rather than a hard-and-fast agreement, something that both sides, including the iranians have signed on specific issues. more likely a general statement, a promise for more talks, a justification for those more talks based on the progress they've made on those issues. listen, all we've been hearing these last several days is some of the key sticking points remain sticking points, just to mention a couple of them again. iranians want sanctions lifted immediately. the u.n. wants to keep them in their back pocket to keep iran's feet to the fire as this agreement goe

our chief national security correspondent jim sciutto is with us right now. what's the latest on u.s. citizens inside yemen? >> it's interesting. the state department won't say how many americans in yemen have registered with the embassy because they don't know what percentage of americans, many are dual citizenships what percentage of americans there have actually registered so they don't have a hard number. the bottom line for the americans that are there, there are no immediate plans to evacuate them although other countries including russia china and india have done so. what the state department says is they have been warning americans for some time this is not a place that they should be. they should have taken those warnings in effect. and that there are limitations now on america's ability to evacuate them. one of them being that the airport is closed. so really the only advice the state department giving the americans that are there is to shelter in place and in light of the scenes we are seeing there, the fighting et cetera you can see why that makes

i want to bring in our chief national security correspondent jim sciutto. jim, this is the 21st isis related arrest here in the united states since the start of this year only two days ago madison, wisconsin man was arrested after flying to turkey to attempt to fight for isis. does this number reflect the growing threat isis poses to the united states? because we have heard from a lot of top u.s. homeland security officials, they are pretty alarmed right now. >> reporter: it reflects two things. one, it does reflect the draw of isis not just in the u.s. but in other western countries. it's something that u.s. counter terror officials have consistently told me if not the most capability in terms of attack it's the most likely attack to happen in the u.s. in part because they are hard to track. they are lone wolves easily radicalized online. it's a real problem and federal law enforcement and counter terror they are going after this aggressively. the second thing this shows is that law enforcement is looking for these guys aggressively and as they do they are

. >> let's go to our chief national security correspondent jim sciutto. it's one thing for the foreign minister to say something, it's another thing for the president ruahouhani to say something. when the grand ayatollah says it, if he says the talking point, that four-page document the u.s. released last week in his words were mostly wrong what does that say in. >> it says either several of these issues have not been finally agreed including that sanctions issue, or both sides are spinning for a domestic audience or perhaps both are true. it's very confusing. i was reading this morning through the language. there was no written agreement that came out of this interim deal, it's only a u.s. interpretation of it. you read that it says on those oil em banking sanctions, they will be suspended immediately, but only after iran has taken all the steps of the deal. that's not on day one of signing. that's after it takes all the steps required. on the u.n. sanctions, iran will get some relief as each gateway is passed. in other words, as they meet each step some

our chief national security correspondent jim sciutto is tracking all of this for us. jim, is the deal dead or alive? >> reporter: we have just learned the french foreign minister is on his way home he left yesterday, possibly a sign of progress that they are moving towards some sort of agreement but it's not the first time we have seen ministers come and go and then come again. but as you say, there is also a testier back and forth now between the two sides. each side blaming the other for the obstacles in the talks. listen to how the white house and iranian foreign minister traded comments today. >> this is a unique opportunity that will not be repeated and they need to take advantage of this opportunity. >> if we are in a situation where we sense that the talks have stalled, then yes the united states and the international community is prepared to walk away. >> reporter: this could be last minute posturing, it could be a sign of real trouble in the talks but keep this in mind as well. the best that can be expected to come out of luzon this week whether tonight or tom

talks continue to be productive, and so we go now to our chief national security correspondent jim sciuttofor the general kind of framework agreement they're trying to reach by what was meant to be tonight's deadline but now merging into tomorrow, that looks possible with those outlines, but keep in mind, that's not really going to be an agreement on paper. the iranians say they're not going to sign anything at this point. they're waiting for the final agreement and it does leave some of the most contentious issues unresolved and that's a real problem because those are the issues that have been holding up these negotiations, not just for this latest 24 hour delay, but keep in mind, these talks have been extended for months a number of times so far and they started more than a year and a half ago. >> what are the major sticking points in the past 24 hours? >> reporter: if you combine the hints behind the scenes, it's a few things. it is the pace of the sanctions relief on iran, and it is believed that the iranians want it to be lifted immediately, but the west wants to phase them out so the

now i could go on, but i want to bring in our chief national security correspondent jim sciutto, joined in new york by paul cruickshank once again and former navy s.e.a.l. and fbi special agent jonathan gilleym. jim, what more do we know about weinstein's yor deals and contacts with his captors? >> this is interesting news his family and understandble, a family to make every desperate attempt to win the release of their loved one here. we know the family expressed frustration with government efforts, something we hear often, not just with captives, for instance, the foley family, captives with isis, with al qaeda, i've spoke be with the families of americans held in iran by the government, frustration with efforts to get them out, some of which is natural. in this case, it looks like the possibility that this family was scammed. if you have the captors claiming he was alive into the month of april, when we know that he was killed in a strike in the middle of january, and that's one of the dangers here whether or not he's alive or they're lying or actually representing the kidnappers, th

. >> what a tough political sell this could be but jim sciutto is joining us with details on what negotiates agreed to. jim, break this deal down for our viewers. what exactly does it look? >> you take all the elements of iran's nuclear program that has caused consternation here in washington and western capitals for year and it does not dismantle them or detroy them but it modifies them or puts them under greater restrictions. and for instance take theed ed forthe fordo facility which is reinforced and designed to withstand american or israeli bombs, and it doesn't shut it down but keeps centrifuges there, but said they can't spin uranium. that's the new normal there. takes, for instance, iran's arsenal of 19,000 centrifuges. doesn't get rid of all of them. leaves 5,000 of them. a 75% reduction and another path to a bomb potentially was the iraq heavy water facility. again, doesn't tear it down. modifies it, changes its reactor so it can't produce material for a bomb. all these things to create that one yearlong breakout period that the obama administration said is the goal. in exchange, we

. >> let's go to cnn's jim sciutto at the state department. he has covered iran for years, visited ten times. jim, what happens now? this is just a framework for a deal. >> reporter: it is. you still have details to work out, for instance the exact timeline on lifting of sanctions. that's the west's key leverage. that's the real carrot to the iranians. you have the legislative hurdles you mentioned. there are two bills teed up on the hill to impose new sanctions on iran and you already have some gop voices coming out criticizing the deal. but i've got to tell you, when you think of where these two countries were just two years ago, they hadn't talked to each other officially in nearly four decades. it started with the secret talks and the handshake in new york between president obama and the iranian president, then you launched into these talks and after 18 months of difficult talks, it became almost normal boring to have u.s. and iranian diplomats talking to each other. so to get to this point after that deep and troubled history is pretty rem

let's go right to cnn's chief national security correspondent jim sciutto live in washington. gn ministers from france from russia china, they have all left the talks in switzerland. where exactly do things stand? >> reporter: we are hearing the french foreign minister is on his way back but we have to redefine the word deadline considering the number of deadlines that have passed in the year and a half since this interim agreement was first signed. you have two extensions of several months and now two short ones of a day or so but that could extend another day. diplomats at the same time are also greatly shrinking expectations of what they will come away with and that's if they do come to agreement. with a deal in danger of disappearing secretary of state john kerry and his fellow gesht negotiators searching for resolution in switzerland. the nuclear talks now stretching not only the definition of deadline but also of agreement. officials now hoping for a simple statement of goals rather than the hard commitments they originally intended. the white house placed the blame on ir

thanks gore joining us. >> thank you. >> you just heard jim sciutto report the u.s. navy you're familiar with the u.s. navy increasing its presence. the aircraft carrier battle grip theodore roosevelt moving closer to yemen potentially to intercept warships that the iranians are sending warships to that area to bolster the houthi shiite rebels. what's your response? sounds ominous? >> it is a bit ominous, whenever you have ships at sea that have opposite objectives. then the iranians have been steady suppliers of houthis, usually by sea. i've seen a dial that was huge carried a lot of weapons, that the iranians carrieds weapons and provided training. no doubt that the houthis ares vassals of the iranians. that is a very serious, serious situation. another situation here i think, wolf that we have to worry about is i'm not sure that air strikes alone from saudi arabia will be enough to break the advance of houthis and, of course because of this upheaval and chaos, al qaeda has stepped in to it and they're gaining traction as well. so this is a, an incredibly serious s

first, though to our chief national security correspondent jim sciutto. jim?is is a fairly spectacular intelligence failure here. you have one drone strike in january, january 15 where you unknowingly kill an american and italian hostage as well as an american member of al qaeda there, but you didn't know he was there. four days later another drone strike that kills another al qaeda leader also an american adam gudan. we know the inspector general will be inspecting this investigating this. this raises questions not just about this operation but the integrity of the drone program as a whole. it was in this mountainous border region between pakistan and afghanistan that a u.s. drone strike killed two western hostages held by al qaeda including one american warren weinstein, abducted in pakistan in 2011. the al qaeda compound had been under surveillance for hundreds of hours. what the u.s. did not know was that weinstein and the italian giovanni lo porto were being held and hidden inside. >> i again appeal to you -- >> reporter: in this proof of life video weins

jim sciutto for us. there's so much else going on there right now with the saudis also engaging in a new round of bombing after they said they halted the bombing. we'll talk about this coming up. >>> also "at this hour," a court hearing is happening right now on whether to give more freedom to the man who attempted to assassinate president ronald reagan. a recent judge ruling allowed john hinckley, jr., to spend 17 days a month at his mother's home away from the mental hospital where he's been undergoing treatment since he shot president reagan and his press secretary back in 1981. today his attorneys are asking that the 59 year old be able to spend more time at the virginia home with his mother. this comes more than 20 years after hinckley was found not guilty by reason of insanity in the shooting of the president and three others. >>> deputy u.s. marshal caught on tape in an incident sunday in california. the tape shows an officer snatching a phone from a woman who was recording law enforcement operati

jim sciutto, appreciate the update.to talk more about what is happening on the ground and on the high seas. there is obviously a lot of tension and a lot of potential for tension in this conflict. joining us now is fareed zakaria, host of gps weekends here on cnn. also u.s. retired navy command, kirk lippold. he was the commander of "uss cole" when it was bombed a year before the 9/11 attacks. fareed how big of a potential flashpoint is this right now? u.s. warships in close proximity to iranian vessels? >> it could be a real flash point, because yemen is essentially unimportant. what yemen has become is a cockpit for the regional ambitions and region fall designs for the two great powers net region, iran and saud yaibi arabia arabia. that's really what's playing itself out. there are no larger issues involved. to understand for a second the absurdity of what is going on the saudis are bombing the houthis. the houthis are these rebels who have been rebelling against the yemeni government. who is leading the houthis righ

jim sciutto has been monitoring late developments and he joins us. what's the latest on this?there are nine u.s. warships in the area of yemen. the u.s. roosevelt as well as a guided missile cruiser that travels with it they were diverted from the arabian gulf where they were taking part in operations against isis in syria and iraq. they are to give the president military options off of yemen and to keep key trade routes open. among those missions is to be prepared to intercept a convoy of iranian ships, seven to nine iranian ships. the suspicion is they're bringing weapons to houthi rebels. you have the saudis some of their ships, the egyptian et cetera. it's not something they want to do but they're getting in a position to be prepared to do. >> and if the u.s. does intercept the convoy what happens then? >> reporter: this is a question. whether it's u.s. ships or allied ships, i'm told if that convoy enters yemeni territorial waters they would be in position to board those ships. that's about the most sensitive thing you could do at sea. there was a previous case a number o

let's go to our chief national security correspondent jim sciutto. jim, first of all about this senate legislation, what's the latest. >> reporter: i tell you josh earnest said the president is not particularly thrilled with the legislation but he indicated he will sign it. in fact he'll almost certainly have little choice. senate foreign relations committee unanimously approving the bill 19-0 vote. it will now go to the senate. the full senate later this month where it appears to have the support of a veto-proof majority. after months of the white house fighting to keep lawmakers out of the iran nuclear negotiations today congress forcing its way in. >> more fully than that i believe congress should play a role an in ensuring that all the details that need to be in place are there. >> reporter: republicans and democrats united behind a compromised bill giving lawmakers oversight of any final agreement. >> i think it's the congressional prerogative and we're the ones that impose the sanctions and take it up for changes. >> reporter: under a compromise

our chief security correspondent jim sciutto is joining us right now. what's the latest?accelerating military aid to saudi arabia including intelligent sharing to help better strike targets on the ground and they have even set up a joint command center with the saudis. the u.s. is now a partner, in effect in the saudi-led effort to take yemen back from iranian-backed rebels. fire and explosions as saudi air strikes rain down on houthi rebels in yemen. now the u.s. is a partner in the air campaign stepping up its military support to saudi-led forces. in the capital today, deputy secretary of state says the campaign is sending a strong message. >> we have expedited weapons deliveries increased our intelligence sharing and established a joint planning cell in the saudi operation center. >> reporter: american aid further expands the u.s. military footprint in a region increasingly plagued by war. while the u.s. won't be flying war manies over yemen, it may not own the consequences. >> if you give targeting intelligence and they don't use it or misinterpret it and something ba

i'm jim sciutto. republicans and democrats in congress have been demanding a say on the details in the iran nuclear deal, and now they are going to get it. the senate is set to pass a bill that gives congress oversight of any final agreement. president obama, who fought congressional involvement aggressively for months, now says he will support the measure. fact is with a vetoproof majority in the senate he likely had will little choice. joining me the lawmakers that crafted that compromise senate foreign committee relations chair bob corker and senator ben cardin. thanks for taking the time this sunday morning. in his press conference on friday the president, we were listening very closely, at a minimum did not give an explicit commitment to the phased removal of sanctions on iran. and this had been to this point a commitment from the president. he used the language lessened but didn't talk about it being phased in. is the president in your view capitulating to iran on this issue? >> well, jim, it's

jim sciutto, cnn, washington. >>> u.s. officials say is a convoy of iranian ships that was headed towards the coast of yemen is now moving away from the country. the u.s. deployed ships to the region to make sure the convoy was not delivering weapons to the houthi rebels inside yemen. the former yemeni president is calling for peace. he's urging to take part in peace talks. saudi-led air strikes against forces continue, though, despite the coalition calling for an end to the air campaign on tuesday. the u.s. says more than 1,000 people have died in this conflict since it began in march. >>> in italy, authorities say they have broken up a terrorist cell with links to al qaeda. it may have even discussed targeting the vatican. at least nine people are under arrest. and police are trying to track count rest. senior international corporate nic robertson has the details here. >> reporter: an imam arrested, one of the group of pakistanis tlanl police may have been plotting an attack on the vatican. >> translator: there are conve

jim sciutto has the developing story tonight. jim, what do you know about these iranian warships?initially this iranian convoy had been described as cargo ships and there's concern of what's in the cargo. is it weapons for the houthi rebels. we know small warships are in that convoy which raises questions about what its actual function s. it's also moving closer to the yemeni coast. it's near the border of oman and yemen. right now it's just a few miles from u.s. warships. they're keeping a safe distance the pentagon tells us but also within visual range. they can see them through their binoculars a handful of miles. not moving closer right now. it's designed to send the message, we are watching. as the president said yesterday in his words, the u.s. is the dominant force here. that's what they're showing with that american presence along with allies as well. >> you're saying they can actually see them through binoculars. this isn't them steaming towards each other, they can physically see each other. that raises the specter of what happens, what could happen here as possibly very

our national security correspondent jim sciutto is working the story for us. of ships in close proxtimty. that's always tense. first of all the iranian convoy small ships in the convoy as well. also moving closer to the yemeni coast and now southwest of the border between yemen and aman. that puts them within a few miles of u.s. warships with its ally ships along here. they are not making any plans and an extraordinary step to board those ships or block aid them but they're watching them and sending them a message that the u.s. is watching to hopefully pressure them back so they don't go ashore with what may be expected it be weapons onboard chose ships. other news saudi arabia announced yesterday it had suspended its air campaign in yemen. but today dropping more bombs on positions and the saudi ambassador to the u.s. making it very clear that they're going to keep up the pressure. here's what he had to say. >> this should be under no illusion that we will continue to use force. in order to stop them by taking actions. >> the u.s. continue to carry out drone
