my colleague jim sciutto is reporting that the u.s. the arctic sea preparing for a possible test of a new knew calory powered torpedo. it's capable of carrying both conventional and nuclear munitions. the u.s. doesn't believe it would involve any detonating device. any danger over this would have come from a malfunction which could propose risks from radioactivity. still, the u.s. has been monitoring any test of the poseidon closely according to the congressional research service. the torpedo is designed as a retaliatory weapon and it gives it a virtually limitless range. that has caused concern among u.s. officials we speak to. the russians have not appeared to have carried out the test of what the u.s. believes were technical difficulties, this is a key point with one western diplomat telling us the failure to effectively conduct this test is how the effect is having an impact of russia's military industry. the big test here is any test would have inflamed tensions with the u.s. even further at a time when they've been prepared for a

. >>> for more i want to bring in chief national security correspondent jim sciutto in washington.here have been signs of dissent, but do you think the new wave of anger is posing a bigger challenge for xi jinping's government. >> it is posting a challenge, the question is how big of a challenge this is a government that built a security apparatus for two decades for this kind of thing. protests happen in china, a country of more than a billion and a half people but those are local. this is national. and it's affecting the biggest, most powerful cities, beijing, shangh shanghai, wuhan. when you look at the protests, they're not small and isolated, often involving hundreds of people out in public places with their masks off, allows them to be easily identified, that's an act of courage in this country. this is a country that tracks every act of dissent and knows who you are and punishes those people. it's an enormous risk to do what these people are doing to challenge the government. this is something that xi jinping is noticing. they're not just saying i have a problem with china's
