jodi hernandez has more. >> the citizens demand the d.a.prosecute leslie knight. >> reporter: a small group of protesters rallied, demanding the d.a. bring charges against one of richmond's top officials. >> this is a classic case of corruption. >> reporter: stacey plumber stepped forward last year, alleging that leslie knight was bilking the city out of big bucks, by using city offices to run a personal business. >> city workers were making these things. they didn't want to, but she's the assistant city manager, so you don't say no. >> reporter: the city launched an independent investigation, which substantiated that claim. investigators also concluded knight was both collecting a car allowance and using a city car at the same time. >> she was taking a car allowance and utilizing a city car is unacceptable. >> reporter: the mayor says she's disturbed by the findings and not so certain the city has doled out the proper punishment. while many believe knight should have been immediately fired, bill lindsey, the city manager, didn't terminate

we begin with nbc bay area's jodi hernandez on what fire crews are doing to prepare for the fire dangers. jodi? >> reporter: fire crews are doing all they can to gear up for whatever this fire season may bring. crews in contra costa spent the day in antioch on a controlled burn. you see the crews are just coming in. this hillside is blackened tonight. now experts are also warning that we can expect fires to ignite easier and faster this year than we're used to. >> what we're seeing is we're seeing burning conditions in june that we normally would see in august and september. >> reporter: that's got firefighters in contra costa county on their toes. firefighters spent the day practicing their mobile attack techniques and fighting fire with fire. as they removed dangerous brush from several hundred acres of undeveloped property in antioch. >> what we've done is we've turned this into a training opportunity so our folks can come out and get practice. >> reporter: and they'll likely need it. firefighters say another rain-light winter has left the bay area with drier than normal vegetation. a

jodi hernandez joins us from sacramento. most of those limos go unchecked. what's the plan to make it safer for us? >> reporter: there are a lot of ideas being talked about, but most agree, something needs to be done. now the owner of this sacramento limousine company says his lem owes -- and he has 23 of them -- have never been inspected in the 33 years he's been in business. and while he maintains his fleet, he is certain there are plenty of others out there who don't. >> unfortunate that we've an always said, everyone in the i have, for the past 10, 15, 20 years is it's going to happen. it's a burning candle that it's going to happen. >> reporter: glen main says he's not all together surprised by the recent fires. just yesterday ten elderly women narrowly escaped when their limousine burst into flames. >> it seems like the budget to regulate this industry and to inspect the, those that are doing this transportation, performing this transportation, there's nobody, there's though enforcement. >> reporter: main, who owns a limo company in sacramento says the
